II. Planning Layout
Overall Plan: One Core, Two Corridors, Two Bays, Four Islands, One Gateway, Multiple Nodes
One Core
The Central Island is planned to function as the regional financial center, commercial hub, and headquarters base, with the aim of establishing a landmark architectural cluster in the heart of Maluan Bay.
Two Corridors
The North-South Visual Corridor and the East-West Wealth & Culture Corridor are designed to establish a dynamic interplay among the mountains, sea, and urban landscape. Together with other green wedges and corridors, they work to safeguard the area's important sightlines.
Two Bays
The Outer Bay, with its seawater, is envisioned as a grand and vibrant urban "living room." The Inner Bay, featuring freshwater, offers a health-oriented, leisurely, and romantic waterfront experience.
Four Islands
The Central Island is set to become the central business core of the area. Jimei Island is positioned as a coastal tourism theme park. The south island is planned as a Life & Health Island, serving as a pioneering demonstration zone for the new town. Dingmei Island focuses on revitalizing historical buildings and developing a Southern Fujian-style cultural district.
One Gateway
The northern Xingbin and southern Xiayang areas in the Outer Bay will be developed into landmark architectural nodes, shaping an international bay area gateway.
Multiple Nodes
Key nodes include the Northern Intelligent Sci-Tech Industrial Cluster, Eastern Xingbin AI Headquarters (A6, A7), Western Metro Communities, and integrated rail transit station developments.
