Jimei District is located on the southeastern coast of China and opposite to Taiwan Island across the sea. It is home to Mr.Chen Jiageng who is honored as "flag of overseas Chinese and glory of the Chinese people". It is also a famous Taiwanese investment zone, a hometown of overseas Chinese and a scenic area. It is the geometric center of Xiamen and the metropolitan region of Xiamen, Zhangzhou and Quanzhou and thus a transportation hub in Southwest Fujian.

Jimei has a coverage area of 276sq.km, 2 towns, i.e. Guankou and Houxi Town, 4 subdistricts, i.e. Xinglin, Jimei, Qiaoying and Xingbin Subdistricts, 45 communities and 21 administrative villages with a permanent population of over 1 million.
I. Overview
Amicable climate and beautiful environment: As one of the key administrative regions of Xiamen, the "gardenlike city on the sea". It borders the west sea area of Xiamen and Tong'an Bay, with a 21km-long coastal landscape line, and leans on the primitive mountain range on the northwest, with 92 sq.km of mountainous ecological tourism resources. Nestling in the embrace of Xinglin Bay, known as the West Lake of Xiamen, Jimei is home to the 4A-level tourist attraction Horticulture Expo Garden that stands in vast natural waters of 7.2 sq.km. Currently, there are 33 parks in this district, and 22 new ones are planned. It has received many honorary titles, including national ecological district, Chinese "model award" of living environment issued by the Ministry of Housing and Urban-Rural Development, etc.
Convenient transportation and key hub: As the key transportation hub in Southwest Fujian, Jimei District has a convenient transportation network. Jimei District is only 11km from Gaoqi Airport, which is one of the five major airports of China, and 6km, 12km and 8km away from Dongdu Port, Haicang Portand cruise terminal of Xiamen.
Xiamen North Railway Station, the largest comprehensive transportation hub in the Southeastern coast of China, is located right here. It is where railway and expressway must meet and a key hub of the intercity high-speed railway of Fujian in the future.
For intracity transportation, Jimei is home to 3 bridges and 1 causeway linking Xiamen Island to the mainland (i.e. Xiamen Bridge, Jimei Bridge, Xinglin Bridge and Gaoji Causeway). The three planned Metro lines (i.e. Metro Line 1, 4 and 6) and BRT system all pass Jimei District. It is the only urban cluster in Xiamen that gathers comprehensive transportation hubs such as high-speed rail, metro, expressway, BRT and bus.

Jimei is only one bridge away from Xiamen Area of the Pilot Free Trade Zone, 11km away from Xiamen Gaoqi Airport, one of the five major ports in China, 6km away from Dongdu Port, 12km away from Haicang Port and 8km away from Cruise Terminal, thus forming a three-dimensional transportation network by land, sea and air. Riding on the trend of great development and integration of transportation, Jimei has formed a half-hour life circle of Jiemi, a one-hour city circle of Xiamen-Zhangzhou-Quanzhou metropolitan area, and a four-hour commercial circle of South China.

Famous Hometown of Chen Jiageng and overseas Chinese: It is known to all that Jimei is a famous hometown of overseas Chinese. The overseas immigration of people in Jimei dates back to the transition period between the Yuan Dynasty and the Ming Dynasty. Today, there are over 60,000 overseas Chinese having their origin in Jimei. Mr.Chen Jiageng, leader of a generation of overseas Chinese lauded by President Mao Zedong as "flag of overseas Chinese and glory of the Chinese people" was born in Jimei.
Chen Jiageng donated in schooling in Jimei and nurtured the spirit of Jiageng. The spirit of Jiagengis highly credited by and advocated for enterprises. As President Xi Jinping stated in a return letter to the Jimei Alumni Association during the 140th anniversary of the birth of Chen Jiageng, he hoped overseas Chinese could uphold the "the spirit of Jiageng".
Today, Jimei has its unique "one spirit and three cultures" formed, i.e. the spirit of Jiageng, overseas Chinese culture, Minnan culture and school village culture, which have become the essence and cultural features of Jimei.
Centennial school village, the Mecca of cultural tourism: Mr. Chen Jiageng donated his fortune to found Jimei School Village over one hundred years ago and a well-established educational system covering preschooling, primary, secondary and higher education has come into being. II. Industrial Overview
As the pioneer and leader in the cross-island development of Xiamen, Jimei, with a vision of "first-class as its aim", tries to develop six major industrial chain groups, i.e. machinery & equipment, software and information service, cultural creativity and tourism, modern logistics, new material and urban modern agriculture. It tries to become the most beautiful and highest-quality newdistrict of Xiamen with cross-island development.

