I. Overview of Tong'an
Tong'an is also called the "Silver City". It became a county in the third year (282 A.D.) of the Taikang Period of the Western Jin Dynasty and has a history of over 1,700 years. It is located on the southeastern coast of Fujian and north of Xiamen, at the center of the Minnan "Golden Triangle" and opposite to Taiwan across the ocean. As the largest administrative district of Xiamen, it has a coverage area of 669 sqkm and a permanent population of 806,000.
(I) Geographic Advantages
Tong'an District is located at the southeastern coast of Fujian Province, in the middle front of Minnan "Golden Triangle" of Xiamen, Zhangzhou and Quanzhou and in the north of Xiamen. It borders Anxi and Nan'an on the north, Jimei on the south, Changtai on the west and Xiang'an on the east.
(II) Economic Capacity
In 2021, Tong'an District recorded a year-on-year rise of 6.8% to 64.036 billion yuan in GDP; 11.209 billion yuan in total fiscal revenue; 4.7% up in the added value of industrial enterprises above designated size; 39.484 billion yuan in total retail sales of consumer goods; 13.1% up in investment in fixed assets; and 20.8% up to 348 million US dollars in paid-in foreign investment, ranking second among all districts of the city.
(III) Transportation Network
As an extension of Xiamen airport, seaport and railway infrastructures, Tong'an has established a fast transportation system linking to the "two circular and eight radiating passages" of the fast transit system of Xiamen. It has formed a Xiamen half-hour living circle, a one-hour urban integration circle of Xiamen, Zhangzhou and Quanzhou and a four-hour commercial circle of South China.
- National Highway 324, Provincial Highway 205 and Fuzhou-Xiamen-Zhangzhou Highway run across Tong'an.
- Tongji Road, Jimei Bridge, Xinglin Bridge, Haixiang Avenue, urban BRT system and the planned Metro Lines #4, 6 and 9 provide access to all parts of Xiamen.
(IV) Environmental Advantages
1. Educational Resources
Tong'an has a profound cultural background, including Tong'an Confucian Temple, the emblem of cultural and educational prosperity; and Zhu Xi Academy, the Zhu Xi cultural landmark indicating the origin of Min study. There are also 139 kindergartens, 78 primary schools and 20 general middle schools. Among them, there are three demonstration primary schools of Fujian Province, including Tong'an No. 1 Experimental Primary School, and three provincial Class 1 standard secondary schools, including Tong'an No. 1 High School of Fujian.
2. Medical Resources
Tong'an has 370 medical and health facilities of various types and levels, including 6 hospitals, 2 community health service centers and 1 disease prevention and control center. The East Coast Hospital, a Grade A tertiary comprehensive hospital, is planned with 1,500 beds, 1,000 of which in Phase I have been basically completed. The city's largest municipal sports training center, Meifeng Sports Park and Guanxunxi Sports Park have been built and put into use. There are two high-quality and high-end pension projects that have settled in this district, of which Taikang Community Medical and Health Care Complex has been completed and commissioned, and Pacific Care Home is expected to be completed and put into operation by the end of 2022.
3. Tourism and Culture
With a history of 1,000 years, Tong'an is honored as the "backyard of Xiamen" for its rich mountain, spring, forest and ocean resources and profound cultural background. Tong'an has a warm climate. It faces the ocean and is located at the foot of mountains with an evergreen environment throughout the year and a forest coverage of 54%, ranking the highest in Xiamen. It has outstanding tourism resources, including natural landscapes, religious venues, hot-spring hotels and demonstration zones of village tourism, and attracts over 10 million tourists each year. It has received many honorary titles in recent years, including "National Ecological Zone" and "Most Beautiful Leisure Site in China".
Thanks to its unique resource advantages, Tong'an has witnessed significant development of its tourism industry. Today, Tong'an is actively integrating itself into the Great Xiamen Tourism Circle and fully improving its diversified tourism product system that covers ecological leisure, fitness, recuperation, cultural experience and other core subjects with an aim to become a green leisure base of pan Minnan culture, a core constituent of the Great Xiamen Tourism Circle and a sub-center of the tourism industry of Great Xiamen.

