Established on October 19, 2003, the administrative division area of Xiang'an District is 415.57 square kilometers (the sea area of 69.87 sqkm), with seven streets and two towns under its jurisdiction. Xiang'an District encompasses 128 villages and communities.Known for its superior living environment, excellent business climate, prioritized talent support, and favorable development conditions, Xiang'an is emerging as a modern, eco-friendly coastal area with high starting points and standards in planning and construction.

I. Distinct Geographic Advantages
Situated in the eastern part of Xiamen, Xiang'an is at the heart of the Minnan "Golden Triangle," connecting eastward to Quanzhou and westward to Tong'an, with views towards Kinmen to the south. It is the closest point on the mainland to Kinmen, offering extensive reach and strong gravitational pull. Xiang'an boasts an 87-kilometer coastline, accounting for 37% of Xiamen's total, and an ecological control area of 202 square kilometers, which makes up nearly 50% of the district's land area and nearly 20% of the entire city.
Relying on its unique location, Xiang'an District has built up a convenient three-dimensional transportation pattern by sea, land and air, comprising the Second Eastern Passageway, Xiamen Xiang'an International Airport(In operation by 2026), Xiang'an Tunnel, National Highway 324, Shenyang-Haikou Expressway, and Fuzhou-xiamen High-speed Railway, which constitutes a convenient traffic network outwards. In particular, the successful opening of the Xiang'an Tunnel in 2010 enables access to major transportation hubs such as Xiamen Airport, Dongdu Port and Railway Station within 30 minutes.The Xiang'an Bridge opened in 2023, providing a five-minute cross-island route.

he Xiang'an Airport, envisioned as a hub that "radiates towards Taiwan, connects nationally, links the Maritime Silk Road, and faces the world," will be operational by 2026. Xiang'an is actively pioneering in creating an international aviation hub and deepening cross-strait integration, supporting Xiamen in becoming a key city in the new development landscape.

Upon full completion, the airport will feature four high-capacity runways and three terminal buildings, targeting an ultimate annual passenger throughput of 85 million. Phase I will complete two runways (north and south) and Terminal 1, with estimated annual capacity for 45 million passengers and 750,000 tons of cargo.

Xiang’an District pursues an "industry-driven development" strategy, leveraging the "anchor enterprise leadership + industrial park clustering + policy empowerment" model to elevate sectors like flat-panel displays and semiconductors toward higher global value chains. As its modern coastal new town achieves deeper urban-people-industry integration, Xiang’an will unleash sustained high-quality growth momentum, charting a new chapter in Chinese-style modernization.

In 2024, Xiang’an District achieved a regional GDP of 94.856 billion yuan, up 7.7% year-on-year; industrial output value above designated size reached 186.006 billion yuan, up 10.3%; fixed-asset investment amounted to 68.368 billion yuan, up 3.0%; total retail sales of consumer goods registered 14.571 billion yuan, up 2.2%; wholesale and retail sales totaled 350.506 billion yuan, up 8.4%; per capita disposable income of all residents stood at 46,678 yuan, up 4.8%.

Xiang'an District accelerates the construction of a "4+3+3" modern industrial system: consolidating four dominant industries (flat-panel display, semiconductors & integrated circuits, new energy & materials, machinery equipment manufacturing); rapidly developing three distinctive sectors (biopharmaceuticals, aviation/aerotropolis, marine high-tech); and strategically planning three emerging industries (tourism/exhibitions, cultural/sports innovation, digital industries). Implementing an advanced manufacturing doubling plan, it advances new industrialization with Xiang'an characteristics, ranking among "China's Top 100 Industrial Districts" for four consecutive years. New quality productive forces accelerate their formation, having established key industrial clusters in optoelectronics, ICs, flat-panel displays, semiconductor lighting, machinery, and food processing—supported by robust industrial foundations and diverse platforms.
(I)Xiang’an Southern Area