1. Machinery &Equipment Industry
With a strong manufacturing base, Jimei District has been approved as the second batch of National New-type Industrialization Demonstration Bases. Its machinery and equipment industry is mainly concentrated in Xiamen Machinery Industrial Concentration Zone, Xinglin Industrial Zone, and Jimei North Industrial Zone. Among them, Xiamen Machinery Industrial Concentration Zone is the fourth largest construction machinery production base in China, and also the most important production base for automobiles and construction machinery across the Taiwan Strait. In recent years, Jimei has shown a sustained strengthening of its machinery and equipment industry, forming industrial clusters of automobile manufacturing, construction machinery, power transmission and distribution equipment, etc.
2. Software and Information Service Industry
A growing scale has been seen in Jimei's electronic information manufacturing industry in recent years, with 2020 recording a year-on-year rise of 14.4% to 16.713 billion yuan in the annual output value brought by a total of 39 industrial enterprises above designated size, which specialize in products in the fields of electronic display and electronic components. The district is now home to 4 hidden champions, 1 national manufacturing champion demonstration enterprise in one product, 5 state-level technologically advanced “little giant” enterprises, and a number of provincial high-quality enterprises.
The software and information service is one of the two core industries of electronic information industry in Jimei District. Presently, characteristic industrial clusters of big data, artificial intelligence, digital content, mobile Internet and smart city have been formed. There are three major carriers in the district: Software Park Phase III, BEZ · International Innovation Center, and Maluan Bay Smart Technology Industrial Park (under planning).
Phase III project of Xiamen Software Park in Jimei is an important carrier of its software and information service industry. Currently, it has up to 1,000 enterprises within the park, including Yamaha (one of the world's top 500 enterprises), China Mobile, China Telecom, China Digital Port and China Communications Construction (central enterprises) and also Wangsu, ICSS and G-bits Network Technology (listed companies).
3. Cultural tourism, film and television industry
Relying on its endowments of tourism resources, Jimei District now houses four national 4A scenic spots, namely Jimei Turtle Garden, Xiamen Horticulture Expo Garden, Xiamen Old Courtyard, and Chengyi Scientific and Technological Exploration Center; two national 3A tourist attractions, namely Lingling International Circus and Double-dragon Pool scenic spot; and a number of characteristic cultural tourist attractions. It became Xiamen's first national demonstration area for all-for-one tourism in 2020. Jimei District has experienced tremendous growth in the film and television industry, and has built and put into operation the Xiamen Film and TV Shooting Base, with a cumulative total of nearly 800 film and television enterprises registered. It has become a popular location for film and television shooting and an industrial investment gathering area.
Jimei will fill its future with efforts to build the brand of "Humanity Jimei" with development priorities to the six industries, i.e. film and television, performing arts and entertainment, intelligent audio-visual, games and animation, artistic creativity, cultural and sports tourism, by virtue of its cultural characteristics and resource advantages. It will promote the integrated development of culture with tourism, science and technology, entertainment, sports and other extended areas, improve supporting tourism elements such as food, accommodation, travel, tourism, shopping, and entertainment, and deepen the building of a demonstration zone for all-for-one cultural tourism. It will also strengthen the Golden Rooster and Hundred Flowers Film Festival to "promote production with festival", and drive Chengyi International Business Center film and television enterprise headquarters area and Jimei Film and TV Cultural Creation Park to attract big and strong businesses and select good projects, so as to build a film and television cultural city with high quality development and sound ecological conservation.
4. New Material Industry
Jimei has initially formed an industry cluster of new materials in five fields, i.e. advanced inorganic non-metallic materials, high-performance fibers and products and composite materials, advanced polymer materials, advanced non-ferrous materials, and advanced iron and steel materials. There are 47 industrial enterprises above designated size, including Golden Egret Special Alloy, TDK, CB Ceratizit as the industry leaders, with an output value of 15.85 billion yuan in 2020. Xiamen New Materials Industrial Park has been initially built, accommodating scientific research institutions such as Xiamen Institute of Rare Earth Materials and Xiamen Incubation Center New Materials Industrial Park of Chinese Academy of Sciences, while Jimei North Industrial Zone has attracted the settlement of a number of backbone enterprises such as Honglu Tungsten Molybdenum and Golden Egret Special Alloy affiliated with Xiamen Tungsten.

