I.Overview of Tong'an

Tong'an, acclaimed as the "Land of Coastal Confucianism and Cultural Relics," is strategically located at the center of the Minnan Golden Triangle, which includes Xiamen, Zhangzhou, and Quanzhou. With its extensive transportation network, it offers half-hour access to the entire Minnan economic zone. This positioning makes Tong'an a crucial area and driving force for Xiamen's cross-island development.As the largest administrative district of Xiamen, it has a coverage area of 678 sqkm and a permanent population of 910,000.

(II)Multi-Dimensional Transportation Network for Green and Convenient Mobility

Tong'an District will construct a multi-level, diversified public transit system while planning and developing comprehensive road networks and rail transit lines.

Two Major Airports: Gaoqi Airport and Xiang’an Airport (under construction);

Two High-Speed Rail Stations: Xiamen Railway Station and Xiamenbei Railway Station;

Two Metro Lines: Metro Line 4 (near completion) and Metro Line 6 (under construction), traversing the city;

Three Expressways: Shenyang-Haikou Expressway, Shaxian–Xiamen Expressway, Jinjiang–Tong'an Expressway;

Backbone Road Network: National Highway G638, Provincial Highway S507, Provincial Highway S213, Tong’an Avenue, Tongxiang Avenue, New National Highway 324.

(III)Establishing a "One Circle, One Axis, Dual Wings" Urban Development Framework

One Circle: An ecological zone centered on northern mountainous areas, prioritizing rural revitalization and ecological civilization. Collaborating with Wuxian, Tingxi, and Lianhua towns to leverage "point-to-line, line-to-area" integration, advancing agriculture-culture-tourism convergence, accelerating modern agricultural demonstration zones, and creating Xiamen’s rural revitalization model area.

One Axis: An urban corridor linking Tong’an Old Town and Tong’an New Town, focusing on modern services like headquarters economy and new cultural tourism.

Dual Wings: Dual industrial clusters comprising Tongxiang High-Tech New Town (Tong’an Area), Tong’an New Town, and the Industrial Concentration Zone. These serve as core drivers for Tong’an’s development, with planned expansions in Fengnan and Xinmin sectors to establish two zones and three bases: Southeast New Energy Cluster, Xiamen Science City Core Area, Advanced Manufacturing Base, Modern Services Base, and Light Industry/Food Production Base.

(IV)Structuring a "Two Towns, Two Districts, Three Corridors, Multiple Nodes" Industrial Development Pathway

Tong’an District will build Xiamen’s northern urban cluster, with Tong’an New Town developing as a hub of technology and romantic bay area while accelerating Tongxiang High-Tech New Town (Tong’an Area)’s transformation into a modern sci-tech hub. The district will initiate comprehensive development in Xihu Area, enhance the functional appeal of the Ancient City Area, and interconnect three leisure corridors—Huandong Romantic Coastal Line, Xixi Slow-Travel Line, and Northern Mountain Eco-Line—to create a seamless exploration space connecting mountains, sea, and urban areas. Industrial parks, key commercial districts, and popular scenic spots will form multiple urban nodes, collectively energizing regional development.

(V) Premium Educational Resources

Tong’an District intensifies efforts to establish prestigious schools and accelerates integrated urban-rural development. The cross-island expansion of renowned institutions continues to deepen: beyond Tong’an No.1 High School and Xiamen Experimental High School’s long-standing presence, multiple elite schools from within Xiamen Island and high-quality educational resources from outside the municipality have been introduced, with cooperative education projects successively launched. Concurrently, vocational education advancement is vigorously promoted to provide a multi-tiered workforce for diverse industries.

(VI) Comprehensive Medical and Wellness Services

Tong’an District currently hosts 579 healthcare institutions, including two tertiary comprehensive hospitals (The Third Hospital of Xiamen and Xiamen Su Song Hospital), one Class-IIA TCM hospital (Xiamen Tong’an District Traditional Chinese Medicine Hospital), one maternal and child health hospital, and one dermatology hospital. These are complemented by private hospitals (e.g., Xiamen Taikang Home Luyuan Rehabilitation Hospital), township health centers, subdistrict community health service centers, and clinical testing facilities.

Location: Eastern part of Tong'an central urban area, central section of Xiamen-Zhangzhou-Quanzhou advanced manufacturing development belt

The park occupies approximately 140 mu with a planned construction area of 240,000 square meters. As an industrial park constructed and operated by a district-owned state enterprise, it contains eight I-beam factories accommodating enterprises of varying scales.

Location:Southern Tong'an central urban area, west of Tongji Road, north of Haixiang Avenue, south of Shenyang-Haikou Expressway

Positioning: Xiamen’s exclusive light industrial food park featuring natural gas and steam utilities, focusing on canned foods, meat products, beverages, fruit/vegetable processing, TCM healthcare, pharmaceutical logistics, and related food/pharmaceutical production and logistics distribution industries.

III.Modern Service Industry Base

Tong'an New Town

Tong'an New Town pursues the mission of "strengthening science, cultivating industries, optimizing services, and building the new town,” aiming to create a coastal urban center integrating business offices, residential living, industrial development, and leisure tourism.

(I)Intelligent Valley – Silver City Intelligent Valley

Planned area:about 1,100,000 square meters

Layout: The park comprises 52 multi-story, high-rise, and super high-rise buildings, featuring diverse office spaces and supporting facilities including commercial areas, maker spaces, and serviced apartments.

Positioning: Centered on smart home systems, smart municipal administration, new consumption sectors, new media, and digital architecture, it strives to establish Xiamen’s intellectual core for industrial transformation.

(IV) Xiamen Science City Future Industrial Park (Advanced Manufacturing Zone)

As the first supporting industrial park for Xiamen Science City, it serves as a vital manufacturing-oriented platform. Spanning 250,000 square meters of floor area and operated by a municipal state-owned enterprise, the park offers multiple standardized factories and auxiliary facilities to provide enterprises with pilot testing and pilot production platforms for R&D.

IV. Tourism and Cultural Industry Base

(I)Bingzhou International Cultural Tourism Resort Island

Bingzhou Island, located in the core area of Tong’an New Town’s coastal tourism belt, covers 3.5 square kilometers with developable land of approximately 1,800 mu. Centered on cultural tourism and leisure resorts, it aims to establish itself as Xiamen’s new urban tourism landmark and a world-leading premium cultural tourism destination.

(II) Xihu Area

The Xihu Area sits at the geometric center of Xiamen’s northern urban cluster, connecting northern Xiamen, the Eastern Bay Area, and Xiamen Island along the city’s central axis. It bridges Tong’an New Town and the old Tong’an district north-south, while linking Tongxiang High-Tech New Town and Tong’an Industrial Concentration Zone east-west. The area is positioned as the core zone of Xiamen’s northern urban cluster, the expansion area of Xiamen Science City, a demonstration zone for Tong’an’s urban-rural integrated development, and a global exchange and cooperation hub for Tong’an communities.
