Xiang'an New Town

I. Overview:

Located in Xiamen’s development axis around the bay in a total planned coverage area of 66.37 sq.km, Xiang’an New Town constitutes an important part of the Eastern Bay Area in the urban spatial structure of “one island, two bays and multiple clusters”. 

The total planned residential population is 1.05 million. The area is divided into two main sections: the northern group (covering 28.67 square kilometers) and the southern group (covering 37.70 square kilometers). The southern group includes Fengxiang New City, Jinhai Area, Caicuo Area, and the Marine High-Tech Industrial Park. In the future, Xiang'an Industrial Base will focus on building a high-quality modern coastal area that fosters deep integration between the two sides of the Taiwan Strait. It aims to expand the frontier areas for cross-strait exchange and cooperation, develop major city-level functional zones, serve as a TOD-led model for cross-island development, and create a livable and business-friendly "People's City." Xiang'an Industrial Base will fully leverage its pivotal role and demonstrate its impact in the significant "cross-island development" strategy of eastern Xiamen.


II. Development Advantages

(I) Superior Geographical Location and Prominent Regional Advantages

The industrial base boasts a significant locational advantage, making it the largest and most dynamic area for future urban development in Xiamen. To the west, it connects to Xiamen Island, serving as the "bridgehead" for the cross-island development of eastern Xiamen. To the east, it borders the Quanzhou Nanyi National High-tech Zone, positioning itself as the central area for coordinated development between Xiamen and Quanzhou. Southeast across the sea, it overlooks Kinmen, positioning itself as the gateway area for Fujian's exploration of cross-strait integration.

(II) Robust Transportation Infrastructure and Bright Development Prospects

The area has established a comprehensive road network, with key projects like the Xiang'an Bridge, Binhai East Avenue, Dongjie Road, Hongjiang Avenue (Binhai Park Avenue), and Yangfan Road already completed and operational. These projects, along with the Xiang'an Bridge Binhai East Interchange, Liuwudian Interchange, and Xibin Interchange, ensure seamless "fast in and fast out" internal and external transportation. The Xiang'an Tunnel, Xiang'an Bridge, and Metro Line 3 provide rapid connectivity with Xiamen Island. The area leverages the high density of the rail network to foster comprehensive development around rail stations, enhancing the guiding role of rail transit and promoting coordinated development between the rail system and the city. This establishes a model for TOD (Transit-Oriented Development).

(III) Excellent "Mountain-Sea-City" Space with High-Quality Ecological Foundation

The industrial base allocates 30% of its area to ecological land. Out of the ten mountain-sea corridors planned across the area, three (Dongkeng Bay Ecological Corridor, Xiyan Mountain Ecological Corridor, and Jiuxi Ecological Corridor) are within the  area. Additionally, the region boasts coastal natural resources, including bays, streams, ports, and wetlands. The harmonious integration of mountains, sea, and urban spaces, along with abundant coastal natural resources, provides the industrial base with a landscape that reveals mountains and overlooks the sea, surrounded by greenery and benefiting the public. This ensures a livable and moderate residential space and a pristine ecological environment.


III. Core Area Investment Promotion

(I) Fengxiang Industrial Base Area

With a planned area of nearly 1,000 acres, a total development area of 620 hectares, and a total investment scale of 130 billion yuan, the Fengxiang Industrial Base area leverages two major development engines: the Olympic Sports Center and the National Exhibition Center. The focus is on developing international, high-end, and market-oriented industries in sports culture, convention and exhibition tourism, aiming to create a benchmark industrial base that integrates sports events, tourism, conventions, business offices, cultural entertainment, interactive experiences, and high-end apartments. Both centers have been completed and put into use. Since March 2023, the area has successfully hosted major events and exhibitions such as the CBA All-Star Weekend, IAAF Diamond League, Asian Qualifiers for the Paris Olympic Women's Football, and the National Pharmaceutical Machinery Expo. These events have been highly recognized and praised by all sectors of society, marking a significant enhancement in Xiamen's capacity to host international-level events and large-scale exhibitions.

The central axis area of the area, located southwest of Binhai East Avenue, between the two centers, primarily serves as a commercial service and headquarters office area. There are 14 plots available for investment, covering 28.9 hectares, with a building area of 155.6 hectares. Efforts are actively being made to attract leading enterprises with strong capabilities and industrial resources to deeply develop the area, coordinating headquarters offices, commercial spaces, and mixed-use land resources. The aim is to plan large-scale development schemes and establish a model for TOD development.


(II) Jinhai Area

Covering a planned area of 15.31 square kilometers, the Jinhai area focuses on developing the Xiang'an city center and a livable and business-friendly "People's City" around the Dongshan public construction cluster and the southern port area. This area aims to accelerate the industrial transformation and urban quality enhancement of the industrial base.

The Dongshan area is located in the core zone of southern Xiang'an Industrial Base, bounded by Hongzhong Avenue to the west, Puhou Road to the east, Xiang'an South Road to the north, and the estuary to the south. The total development area is approximately 175 hectares, of which 112 hectares are water areas. Through multiple approaches, including high-quality residential development, ecological environment enhancement, smart city operations, and comprehensive public facilities, the area aims to create a model district that exemplifies industry-city integration, commercial prosperity, and livability. This will support Xiang'an in becoming a city-level functional core area with strong influence, promoting the formation of an integrated living circle with Kinmen.


(III) Marine High-Tech Zone

The Xiamen Marine High-Tech Industrial Park is currently the only provincial-level marine high-tech zone in the province. Located in the southern part of Xiang'an District, the park's planned boundaries are Port Bay Park to the east, the sea to the south, Xiang'an Avenue to the west, and Hongxiang South Road to the north. The total planned area of the park is approximately 10.27 square kilometers. The primary land uses are industrial, educational and scientific research, residential, and commercial services. The area's functional positioning focuses on the secondary industry, supported by the tertiary industry, to create a marine high-tech industry demonstration zone characterized by city-sea interaction, industry-city integration, and innovative intelligence exchange. The park is divided into four clusters: the Marine High-Tech Industry Cluster, the Modern Fisheries and Leisure Tourism Cluster, the Modern Shipping Logistics Cluster, and the Supporting Services Cluster.
