I. Overview of Maluan Bay New Town
(I) Basic Conditions of Maluan Bay New Town
Maluan Bay is located at the center of the Xiamen golden seacoast belt. It enjoys unique natural resources and profound cultural background for its ownership of Caijianwei Mountain, Tianzhu Mountain and rich natural landscapes, including mountain, sea, bay and wetland. Therefore, it is honored as the "most beautiful bay zone" of Xiamen and the most valuable bay of Xiamen for development. It covers Haicang and Jimei districts and links up the western sea area of Xiamen. It is adjacent to Zhangzhou and borders Xibin Road-Xinyang Bridge on the east, Fulian Road on the west, Wengjiao Road on the south and Haixiang Avenue on the north. It is a new subcenter of Xiamen and an important gateway for the urban integration of Xiamen and Zhangzhou. It has a planned total area of 37sqkm, including a water area of 8sqkm and a planned population of 400,000.

(II) Development and Construction Background
The development and construction of Maluan Bay is an important measure for the CPC Xiamen Municipal Committee and theXiamen Municipal Government to implement the "cross-island development" strategy and promote the urban integration of Xiamen and Zhangzhou. Xiamen Municipal Government presides over the construction of the New Town with close cooperation between Haicang and Jimei.It is planned at a high starting point, constructed according to high standards and furnished with quality infrastructures according to the "five major development" concept and with reference to the design of Xiamen Island. Such advanced concepts as "giving priority to three public infrastructures", "sponge city" and “small block and dense road network" are adopted and a total public infrastructure investment of 150 billion Yuan is planned in five years. Measures will be taken to "establish a general development trend in one year, set up a trunk road network in three years, establish full-range infrastructures in five years and basically complete the framework of the Maluan New Town in eight years". The Maluan New Town will become a strategic backing point for the national "Belt & Road" Initiative, a regional comprehensive service center of Xiamen and Zhangzhou, a regional service base for cross-strait cooperation and an international ecological bay of Maluan New Town with the integration of industrial and living infrastructures in the future.
(III) “Three Public Infrastructures”
Maluan Bay New Town is located within the trunk road network of "two circulars and eight radiations". It is planned as a "3-in-1" urban transportation system that includes rail traffic, road and slow transportation systems.
The pillar road network comprises "five horizontal and six longitudinal roads". The area is designed with 255 roads in a total length of 230km. The development concept of "small block and dense road network" is adopted and urban space with a road density of 10km per sqkm will be developed.

Maluan Bay New Town has the highest density of subway lines in Fujian as Metro Lines #2, 4, 6 and 8, four transfer stations and 11 stations are located here. It provides access to Xiamen Island in 10 minutes.

It has the highest density of slow transportation system in Xiamen, with 290km-long roads for slow transportation and 53.8km-long waterside and green leisure slow-traveling roads. Waterside open spaces in a width up to 200m are reserved along with the water systems for the leisure activities of residents. Maluan Bay New Town is a national pilot area of sponge city and a pilot area of an integrated pipe gallery in Xiamen.

Public service infrastructures: Quality and brand education. The area has 80+ educational institutions, e.g. Haicang Campus of Xiamen No. 1 High School and bilingual school, including 46 kindergartens and 34 primary and secondary schools. Measures are taken to develop a quality all-age educational system. Haicang Campus of Xiamen No. 1 High School, a century-old famous school, is located in the area and comprises 30 junior classes and 60 senior classes. Quality cultural and sports facilities distributed along the bay:It is planned with 20 cultural facilities, including Maluan Bay Cultural and Art Center, Marine Theater and Cailin Cultural Exhibition Center, and about 30 green landscape parks, including Maluan Bay Park, Xinyue Park and Central Park, to fully satisfy the various entertainment and leisure demands of the citizens. The surrounding region is also distributed with rich tourism resources, including Tianzhu Mountain Forest Park (a national Class 4A scenic zone), Orient Golf, Riyuegu Hotspring, the Horticultural Expo Garden and Jimei School Village.

II. Industrial Positioning and Development
The industry is the cornerstone of the rise of a new Town. Maluan Bay will have a benign development trend, i.e. "industry-driven new Town and new-town-based industrial development".
Industrial positioning:Maluan Bay is positioned as a high land for industrial upgrading and innovation in Haixi in the future, a demonstration development zone of strategic emerging industries and a headquarters base of the "21st-Century Maritime Silk Road".

