I. Overview
(I) Positioning
Covering an area of 22.8 square kilometers and spanning Siming and Huli Districts, the area is positioned as a regional financial center focused on financial services, headquarters economy, and technology R&D. It is supported by comprehensive commercial and business facilities. The area aims to build a regional financial hub that serves the Cross-Strait region, radiates across Southeast Asia, connects with the Maritime Silk Road, and faces the global market. It serves as a key economic cluster along China's southeast coast for corporate headquarters and the BRICS PartNIR Innovation Center.
(II) Spatial Layout: One Core, Two Belts, Five Clusters
One Core:
Wutong High-End Business District: Comprising Phase I (Cluster A), Phase II (Core Launch Area), and Phase III, this district has already attracted the BRICS PartNIR Innovation Headquarters (invested by China General Consulting & Investment Co., Ltd.), and Xiamen Airlines. It demonstrates strong agglomeration effects with renowned financial institutions and large enterprises.
Two Belts:
Financial and High-End Business Office Belt: Stretching northwards along the Island Ring Boulevard, this belt connects the Qianpu Convention & Exhibition Cluster, Guanyinshan Business Cluster, Wutong High-End Business District, and Wuyuan Bay Business Operation Center, forming a continuous sea-view business corridor.
Island Ring Coastal Tourism Belt: This linear tourism and leisure functional area along the eastern coastline of the island provides tourism, sightseeing, and leisure services for the area and Xiamen. Completed projects include the Strait Tourism Service Center, Xiamen-Kinmen route at Wutong Wharf, Guanyinshan coastal tourism area, and Lighthouse Park. It is known as Xiamen's "Golden Coast" for tourism.
Five Clusters:
Qianpu Convention & Exhibition Cluster: A high-end financial and business district integrating financial enterprises, regulatory institutions, and modern exhibition services.
Guanyinshan Business Cluster: A well-equipped and scenic corporate headquarters agglomeration area.
Software Park Cluster: Focused on the software and information industry, with emphasis on software R&D, big data, blockchain, artificial intelligence, fintech, etc.

II. Distinctive Features and Development Achievements
(I) Financial Cluster
The area boasts a high concentration of financial industries, favorable financial policies, and distinctive cross-strait characteristics. Various financial regulatory institutions, banks, securities firms, insurance companies, futures and fund entities, and platforms have established a presence here. Notable financial investment platforms in Xiamen include the Goodstone Fundtown, Portman Fund Agglomeration Area, and Winland International Financial Center Fund Cluster.
(II) High-end Business Office Zone
The area attracts headquarters of major enterprises, develops specialized and distinctive commercial buildings, and fosters the clustering of headquarters economy and new-economy sectors.
(III) New Urban Area in Eastern Xiamen Island
Featuring an excellent ecological environment, convenient transportation infrastructure, and comprehensive living amenities, it is a new central business district that integrates living, working, and industry, making it an ideal place to live and work.
