I. Overview
In early 2015, the CPC Xiamen Municipal Committee and Xiamen Municipal Government made a decision to promote "base + new town" development and construction program, i.e. planning and constructing one hi-tech industrial base in Tong'an and Xiang'an each and establishing a modern industrial innovation base that is driven by hi-tech industries, named Xiamen Tongxiang High-tech Industrial Base. In September of the same year, the municipal government set up a headquarters headed by the municipal leader in charge as the commander-in-chief and led by the Management Committee of Xiamen Torch Development Zone for High Technology Industries, with the participation of relevant municipal departments, to unify the implementation of the development and construction of the base. It was renamed Xiamen Tongxiang High-tech City at the end of December 2020.
Under the work plan of "great enhancement on the island and great development outside the island" in Xiamen, Tongxiang High-tech Industrial Base (Tongxiang High-tech City) functions as a new carrier for Xiamen to develop strategic emerging industries and a new space to undertake key provincial and municipal projects. Consisting of two areas of Tong’an and Xiang’an in a total planned land area of 46.8 square kilometers, including 13.5 square kilometers of industrial land (accounting for 29% of the park’s total), it is committed to building a high-tech industrial base featuring a clustering of high-tech industries and a full range of modern urban elements, which is suitable for living, working and traveling.
Covering a total land area of about 35 square kilometers, Tong’an Area spans Wuxian Town and Hongtang Town in Tong’an District, and Xinxu Town in Xiang'an District, bounded by Tongxin Road on the north, Tong'an East Road on the west, Maxin Road on the east and New National Highway 324 on the south.
Xiang'an Area is located at Neicuo Town and Maxiang Town in Xiang'an District, extending from Old National Highway 324 and Huangshan Road on the north to Haixiang Avenue on the south, and from Fangshan North 2nd Road and Shitou 1st Road on the west to Lianxi on the east. The total land area is about 11 square kilometers.
II. Comprehensive Facilities and Advantages of the Area
1. Convenient Transportation
Tongxiang High-Tech Industrial Base is planned with a comprehensive road network and rail transit lines, which will enable quick connections to major transportation hubs such as Xiamen North Railway Station, Gaoqi International Airport, the under-construction Xiang'an Airport, the Shenhai Expressway Xiang'an Exit, and Xiamen Port. This will create a multi-dimensional transportation network. Distances from the core area to various transportation hubs:
①Approximately 7 kilometers from the old town of Tong'an, with a direct 15-minute route to the ancient city.
②About 20 kilometers from Xiamen Island, with planned direct metro lines to the island.
③15 kilometers from Xiamen North Railway Station, 20 kilometers from Gaoqi International Airport, and 25 kilometers from Xiang'an New Airport, with a 30-minute direct route to airports and train stations.
④5 kilometers from the Shenhai Expressway Xiang'an Exit, providing a 10-minute direct connection to the expressway, offering significant logistics advantages.
2. Transportation System
A trunk road system of "five horizontals and five verticals" is planned to be formed in Tong’an Area. "Five horizontals": Tongxin Road, Longquan Road, Hongxin Road, Kangxun Road, and New National Highway 324. "Five verticals": Tong’an East Road, Chengdong Middle Road, Tongxiang Avenue, Guanshan Road, and Xinxi Avenue. The area is 23.9 kilometers away from Xiamen North Railway Station, 29.1 kilometers from Gaoqi International Airport, 29 kilometers from Xiang’an New Airport, 5.8 kilometers from Xiang’an Entrance & Exit of Shenyang-Haikou Expressway, and 33 kilometers from Xiamen Port.
A trunk road system of "five horizontals and three verticals" is planned to be formed in Xiang'an Area. "Five horizontals": the expressway Haixiang Avenue, the trunk road Fangshan East Road, Nei'an Avenue, Zhangcuo Road, and Fangshan East 2nd Road. "Three verticals": the expressway Xidong Road, the trunk road Meishang Road, and Lianyuan Road. The area is 21.3 kilometers away from Xiamen North Railway Station, 27.1 kilometers from Gaoqi International Airport, 17 kilometers from Xiang’an New Airport, 4 kilometers from Xiang’an Entrance & Exit of Shenyang-Haikou Expressway, and 30 kilometers from Xiamen Port.
III.Industrial positioning for investment promotion
1.Preferred Industries
As the new carrier of strategic emerging industries and the new space to accommodate key projects of Xiamen and Fujian, Tongxiang Hi-tech Industrial Base is planned at a high starting point and constructed according to high standards and the long-term development plan and positioning goal compiled by the CPC Xiamen Municipal Committee.Its industrial layout is scientifically designed with reference to the development trend of future hi-tech industries, the development needs of major national strategies and the geographic developmental advantages and industrial features of Xiamen.
The preferred industries of Tong'an include new-generation information technology, new material, new energy and high-end equipment manufacturing industry; the preferred industries of Xiang'an include IC, display, LED, microelectronics and other hi-tech industries. The focus is on attracting leading industries and "specialized, refined, and new" projects, following the development strategy of "major projects - industrial chain - industrial cluster." This strategy aims to promote the aggregation and extension of three high-end industries: flat panel display, semiconductors and integrated circuits, and new materials and new energy.
2.Efficient mechanism of "command center+state-owned enterprise"
Holding on the overall goal of “launching comprehensively in one year, expanding the framework in three years, and achieving initial success in five years”, Tongxiang High-tech City takes Tong'an and Xiang'an start-up areas as the core to conduct unified planning and construction of municipal supporting projects in advance, synchronized with promotion of industrial investment.