II. Industry Orientation
(I) Industrial pattern of "one axis, three belts and multiple clusters"
A new industrial development pattern of "one axis, three belts and multiple clusters" will be built to form a "one map" of industrial development in the whole district.
"One axis"-Tong'an Mountain and Sea Ecological Development Axis: It is the most important ecological corridor among the top 10 mountain and sea corridors in Xiamen.
"Three belts"-Technological Innovation Development Belt: It links the "three valleys (wisdom valley, cloud valley and innovation valley)" and connects Tongxiang High-tech City (Tong'an Area) and East Coast Area Tong'an New Town, where priority is given to the cultivation of corporate headquarters, emerging enterprises and R&D institutions in order to build innovation and entrepreneurship service base; Intelligent Manufacturing Industry Agglomeration Belt: It connects Tong'an Industrial Concentration Area and East Coast Area Tong'an New Town to promote the intelligent transformation of traditional industries and thus build a new highland for industrial agglomeration; Industry-City Integration Promotion Belt: It connects Tongxiang High-tech City (Tong'an Area), Tong'an Old Town, Tong’an Industrial Concentration Area and Fengnan Area horizontally along National Highway G324 to realize industry-city integration.
"Multiple clusters"-The multi-industry clusters formed by relying on one axis and three belts have attracted technological innovation enterprises to settle to nurture an intelligent manufacturing and innovation technology city and drive the transformation and upgrading of traditional industries.

1. Strengthen and expand the pillar industries
Next-generation information technology. Tong'an is making efforts to quicken the steps in electronic information hardware industries such as semiconductors and integrated circuits, smart terminals and new displays, boost the development of software and information service industries such as information and network security, big data and cloud computing, software R&D applications and IoT, and support the development of mobile communications industry centered on 5G commercialization. An ecosystem integrating "software + hardware + application + service" will be cultivated with improved supporting facilities for upstream and downstream industry chains by guiding the role of leading enterprises, so as to build the next-generation information technology industry cluster featuring high-end technology, wide application, regional synergy and continuous iteration.
Intelligent manufacturing of high-end home furnishing. Intelligent and high-end development is facilitated in the home furnishing industries such as plumbing, kitchen and bathroom, fitness equipment and modern lighting, with supported application of smart sensing, IoT and other technologies. Enterprises are encouraged to consider the "product + service" model of smart home for customized application scenarios and develop products such as smart security, smart furniture, smart lighting and smart sanitary ware. An integrated industrial ecosystem of intelligent equipment manufacturing + Internet service platform will be built.
Modern circulation. By innovating the development and service models of logistics industry, Tong'an prioritizes various logistics business formats such as e-commerce express, integrated manufacturing logistics, cold chain, urban distribution and supply chain management, strengthens the coordinated development of the logistics industry with manufacturing, modern order-based agriculture and commerce and trade, and promotes the introduction of logistics complex projects. With support for new retail and integration of traditional business enterprises offline and online, Tong'an encourages enterprises to engage in e-commerce applications and new business formats such as cross-border e-commerce and live e-commerce.
Food and urban modern agriculture. Progress is now made to build green production demonstration bases such as ecological tea gardens and orchards, with priority given to the development of characteristic and dominant agriculture such as vegetables, fruits and tea, seedlings and flowers. Tong'an promotes digital and smart agriculture, and supports technological upgrading and transformation of agricultural enterprises, in order to foster an industrial cluster for intensive processing of agricultural products, covering fruit and vegetable processing, livestock and poultry products, aquatic processing, beverage manufacturing, feed processing and tea processing.