Spanning 98.6 square kilometers in southern Xiang'an, the area extends north to Xiang'an South Road (including XMU Xiang'an Campus), west to Xiang'an Bridge's eastern terminus, south to Liuwudian Port, and east to Xiang'an Airport. Adhering to the vision of “rooted in Xiamen-Kinmen, regionally synergistic, serving both sides of the strait, connecting globally," it leverages functions as a comprehensive reform pilot zone, Xiamen bay sci-tech innovation hub, cross-strait integration pioneer area, and gateway city for new development patterns." The area pioneers a green, low-carbon, smart, and shared coastal urban model, prioritizing aviation/aerotropolis, green energy materials, life health, next-gen IT, and marine economy, complemented by modern services in commercial trade, cultural creativity, and technology services.
Xiang'an Southern Area Emerging Science and Technology Innovation Industrial Park
The park focuses on industries including technology services, financial services, cultural creativity, headquarters economy, and coastal commerce. It features integrated R&D offices, hotels, residences, apartments, commercial, cultural facilities, etc.
Xiang'an Southern Area Future Industrial Science and Technology Park Phase I
This park attracts life-health, intelligent biomanufacturing, new energy, new materials, and supporting upstream/downstream industries. It develops enterprise incubators, pilot R&D facilities, technical service offices, corporate headquarters, commercial amenities, and apartments.
Future Industry Innovation Base

This base concentrates semiconductors, new materials, smart energy storage, and scientific platforms. It creates an industry-academia-research integration model combining R&D, pilot testing, pilot production, and production services.
Aviation Industrial Park
The industrial orientation encompasses transportation equipment repair for aerospace, railways, and vessels; aerospace equipment manufacturing; as well as green energy new materials and high-end equipment industries. The park serves as a key carrier for establishing a "global one-stop aviation maintenance base."
Marine High-Tech Industrial Park

This park focuses on building a "6+2" industrial system: six leading sectors—marine biomedicine/products, high-end marine equipment/new materials, marine information/digital industries, fishing port economy/marine seedling cultivation, marine cultural creativity/premium coastal tourism, and blue carbon/seawater comprehensive utilization—supported by two pillars: marine R&D innovation platforms and marine headquarters economy. It aims to form a highly demonstrative marine economy model zone.
Fengxiang New Town

Located on the southern coast of Xiang’an District and facing Wuyuan Bay across the sea, Fengxiang New Town constitutes the eastern bridgehead for Xiamen’s cross-island development. The area boasts prominent locational advantages, bay-sea natural landscapes, efficient transportation, and rich ecological resources. Targeting enhanced internationalization, premiumization, and marketization of Xiamen’s convention and sports industries, it leverages the Xiamen Olympic Sports Center and Xiamen International Expo Center as dual engines to create a coastal urban hub integrating sports events, tourism exhibitions, business offices, cultural entertainment, interactive experiences, and premium residences—setting a benchmark for industry-city-people integration.
(II)Tongxiang High-Tech New Town (Xiang'an Area)

Xiamen's Tongxiang High-Tech New Town spans 49.5 square kilometers, with the Xiang’an sector covering approximately 18.84 square kilometers—comprising Xiang'an Area (12.6 square kilometers) and Dongliao Area (6.24 square kilometers). It is progressively forming an industrial system dominated by key chains including flat-panel displays, semiconductors/integrated circuits, and new energy/new materials.
Tongxiang High-Tech New Town (Xiang’an Area)
Spanning 12.6 square kilometers (including Shitou sub-area's 10.68 square kilometers), this area prioritizes high-tech industries such as display panels, LED semiconductor packaging/testing, and integrated circuits/microelectronics. Key provincial/municipal projects like Tianma's Gen 6 and Gen 8.6 production lines have been introduced. The Neicuo sub-area (1.91 square kilometers) hosts CALB.
Tongxiang High-Tech New Town (Dongliao Area)

Covering approximately 6.24 square kilometers, this area focuses on high-tech industries including next-gen IT, new materials, new energy, energy conservation/environmental protection, and high-end equipment manufacturing.
(III)Xiang’an Digital Economy Industrial Park
Located in Xiang'an's core area, Xiang'an Digital Economy Industrial Park commands key transportation hubs including Xiang'an Avenue and Xiang'an Tunnel. The park features a bus depot operating five routes connecting surrounding areas and the main island. Operational since September 2018, it occupies 189,000 square meters of land with a planned construction area of 566,200 square meters. Phase I and II developments totaling 311,100 square meters are completed, with supporting facilities including C&D Hotel, Vanke Inboyu, smart restaurants, specialty commercial streets, iDong sports ground, and iPark intelligent service zone.

The park prioritizes healthcare, big data, innovative drugs, novel medical devices, and AI industries. Centered on the "Healthy Xiang'an Smart Valley"—a core cluster for healthcare and big data—it establishes a comprehensive health big data industrial ecosystem, serving as a vital incubation platform for health industry development.
