I. Overview
Xiang'an District is at the heart of the Southern Fujian "Golden Triangle." It is the closest point on the mainland to Kinmen, offering extensive reach and a strong gravitational pull. Xiang'an District is geographically distinct and is fully constructing a comprehensive sea-land-air transport network. The Second Eastern Passageway, Xiamen Xiang'an International Airport, Xiang'an Tunnel, National Highway 324, Shenyang-Haikou Expressway, and Fuzhou-Xiamen High-Speed Railway form an efficient external transport framework.
II. Industrial Development and System
Xiang'an District implements industrial foundation and strengthening strategies through a "4+5+2" modern industrial system. The district consolidates and upgrades four pillar industries, accelerates the development of five emerging industries, and plans the layout of two future industries.
(I) Four Pillar Industries
1. Flat Panel Display
The district focuses on developing new-type smartphones, tablets, vehicle-mounted smart devices, artificial intelligence and other terminal products, as well as Beidou navigation application terminals, to serve as a nationally leading and globally first-class new-type flat-panel display industrial base.
2. Semiconductors and Integrated Circuits
Efforts emphasize technological breakthroughs in key materials, core equipment, and components. The district supports full-process EDA design tool development to advance IC design, manufacturing capabilities, and scale into China's top tier.
3. High-End Equipment Industry
The district focuses on developing electric power and electrical equipment, aviation maintenance, and equipment manufacturing. The industry consolidates advantages in high-voltage and ultra-high-voltage DC transmission and distribution products, and leverages Xiang'an International Airport for aviation maintenance and aeronautical equipment production.
4. New Energy and New Materials
The district actively deploys next-generation high-energy-density battery technologies, accelerates energy storage product layouts, scales up renewable clean energy, and vigorously develops specialty metals and functional materials, optoelectronic information materials, new polymer and composite materials, advanced carbon materials, etc.
(II) Five Emerging Industries
1. Biopharmaceutical Industry
The district is accelerating the construction of Xiang'an Biomedicine Lab, and Future Industrial Science and Technology Park Phase I, creating a biopharmaceutical enterprise cluster through an "incubation + R&D conversion + small-scale production" model.
2. Aviation & Aerotropolis Industry
The district builds a full industrial chain ecosystem spanning "maintenance and manufacturing, aerospace development, aviation services and air logistics distribution," establishing three dominant sectors, including core airport industries, aerotropolis high-tech industries, and modern aviation services.
3. Marine High-Tech Industry
The district focuses on developing a "6+2" industrial system, which includes marine biomedicine and products, high-end marine equipment and new materials, marine information and digital industries, fishing port economy and marine seedling industry, marine cultural creativity and high-end coastal tourism, and blue carbon and comprehensive seawater utilization, taking marine R&D as the innovation carrier and marine headquarters economy as the support pillar.
4. Commerce and Logistics Industry
By leveraging the multidimensional hub advantages of "aviation, port, rail, and road," this industry develops multimodal transport, strengthens logistics radiation capabilities to Taiwan and Southeast Asia, and builds a modern commercial trade and logistics system.
5. Cultural Tourism Industry
The industry drives deep integration of culture, tourism, and sports. In the film and television field, it attracts production companies and supports micro-short drama creation; in the sports field, it constructs a "water sports circle" and creates event IPs; in the tourism field, it advances multi-industry integration of "tourism+."
(III) Two Future Industries
1. Artificial Intelligence (AI)
The district emphasizes the development of intelligent robots, intelligent automotive electronics, and industrial intelligent terminals. Combining airport construction, it creates demonstration scenarios for embodied intelligence applications in logistics, security, service and other fields.
2. Hydrogen Energy
The district focuses on hydrogen production equipment and core components, makes breakthroughs in alkaline and PEM electrolyzers, core electrode materials, etc., and accelerates PEM hydrogen production technology R&D and industrialization. It plans for future-oriented areas, including quantum computing, brain science, cell industries, and nanomaterials.
III. Industrial Platforms
1. Xiamen Airport Economic Zone
This zone covers 98.6 square kilometers, positioned as "three zones, one gateway" (a comprehensive reform pilot zone, Xiamen bay sci-tech innovation hub, a cross-strait integration pioneer area, and a gateway to a key-link city in the new development landscape). It constructs a "3+2+3" industrial system.
2. Xiamen Xiang’an International Airport Core Area
This area prioritizes aviation transport, aviation maintenance, aviation manufacturing, and aerotropolis technology. Established projects include Taikoo Xiang'an Airport MRO Base, Xiamen Airlines Xiang'an Production Base, and Shandong Airlines Xiang'an Production Base.
3. Tongxiang High-Tech Town (Xiang’an Area)
The Tongxiang High-Tech Town aims to build a nationally leading, provincially benchmarked modern sci-tech industry hub. Xiang’an Area is progressively forming an industrial system dominated by key chains, including flat-panel displays, semiconductors, integrated circuits, and new energy and new materials.
4. Xiang’an Digital Economy Industrial Park
The park prioritizes healthcare, big data, innovative drugs, novel medical devices, AI industries, etc. Centered on the "Healthy Xiang'an Smart Valley," a core cluster for healthcare and big data, it establishes a comprehensive health big data industrial ecosystem.
5. Xiang'an Feichuang Hub
The hub coordinates innovation resources across "projects, bases, investments and talents," links capital with projects, and drives project implementation and growth.
