I. Overview
Xiamen Torch Development Zone for High Technology Industries ("XMTORCH") was approved by the State Council in 1991 as one of the first national high-tech zones and is one of the three national high-tech zones named "Torch." It has received over 20 national-level titles, including National High-Tech Products Export Base, National Base of Technological Cooperation and Exchanges with Taiwan, and National Demonstration Base for Mass Entrepreneurship and Innovation. It is the core area of the Fuzhou-Xiamen-Quanzhou Independent Innovation Zone. XMTORCH ranked 14th in the first comprehensive evaluation of hi-tech zones conducted by the Ministry of Industry and Information Technology.
By the end of 2025, XMTORCH has gathered over 40,000 enterprises, including more than 2,000 national high-tech enterprises (accounting for over 40% of the city's total), 69 Fortune 500 projects, over 480 enterprises with annual revenue exceeding 100 million yuan, and more than 1,500 specialized, refined, differential and innovative ("SRDI") enterprises at various levels. It has built over 400 innovation platforms of various types, and approximately 30 national-level incubation carriers.
II. Overview of Industrial Development
XMTORCH focuses on developing three major industries, including electronic information (new displays, smart terminals, semiconductors and integrated circuits, and software and information services), machinery equipment (power equipment), and new energy, as well as emerging industrial clusters such as artificial intelligence, new materials, the Internet of Things and industrial internet, and pharmaceuticals and smart health.
In recent years, following Xiamen's "4+4+6" modern industrial system, XMTORCH has been operating under the "big project - industrial chain - industrial cluster" development model, with strong efforts to attract major investment and key enterprises. It has assembled leading enterprises, including Tianma Microelectronics, Nippon Electric Glass, AUO, United Semi, CATL Xiamen, Ampace, CALB, Hithium Energy Storage, ABB and Schneider. It has also attracted premium projects such as Corning, New Way, Electrical Alloy, EVOGO, Jinyang Structural Components, TGS and Q Tech.

1. Innovation and Entrepreneurship
XMTORCH has established approximately 30 R&D institutions aligned with key industries and supports enterprises in building over 400 innovation platforms. A complete incubation chain "Nursery - Incubator - Accelerator - Industrial Park" has been developed, alongside a one-stop public service platform for technology transfer. Regional university technology transfer centers have received official approval.
2. Intelligent Transformation and Digitalization
As the first in the province to explore the "public services + market services" smart upgrade model, XMTORCH has built an intelligent manufacturing service platform. Achievements include cultivating 5 national-level outstanding factories (56% of Xiamen's total), 3 enterprises certified at CMMM Level 4 (75% of Fujian's total), and guiding self-diagnostic assessments for over 600 enterprises (ranking first provincially).
3. Financial Services
Initiatives such as "Credit-Easy Loan" provide enterprise-friendly policies. The Torch Financial Service Center connects nearly 50 financial institutions to serve over 4000 enterprises. Industrial guidance funds cover key sectors, including new energy, semiconductors, and artificial intelligence.