2. Foster and develop strategic emerging industries
Biomedicine and health. By prioritizing such industries as biomedicine, high-end medical devices, health equipment and health management services, Tong'an contributes substantively to the R&D and production of innovative drugs such as biological drugs, chemical drugs, traditional Chinese medicine and natural drugs, and hastens the development of biological manufacturing, biological breeding and high-value functional food. It also expands the emerging marine biological industry and other marine economy, supports the implementation and transformation of cutting-edge biomedical technologies, and advances the layout of industrial projects such as in vitro diagnostic devices and reagents, high-value implantation/intervention products, high-end medical equipment, and health remote management services. With quickened pace in the integrated development of health and tourism, medical care, elderly care and spa healthcare, Tong’an District is moving toward new-style, professional and large-scale blossom in life and health field.
New materials and new energy. Tong'an gives priority to the development of new materials industries such as new display materials, alloy materials, third-generation semiconductor materials, graphene, carbon fiber composites, etc., speeds up the transformation of achievements in the field of advanced materials, and drives the demonstration and application of new materials in downstream industries. It also gathers momentum in new energy industries such as lithium batteries, rechargeable energy storage devices, biomass energy, and pumped storage power stations.
High-end machinery manufacturing. Oriented to innovation on deep integration of high-end manufacturing technology and next-generation information technology, Tong'an expedites development of high-end machinery manufacturing industries such as robots, drones, high-end equipment and intelligent equipment, and pushes traditional machinery manufacturing towards integrated innovation and high-end transformation. With deepened collaboration between upstream and downstream enterprises in the industry chain and enhanced industrial relevance and agglomeration, Tong'an keeps scaling up the intelligent manufacturing industry to build a high-end manufacturing base.
New cultural tourism. Tong'an gives impetus to the cultural tourism industry through digital transformation, intelligent upgrading and integrated innovation to breed new online, intelligent and experiential business formats and models. It expands the value chain of smart and interconnected cultural tourism, cultivates the service chain of cultural tourism circulation platform, and builds a cross-border integration industry chain of cultural tourism. It will be built into a recreational and cultural tourism area by upgrading historic features of the old town aged millennium and spotlighting Confucianism culture of Tong’an Ancient City; an ecological tourism agglomeration area by developing ecological tourism in the northern mountainous countryside as per local conditions and launching new business formats such as study tourism, medical and health examination; as well as a national demonstration area of all-for-one tourism by linking scenic spots and routes and boosting integrated development of culture, tourism, sports and business. Tong’an gives a big push to growth of such industries as animation, cultural creativity, online performing arts, film & television and electronic music by integrating "digital+", "film+" and "experience+"
3. Accelerate clustering of new economy industries
New economy industry. Tong'an expands introduction of new economy enterprises in financial technology, blockchain, artificial intelligence, big data, etc. to fuel the boom of new business formats and models such as digital economy, platform economy, experience economy, sharing economy, smart economy, financial technology, and "headquarters + base". In addition to strengthening support and guidance, Tong’an implements inclusive and prudent supervision of new economy and releases a list of new economic scenarios for enterprises to build application scenarios on that basis. It also establishes a new economy industry guidance fund and builds an industrial financial cooperation platform to expand investment and financing channels for enterprises; paces up the building of industrial platforms such as the Industrial Internet, as well as public service platforms for common technology and intellectual property, etc. to scale up and strengthen the new economy.

III. Investment Elements
(I) Human Resources
It has 6 municipal medium-level vocational schools, including Xiamen Tong'an Vocational Technology School, Medium Vocational Department of Xiamen Medical College, Xiamen School for Cultural and Educational Professions, Xiamen Tong'an Vocational and Technical Educational Center, Xiamen Tong'an School for Special Education and Xiamen Sports School, with 5,826 students in total. These schools provide multi-level labor forces for different industries.
(II) Land Costs
The base price of an industrial plot is 400 Yuan per sqm and industrial workshop rental is 15-30 Yuan per sqm per month.
(III) Housing Assurance
Establish a layered and all-around housing assurance system; emphasize the construction quality and accessory facilities of indemnification housing projects; and develop indemnification housing communities according to the concept of "good location, perfect infrastructure, large scale, high quality and full functionality".