One zone: Upgraded Traditional Industrial Zone
Maluan Bay New Town's industrial layout is designed according to the configuration of the general industrial cluster or park. The spatial layout has the leading enterprises as the core and other service and extendedaffiliated enterprises are flexibly distributed around the leading enterprises. The New Town will have a "3+4" industrial development system, i.e. the three major sectors of big health, intelligent science and technology and high-end service and the four major industries of intelligent science and technology, health industry, tourism industry and high-end service. A high-end, high-quality and hi-tech "3+4" modern industrial development system will be established on the basis of Xinyang Industrial Zone, Biopharmaceutical Industrial Park and Xinglin Taiwanese Investment Zone around, thus turning Maluan Bay into an incubator of 100B-Yuan industrial chains.

Maluan Bay New Town has 196 industrial plots for investment (excluding transferred plots, indemnification housing supporting plots and metro balance plots), with a coverage area of 312 hectares and a developable construction area of 7,761,000sqm, including 49 plots for mixed purposes, 82 commercial plots, 23 office plots, 13 entertainment and health and sports plots and 29 scientific research plots.

(1) Basic Conditions
Intelligent Science and Technology Industrial Belt is expected to become a domestically-leading high land in intelligent science and technology. It focuses on the key industries of the unmanned system and artificial intelligence. The core target sectors include big data, intelligent robots, intelligent terminal, intelligent manufacturing and other intelligent industries. The belt is located in the north of the New Town and comprises the Haicang Area and the Jimei Area, with a total plot of 68.57 hectares for investment and a total construction area of 1,535,000sqm.

2. High-end Service Industrial Belt
(1) Basic Conditions
Rely on the superb bay environment and the industrial concentration advantages of the New Town to develop a world-leading and domestically-topnotch high-end service demonstration zone, preferentially develop tourism and high-end commercial industries, gather a group of elites and talents with a high net value and enhance the reputation and influence of the New Town. The High-end Commercial Industrial Belt is located at the core of Maluan Bay and comprises a landfilled Central Island, Jimei Island and Jimei Starting Zone. The Central Island has a planned area of 320 hectares; Jimei Island has a planned area of 80 hectares; and Jimei Starting Zone has a planned area of 218.67 hectares. The area boasts of the closest landscape resources of the bay zone and is expected to become a world-leading and domestically-topnotch high-end service demonstration zone. The area is located close to the high-end hotel cluster of the Wetland Park and is designed with a municipal-level library, art exhibition hall, museum, exhibition hall and youths' palace. It is expected to develop headquarters economy primarily and high-end living and high-end service industry secondarily. It complements with the pharmaceutical port of Haicang District in industrial development. It relies on Chang Gung Hospital, Maluan Bay Hospital and other municipal comprehensive hospitals to establish a one-to-one long-term cooperation mechanism with world-leading medical schools, adopt cutting-edge medical technologies, focus on high-end medical talent attraction and medical exchange and improve the local medical technologies and service level. Develop medical service tourism products; develop ecological and health preservation tourism products based on Wetland Park, inner bay seaside scenes and other leisure and vacation infrastructures to promote the integrated development of health and tourism. As a key industrial zone of Xiamen, Xinyang Industrial Zone has a coverage area of 29.6sqkm and focuses on the development of technology and capital-intensive small and medium-size industries, specifically including machinery, electronic, refined chemical engineering, plastic, new-type construction material industries. The main enterprises include Faratronic, Changsu, Cheng Shin Logistics, Solex, etc. The zone has plots in a coverage area of 24.92 hectares for investment and a construction area of 531,000sqm.

III. Recent Key Investment Promotion Carriers
After 3 years of development and construction, the infrastructures of the New Town are improving continuously. Metro Line #2 will be open to traffic at the end of 2019 and it will be a good opportunity for the rapid development of industries in the Maluan Bay New Town. According to the development schedule of the New Town, 16 mature plots will be offered as the key plots of investment (see the layout plan below) which are classified per areas as follows:
Jimei Island (large-scale cultural and tourism projects and high-end hotel cluster projects are preferred), Southern Bank Area (large-scale commercial complex and headquarters economy projects are preferred), Northern Intelligent Science and Technology Industrial Belt (intelligent science and technology-related industries are preferred) and Western Area (big health and related industries are preferred).
