Siming District is the central urban area of Xiamen City and the location of the municipal administrative center.
Siming District boasts a rich cultural and historical heritage. Landmarks include Gulangyu, Xiamen University, and Nanputuo Temple. "Kulangsu (Gulangyu), a Historic International Settlement" is inscribed on the World Heritage List; the folk ritual "Ong Chun/Wangchuan/Wangkang ceremony, rituals and related practices for maintaining the sustainable connection between man and the ocean" has been inscribed on UNESCO's Representative List of the Intangible Cultural Heritage of Humanity.
Siming District has a strong comprehensive strength. The four leading industries, including software and information, financial services, commercial services, and cultural tourism and creativity, are thriving.
Siming District exhibits significant reform vitality. It has passed the provincial re-evaluation of the core industry cluster in the digital economy and the provincial application for a data industry cluster with high scores. The national supply chain AI application pilot base has been approved for construction.
Siming District provides an excellent quality of life for its residents. With a GDP per capita exceeding 280,000 yuan, it has been nationally recognized as a "model district for universal and inclusive preschool education" and a "model district for high-quality and balanced compulsory education."
II. Industrial Orientation
Driven by the digital and smart economy and the headquarters economy, Siming District consolidates and enhances its four pillar industries, including software and information, financial services, commercial services, and cultural tourism and creativity, while nurturing emerging and future industries. It is accelerating the construction of a "2+4+N" modern industrial system with modern services as the backbone and advanced manufacturing as a complement, striving to build a prosperous and strong district with solid industries and balanced quality and efficiency.
(I) Software and Information
Siming District leads Xiamen's software and information sector. The district is accelerating development of the provincial-level digital economy industrial cluster (AI sector), rapidly aggregating three core elements, including computing power, algorithms, and data, while providing robust support in policies, talent, funding, space, and application scenarios to construct a comprehensive industrial ecosystem.
(II) Financial Services
Siming District ranks first among all districts in Xiamen in terms of financial institution density and financial industry development level. It has formed a diversified financial services system, dominated by banking, supplemented by securities, futures, insurance, trusts, and other financial support industries, characterized by comprehensive functions and stable operations.
(III) Commercial Services
Siming District possesses 28 shopping malls, with Zhongshan Road designated as a national "Demonstration Pedestrian Street" in the third batch of selections. Siming District has abundant exhibition resources and the optimal and fullest-furnished conference and exhibition infrastructures, making it one of the preferred cities for domestic and foreign brand enterprises to hold order fairs, distributors' conferences, and annual meetings.

Siming District has been recognized as Fujian's first batch of all-region eco-tourism demonstration zones. The district possesses national 5A-level tourist attractions (Gulangyu and Botanical Garden), a 4A-level tourist attraction (Huli Hill Fortress), and a 3A-level tourist attraction (Olympic Museum).

(I) Key Areas for Investment
Two Belts:
The Trade and Commerce Economic Belt, running along the Xiahe Road-Lianqian East-West Road axis, connects the three major business districts of Zhongshan Road, Railway Station, and Exhibition North Area, and features business buildings and other platforms along the route. It aims to build a distinctive industrial corridor integrating the building economy with modern services.
The Coastal Cultural and Tourism Creativity Belt, taking the Island Ring Boulevard as a spatial axis, links coastal cultural tourism and creativity nodes such as Zengcuoan, Huangcuo, and Guanyin Mountain into a chain, aiming to build a distinctive industrial corridor that deeply integrates commerce, tourism, culture, and sports.
Four Poles:
The International Vitality Zone with the Guanyinshan International Business Operation Center, Software Park Phase II, Kaiyuan Innovation Community, Exhibition North Area, and International Business District as core areas, aims to create a highland for the cluster development of software and information industries, as well as a concentration of headquarters enterprises and service institutions like finance.
LU JIANG HUI KE TING, with both sides of the Lujiang Avenue as the core area, aims to create a core engine for modern high-end business services.
Yundang Innovation Port, with the North Hubin Road as the core area, aims to create a highland for AI industry innovation and application.
XMU Intelligent Valley, centered around the Software Park Phase I, and synergizing with the ecological spaces of Huangcuo Area, aims to build an innovation hub that deeply integrates industry, academia, and research.
Other Investment Zones:
1. Xiamen International Business Core Area A1 Plot Project
The project integrates resources along the surrounding coastline, including business, tourism, cultural creativity, and exhibition facilities, attracts high-caliber headquarters enterprises, and serves as a headquarters business hub with industrial dynamism.
2. Guanyinshan International Business Operation Center
Located in the core area of the Cross-Strait Regional Financial Center, it is divided into four functional zones: a business operation zone, a supporting residential zone, a mountain park zone, and a coastal tourism and leisure zone.
3. Shapowei Area
Shapowei Area is planning to develop three functional zones, including fishing port cultural experience zone, coastal art plaza, and international youth community.
4. Dongping Mountain Area
It is a rare urban-central forest resort in China, themed around Ecological Dongping, Cultural Dongping, and Study Dongping, aiming to create an urban ecological park.

The land plots are mainly concentrated in the North Hubin Road Super Headquarters Base, Xiamen International Business Core Area, Kaiyuan Innovation Community, the Huangcuo Area, and around Hubian Reservoir.

Siming District has completed 193 commercial buildings and a total office area exceeding 6.1 million square meters.
