I. Basic Information
Xiamen Torch Development Zone for High Technology Industries (hereinafter referred to as "XMTORCH"), approved by the State Council in 1991 as the first batch of national high-tech zones, is one of the three national high-tech zones in China which are named after "torch".XMTORCH has successively won such "national" titles as National High-Tech Product Export Base, National Cooperation and Exchange Base on Science and Technology towards Taiwan, National Innovation and Entrepreneurship Base for Overseas High-Level Talents, national demonstration bases for mass entrepreneurship and innovation.serves as the heart of Xiamen Area for the building of Fuzhou-Xiamen-Quanzhou National Independent Innovation Demonstration Zone in Fujian Province.
Over the past 30 years, it has become the main engine of innovation-driven development, the primary platform for innovation and entrepreneurship, the gathering place for high-tech enterprises, and the main carrier of Xiamen's hundred-billion-yuan industrial chain (clusters).Xiamen Torch Development Zone for High Technology Industries ("XMTORCH") ranked 14th in the first comprehensive evaluation of 178 national hi-tech zones conducted by the Ministry of Industry and Information Technology.
The zone has ranked first in Fujian Province’s comprehensive development assessment of development zones for nine consecutive years. Strategic emerging industries account for nearly 80% of its output value, while hi-tech industries exceed 70%, leading the nation in development quality and efficiency. In 2024, industrial added value grew by 10.1%; revenue from software enterprises above designated size in Software Park increased by 22.8% year-on-year; industrial investment reached 34.38 billion yuan, up 8.5% year-on-year.
Currently, the zone hosts over 31,800 enterprises, including more than 2,000 national hi-tech enterprises—representing over 40% of Xiamen’s total. Sixty-nine projects operated by Fortune Global 500 companies are established here. Among Xiamen’s top 10 advanced manufacturing enterprises with annual output exceeding 10 billion yuan, seven are based in this zone. It houses over 450 enterprises with annual revenue surpassing 100 million yuan, approximately 200 gazelle enterprises, 69 listed companies domestically and internationally (including the New Third Board), and has cultivated nearly 1,000 specialized, sophisticated, distinctive, and innovative SMEs at various levels. Approximately 300 innovation platforms and 30 national-level incubation carriers have been established, with its mass entrepreneurship and innovation initiatives receiving commendations from the General Office of the State Council four times.
II. Industrial Development
As the primary hub for Xiamen's high-tech industries, XMTORCH consistently adheres to its "high-tech" and "innovative" positioning. (Covering four subsectors: new display technologies, intelligent terminals, semiconductors & integrated circuits, software & information services), (power equipment).The zone focuses on expanding and strengthening the electronic information industry, which includes four subsectors: flat panel displays, computer and communication equipment, semiconductors and integrated circuits, and software and information services. It also targets the mechanical equipment (electrical equipment) industry, new energy industry, and other industrial chains, such as artificial intelligence, new materials, the Internet of Things (IoT) and Industrial Internet, and medical and smart health industries.
In recent years, under the robust leadership of the CPC Xiamen Municipal Committee and the Xiamen Municipal People's Government, XMTORCH has concentrated on Xiamen's "4+4+6" modern industrial system.
Adhering to the development philosophy of "major projects → industrial chains → industrial clusters," the zone focuses on attracting large-scale, high-quality investments to strengthen its industrial foundation. It has assembled leading enterprises including Tianma, Nippon Electric Glass, AUO, United Semi, CATL Xiamen, Ampace, CALB, Hithium Energy Storage, and ABB. Complementing these industry leaders, it has attracted premium projects such as Corning Display, New Way, Sitan Integrated Technology, EVOGO, Zhongkehualian, Jinyang Structural Components, and TGS.

IV. Industrial Services
1. Innovation and Entrepreneurship
Focusing on key industries within XMTORCH, over 30 targeted industrial innovation enabling platforms have been deployed to advance breakthroughs in critical core technologies. Enterprises receive support to elevate innovation capabilities, establishing more than 300 R&D institutions at various levels. A full-chain, lifecycle incubation system ("Nursery-Incubator-Accelerator-Industrial Park") has been constructed, integrating innovation project matching with achievement transformation mechanisms. A one-stop public service platform for scientific achievement transformation has been established.
2. Intelligent Transformation and Digital Upgrading
The zone pioneered Fujian’s "public service + market service" model for intelligent upgrading, introduced specialized smart manufacturing policies, and built the "Torch Intelligent Manufacturing Service Platform." This multi-dimensional approach drives enterprise-level "intelligent transformation and digital upgrading" to reduce costs, enhance quality, and improve efficiency. The platform has aggregated 556 service providers and released 2,846 service products; identified over 1,800 enterprise intelligence needs; facilitated 1,000+ project implementations worth nearly 550 million yuan. It has cultivated 3 national-level outstanding factories (75% of Xiamen’s total) and 3 enterprises certified at CMMM Level 4 (100% of Fujian’s total). 550 enterprises completed intelligent manufacturing maturity self-assessments, the highest diagnostic volume in the province.
3. Financial Services
Initiatives like "Credit-Easy Loan" provide enterprise-friendly financial policies. The Torch Financial Service Center offers specialized support, connecting over 40 financial institutions to serve 3,000+ enterprises with facilitated loans exceeding 40 billion yuan. An industrial guidance fund totaling 3 billion yuan has been established. To date, the fund has approved 18 sub-funds—including Zhongbing Guodiao Fund, Advanced Manufacturing Fund, Shidai Zeyuan Fund, ABC-AIC Fund, and Lianhe Fund (Phases II-III)—with total scale reaching approximately 42.6 billion yuan. The zone’s committed capital amounts to approximately 2.2 billion yuan, achieving nearly 20x fiscal leverage. Sub-fund investments cover key industries like new energy, semiconductors & ICs, and emerging sectors.
