I. Basic Information
Xiamen Torch Development Zone for High Technology Industries (hereinafter referred to as "XMTORCH"), approved by the State Council in 1991 as the first batch of national high-tech zones, is one of the three national high-tech zones in China which are named after "torch" and serves as the heart of Xiamen Area for the building of Fuzhou-Xiamen-Quanzhou National Independent Innovation Demonstration Zone in Fujian Province. It has now grown into the main carrier of Xiamen's electronic information industry development, the main engine of innovation-driven development, and the gathering place of "three highs (high-tech, high-growth, and high value-added)" enterprises. XMTORCH has successively won such "national" titles as National High-Tech Product Export Base, National Cooperation and Exchange Base on Science and Technology towards Taiwan, National Innovation and Entrepreneurship Base for Overseas High-Level Talents, National Demonstration Base for Mass Innovation and Entrepreneurship, National Intellectual Property Rights Pilot Zone, National Green Park, and National Digital Service Export Base. It has been commended by the General Office of the State Council three times in 2018, 2020 and 2021 for its efforts in innovation and entrepreneurship, attaining the 16th place in the comprehensive ranking of 169 national high-tech zones.
Covering only about 2% of Xiamen's total area, XMTORCH contributes nearly 43% of the city's total industrial output value, 3/4 of the high-tech industrial output value, and 2/3 of the software information services revenue. It achieved 345.38 billion yuan in the total industrial output value above designated size in 2021, of which the output value of high-tech industries accounted for over 78.8% of the total industrial output value above designated size.
2020 witnessed the official launch of the BRICS Partnership on New Industrial Revolution Innovation Center (“BRICS PartNIR Innovation Center”) in Xiamen. Designated as the main carrier area for the construction of the BRICS PartNIR Innovation Center, XMTORCH is taking a more active stance to integrate into the national development strategy. XMTORCH will firmly seize the opportunities brought with and act as the “test field” and "bridgehead" for deepening pragmatic cooperation among BRICS members, thereby accelerating the building of a new highland with high-level opening-up in the new era.
II. Industrial Development
XMTORCH continues to make greater efforts instrengthening investment promotion in the five leading industries such as flat panel displays, computer and communication equipment, semiconductors and integrated circuits, electric power and electrical equipment, software and information services, thereby gradually forming a relatively complete industrial chain (cluster). In addition, XMTORCH has introduced and independently cultivated such domestic and foreign famous enterprises and related industry chain upstream and downstream enterprises as Tianma Microelectronics, Nippon Electric Glass, AU Optronics, TPV Technology, Dell, ABB, Inspur, Schneider, Motic, Kehua Hengsheng, Meiya Pico, Meitu, 4399, San'an Optoelectronics, Hongxin Electron, United Semi, Changelight, KFES, and Hualian Electronics.
A parallel priority is also given to the frontier of science and technology development. Building on the existing industrial base, XMTORCH has made accelerated layout of strategic emerging industries and future industries, seeing a boom in new energy and new materials, biomedicine and smart health, artificial intelligence, Internet of Things, industrial Internet and other emerging industry clusters. It has successively introduced projects of well-known enterprises in industries such as Unisound, Reconova, Insights Value, G-bits, and CSIC No. 725 Research Institute.

III. Park Carrier
With an aim to build a demonstration zone of innovation-driven development and a pioneer zone of high-quality development, as well as an important high-tech industrial base on the west bank of the Strait, XMTORCH insists on cross-island development and has established a development pattern of "multiple parks within a single zone", comprising Torch Huli Park, Xiamen Software Park (Phases I, II, III), Xiamen Technological Innovation Park, Torch (Xiang'an) Industrial Zone, Xiamen Innovation and Entrepreneurial Park, and Tongxiang High-tech Industrial Base, etc. The parks are distributed in the five administrative districts of Siming, Huli, Jimei, Tong'an, and Xiang'an inside and outside the island, which are integrated with each administrative district to form distinctive industrial clusters. With more than 50 investment projects of Fortune Global 500 settling here, XMTORCH has attracted over 10,000 enterprises.

IV. Industry Service Platform
1. Innovation and entrepreneurship platform
XMTORCH guides the construction of various incubation carriers, and builds a whole-chain incubation system of "mass innovation space (nursery) - incubator - accelerator - industrial park" centering the development of leading industries and supporting needs of leading enterprises. There are 21 national-level and 90 municipal-level mass innovation spaces on record; and 4 national-level incubators built, covering a total area of over 1 million square meters with over 1,300 incubating enterprises.
2. Bonded logistics platform
Xiamen Torch (Xiang'an) Bonded Logistics Center is the first Type B bonded logistics center in Fujian Province, adjacent to the optoelectronic industry intensive area of XMTORCH. Since its establishment, bonded logistics services have developed from simple warehousing to vendor managed inventory (VMI), and value-added processing, distribution and delivery in logistics links and other high-end direction, providing industrial chain enterprises with multi-functional and integrated logistics and customs clearance services that radiate at home and abroad.
3. Public service platform
XMTORCH is constantly improving its service system by taking advantage of the "three assistants" of state-owned enterprises administered by commissions, intermediaries and industrial alliances, and providing enterprises with services featuring "whole process", "high coverage" and "strong response", so as to comprehensively help enterprises in the park to innovate and develop. Currently, a number of public service platforms have been built, such as XMTORCH Intelligent Manufacturing Service Platform, Intellectual Property Rights Judicial Protection Station, Technology Trading Platform of www.1633.com, Intelligent Manufacturing Platform, Science and Technology Service Alliance, and High-tech Enterprise Service Center.
4. Technological finance platform
XMTORCH keeps optimizing the technological financial support system, and strives to build a "1+4+X" technology and financial system, i.e. "one capital platform + four project-capital matchmaking platforms + a series of financial innovation products", so as to actively tackle the financing problems of micro, small and medium-sized enterprises. Currently, there are financial service platforms including XMTORCH Financial Service Platform, Xiamen Torch Industrial Investment Fund, Luchuanghui, and Chuangronghui.
In addition, XMTORCH has established the Industrial Guidance Fund in 2020, and several sub-funds have been implemented, including Lanhor Phase II, China Military International Survey Fund, SummitView Third Generation Semiconductor Industry Fund, iRun Co-creation No. 3 Fund, and Huiyou Haojia Fund, in order to attract the settlement of high-quality industry chain projects through investment, financing and mutual transfer of investment and financing, while also providing financial support for the accelerated development of enterprises in the zone.
V. Preferential Policies
As a national high-tech industrial development zone, XMTORCH enjoys significant policy advantages. Enterprises settling in the zone are eligible for the superposition of policies at the three levels of Xiamen Special Economic Zone, Administrative District and High-Tech Zone. Moreover, XMTORCH has launched a series of targeted policy documents for innovation and entrepreneurship, industrial intelligent manufacturing, high-tech industry development and introduction and cultivation of high-level talents to provide maximum policy support and protection for the all-round development of enterprises.