5. Commerce, trade and logistics industry
During the 13th Five-Year Plan period, a steady growth has been recorded in the aggregate economic output of the commerce and trade industry in Jimei District, with a number of indicators growing at a rate exceeding the city's average. The district's total sales of wholesale and retail trade rises sharply at an average annual rate of 30.3% from 30.9 billion yuan in 2016 to 116.1 billion yuan in 2021. Moreover, there is a thriving trend in the trade and service industry, featuring the vigorous development of new "Internet+" business formats including Home King, Yiche-Era and ROOKIE, as well as the opening of new retail giants such as IOI, World Trade Plaza, Intime Department Store and Park Outlets in the district.
With the rapid development of modern logistics industry in Jimei District, a modern logistics service system has assumed its initial shape. There have been three major industrial chains (clusters) of cold chain logistics, automobile logistics and e-commerce logistics formed in the district, and three major logistics industry clusters built, i.e. Jimei Logistics Park, Qianchang Railway Large Freight Yard and Xiamen North Railway Station Area.
6. Urban Modern Agriculture
Jimei District has adjusted its measures to local conditions to make solid progress in the development of traditional planting industries of vegetables, fruits and flowers under its jurisdiction, provide assistance to guide the development of agricultural enterprises involved in primary processing of agricultural products, feed and veterinary drug production, and encourage the introduction of agricultural product sales platforms, featured rural tourism, seeds and seedlings research and development, marine-related product research and development and other emerging business formats. The whole industrial chain of modern agriculture has been initially formalized. Currently, the district has formed a brand effect in products such as taro, longan and cherry tomatoes within its jurisdiction, gained a boom in the cultivation of seeds, seedlings and flowers, reached a certain scale in the cultivation of vegetables, fruits, flowers and agricultural products, and realized accelerated progress in leisure agriculture and rural tourism.
III. Key Investment Promotion Zones and Projects
Jimei District continuously optimizes the business environment by aligning itself with international top-class examples. Jimei District has the best business environment in Xiamen. It has two national Taiwanese Investment Zones within its jurisdiction, i.e. Xinglin and Jimei Taiwanese Investment Zones, and the provincial-level Xiamen Machinery Industrial Concentration Zone.
In the past few years, Jimei has tried to promote the construction of Jimei New Town and Maluan Bay New Town according to the principle of innovation-driven development and harmonious coexistence. Significant industrial concentration effects have been achieved at the Xinglin Bay Business Operations Center and Phase III project of Software Park.
1. Jimei New Town
Located in the south of Jimei District, Jimei New Town is the core area of the overall urban spatial pattern of "one core, two wings and four areas" in Jimei District. It is planned with a total coverage area of 77.7 sq.km and consists of three parts, i.e. Xiting Central Area, Xiamen North Railway Station Area and Xinglin Old Industrial Zone, and Software Park Phase III and Machinery Industrial Concentration Zone, which is the pioneer and main venue to practice the cross-island development of Xiamen.
Through over a decade of construction and development at a high starting point, high standard, high leverage and high level, Jimei New Town has been initially built into one featuring industry-city-people integration in terms of business operations, information service, cultural creativity, education and scientific research, transportation hub, ecological tourism and living.
2. Jimei Area of Maluan Bay New Town
Maluan Bay New Town is located in the west of Xiamen and spans Jimei and Haicang Districts, with a total planned area of 45 sq.km. Among them, the part of the new town lying within Jimei District is located in the northeastern part of Maluan Bay sea and the western seaside area of Jimei. Planned with an area of 45 sq.km, the Jimei area covers the West Coastal Area, Chenjing Area, Jimei Island, part of the central island, Jimei Logistics Park and part of Qianchang Logistics Park, etc. It is an important part of the spatial planning layout of the four major industrial belts and the zone for upgrading traditional industries in Maluan Bay New Town.
Maluan Bay New Town is positioned as a high-caliber city of innovation and entrepreneurship, a beautiful ecological garden, a new highland of modern industry-city integration, and a new climax in international coastal bay area. It also serves as a strategic backing point for the national Belt & Road Initiative, a regional service base for cross-strait cooperation, an international intelligent ecological bay new town with the integration of industrial and living infrastructures, and a comprehensive service center of Xiamen, Zhangzhou and Longyan. It will be built into the most comfortable and popular international first-class bay area, the core engine on the west wing of Xiamen Bay and the bridgehead for urban integration of Xiamen and Zhangzhou.
3. Jimei Eastern New Town
Jimei Eastern New Town is a 4.28-sq.km-planned area lying along the southeast coast of Jimei District and the geometric center of Xiamen. As a key node in the city's backbone traffic network of "two rings and eight lines", it adjoins Jimei New Town on the west and East Coast New Town on the east, looks across the sea from Gaoqi Airport, and is in close proximity to the urban center and important traffic nodes. Moreover, there are important traffic lines such as the planned Metro Line 6 and BRT passing through the area. Therefore, it enjoys advantageous location conditions.
With the aim of building an international coastal new town featuring integrated development of industry, city, institutions and people, Jimei Eastern New Town will step up the construction of a science and technology innovation center with industry-city integration, a distinctive cultural tourism carrier and an internationally compatible innovative elite community to drive the transformation and upgrading of Jimei Northern Industrial Zone.