Xiamen Tongxiang High-tech City (hereinafter referred to as Tongxiang High-tech City) is a municipal-level industrial development platform that has the Municipal Land Development Headquarters as the general owner and the Torch Group and the Information Group as the contractors of the Tong'an Area and Xiang'an Area of the Base respectively. The two contractors are liable for land development formalities and construction of public roads and accessory facilities. After the requisitioning of industrial plots, the Torch Hi-tech Zone and various districts will work together for investment promotion, land transfer and construction.
3.Construction achievements
Tongxiang Hi-tech Industrial Base tries to attract large-scale and technology-intensive projects with high driving effects. With accelerated land requisitioning and infrastructure construction work, it is becoming increasingly attractive and many quality high-end projects have settled down here. Initiated in 2015, To date, the area has developed nearly 13 square kilometers (including nearly 9 square kilometers of industrial land) and has accumulated fixed asset investments of approximately 135 billion yuan. There are 104 industrial projects with investments exceeding 100 million yuan (14 completed, 35 under construction, and 55 in operation), including eight projects with investments exceeding 10 billion yuan (such as Xiamen Tianma, CALB, Ampace, CATL Xiamen, and Hithium Energy Storage), with a total planned investment of about 200 billion yuan. By 2025, the industrial base is expected to have a developed area of over 15 square kilometers, attract over 150 high-end manufacturing enterprises above the designated size, and achieve an output value exceeding 250 billion yuan for that year.
III.Supporting public services
1. Group Integration Layout
Tongxiang High-Tech Industrial Base is designed with a multifunctional group layout that integrates ecological networks, production chains, and living communities. These areas cater to the young workforce and residential groups in the high-tech city, emphasizing the creation of a modern, fashionable, and dynamic spatial image. These corridors blend natural ecology with regional landscape elements, connecting and organizing public service facilities. They highlight and preserve local cultural elements and characteristics, enhancing the regional identity.
(1) Comprehensive Service Group
This group focuses on commercial, financial, and scientific innovation offices, including shopping centers, apartments, recreational facilities, and technology exchange hubs. It also includes a public open service center integrating culture, sports, technology, and leisure.
(2) Advanced Manufacturing Group
This industrial group focuses on high-end manufacturing, encompassing a series of functions from production to result transformation.
(3) Industrial Support Group
Supporting advanced manufacturing, this group includes general supporting facilities, industrial incubation, and innovation services. It integrates innovative research and development, technical platforms, incubation centers, new energy product displays, and industrial testing services.
(4) Healthy Living Group
This group features high-quality residential communities characterized by proximity to mountains and greenery, and cultural attributes, promoting a healthy and cultural lifestyle.
(5) Ecological Leisure Group
Leveraging unique landscape resources such as hilly terrain and rural water systems, this group offers ecological leisure functions including mountain, pastoral, and greenfield activities.
2.Educational support
24 high-quality education projects (about 48,000 positions for study in total) will be built, including Xiamen No.6 Middle School Tong’an Campus, International Trade School,Xiamen Torch High-Tech Experimental School (a nine-year public school under the municipal government), Tong'an First Experimental Primary School (High-Tech Industrial Base Campus)、Xincuo Middle School, Butang Primary School, Neicuo Middle School, Shitou Middle School and Torch School Tongxiang Campus, in order to ensure school attendance of the children of employees and local residents in the park.Additionally, a 120-class Tongxiang Vocational and Technical School will be established within the industrial base to train industry talents and serve park enterprises.
3. Metro Facilities
The planning includes two metro lines, Line 5 and Line 7, running through Tongxiang High-Tech Industrial Base, with six stations: Wuxian, Hongtang, Xincuo, Longquan, Baishi, and Xinxia. Additionally, the coordination of the rail network aims to establish a multi-level, diversified public transportation supply system at the high-tech industrial base level, promoting a high-quality, efficient, extensive, and attractive regular bus system that serves as the foundation of public transportation.
By leveraging metro stations, the area will fully utilize underground space resources, enhance land resource efficiency, and create a three-dimensional urban space. As a future-oriented smart high-tech industrial base, there will be a strong focus on building green, intelligent municipal facilities and a digital city management service system, forming a digital city operation system with a digital city hub, regional smart ring, and regional data network.
4. Commercial and Living Service Facilities
The industrial base area will benefit from commercial facilities like Tong'an Baolong Plaza, Lehai City Plaza, and the old town of Tong'an. Cultural and leisure facilities include Fantawild Dream Land, Tong’an World Studios, Beichen Mountain Scenic Area, Guoshan Forest Park, and Su Song Park. The area will also feature a TOD complex, commercial complexes, hotels, and headquarters offices, forming an innovative gateway. There will be an innovative business center with spaces for R&D and shared social venues. Additional facilities include the Xiamen Planetarium, a cultural center, shopping center, comprehensive hospital, and sports center.
5. Talent Housing Facilities
The construction of indemnificatory talent housing projects such as Longqiu apartment (2,700 sets) and Longquan apartment (5,172 sets) in Tongxiang High-tech City will ensure the settlement of employees of enterprises in the park, promote the industry-city integration, and enhance the entrepreneurial environment.
Longqiu Apartments will provide a total of 2,700 units of affordable housing, including 1,860 single apartments (30㎡) in 3 buildings and 840 one-bedroom apartments (45㎡) in 4 buildings. Supporting facilities include 2,136.17 square meters of commercial space, a fresh food supermarket, a community service center, property management offices, and 1,380 parking spaces.
Located in the central part of Tongxiang High-Tech Industrial Base, east of the existing Chengdong Middle Road in Tong'an District, Longquan Apartments covers a total land area of 94,705.80 square meters and a total building area of 428,174.67 square meters. It will provide 5,172 units of affordable housing, a 12-class kindergarten, and commercial and related supporting facilities.
