Jimei District is located on the southeastern coast of China and opposite to Taiwan Island across the sea. It is home to Mr.Chen Jiageng who is honored as "flag of overseas Chinese and glory of the Chinese people". It is also a famous Taiwanese investment zone, a hometown of overseas Chinese and a scenic area. It is the geometric center of Xiamen and the metropolitan region of Xiamen, Zhangzhou and Quanzhou and thus a transportation hub in Southwest Fujian.

Jimei has a coverage area of 276sq.km, 2 towns, i.e. Guankou and Houxi Town, 4 subdistricts, i.e. Xinglin, Jimei, Qiaoying and Xingbin Subdistricts, 45 communities and 21 administrative villages with a permanent population of over 1 million.
I. Overview
Amicable climate and beautiful environment: As one of the key administrative regions of Xiamen, the "gardenlike city on the sea". It borders the west sea area of Xiamen and Tong'an Bay, with a 21km-long coastal landscape line, and leans on the primitive mountain range on the northwest, with 92 sq.km of mountainous ecological tourism resources. Nestling in the embrace of Xinglin Bay, known as the West Lake of Xiamen, Jimei is home to the 4A-level tourist attraction Horticulture Expo Garden that stands in vast natural waters of 7.2 sq.km. Currently, there are 58 parks(Covering community parks) in this district, and 27 new ones are planned..It has received many honorary titles, including national ecological district, Chinese "model award" of living environment issued by the Ministry of Housing and Urban-Rural Development, etc.
Convenient transportation and key hub: As the key transportation hub in Southwest Fujian, Jimei District has a convenient transportation network. Jimei District is only 11km from Gaoqi Airport, which is one of the five major airports of China, and 6km, 12km and 8km away from Dongdu Port, Haicang Portand cruise terminal of Xiamen.
For intracity transportation, Jimei is home to 3 bridges and 1 causeway linking Xiamen Island to the mainland (i.e. Xiamen Bridge, Jimei Bridge, Xinglin Bridge and Gaoji Causeway). The three planned Metro lines (i.e. Metro Line 1, 4 and 6) and BRT system all pass Jimei District. It is the only urban cluster in Xiamen that gathers comprehensive transportation hubs such as high-speed rail, metro, expressway, BRT and bus.

Jimei is only one bridge away from Xiamen Area of the Pilot Free Trade Zone, 11km away from Xiamen Gaoqi Airport, one of the five major ports in China, 6km away from Dongdu Port, 12km away from Haicang Port and 8km away from Cruise Terminal, thus forming a three-dimensional transportation network by land, sea and air. Riding on the trend of great development and integration of transportation, Jimei has formed a half-hour life circle of Jiemi, a one-hour city circle of Xiamen-Zhangzhou-Quanzhou metropolitan area, and a four-hour commercial circle of South China.

Famous Hometown of Chen Jiageng and overseas Chinese: It is known to all that Jimei is a famous hometown of overseas Chinese. Today, there are over 60,000 overseas Chinese having their origin in Jimei. Mr.Chen Jiageng, leader of a generation of overseas Chinese lauded by President Mao Zedong as "flag of overseas Chinese and glory of the Chinese people" was born in Jimei.Jimei has developed a unique cultural identity known as "One Spirit and Three Cultures," which includes the Tan Kah Kee Spirit, Overseas Chinese Culture, Minnan Culture, and Academic Village Culture. These elements form the core and cultural characteristics of Jimei.
Chen Jiageng donated in schooling in Jimei and nurtured the spirit of Jiageng. The spirit of Jiagengis highly credited by and advocated for enterprises. As President Xi Jinping stated in a return letter to the Jimei Alumni Association during the 140th anniversary of the birth of Chen Jiageng, he hoped overseas Chinese could uphold the "the spirit of Jiageng".
A century-old school village equipped with extensive cultural and educational resources: Rich in educational resources, Jimei District is a well-known cultural and educational district outside the island, and also the administrative district housing the most concentrated higher education institutions with the largest in-school student size in Xiamen. Jimei District has built up a complete education system covering kindergarten, elementary school, middle school and university with Jimei School Village as the basis.
In terms of higher education, Jimei is home to 20 colleges (Full time, Part time), universities and research institutes, including Jimei University, Huaqiao University, Xiamen University of Technology, Institute of Urban Environment, Chinese Academy of Sciences, Institute of Rare Earths, Chinese Academy of Sciences, and Institute of Hydrology and Environmental Geology, Chinese Academy of Geological Sciences. There are 20 academicians (full-time and part-time), more than 150,000 teachers and students on campus, and 3 disciplines of "Double First-Class" initiative are provided、27 provincial-level first-class disciplines.
In terms of basic education, there are famous century-old schools such as Jimei Middle School, Jimei Primary School and Zeng Ying Primary School. Recent years have also seen Jimei’s introduction of projects of "famous schools across the island", including Xiamen Foreign Language School, Xiamen No. 2 Middle School, Wuyuan Experimental School, as well as high-end private schools such as Chiway Repton School Xiamen, to upgrade the quality of education in the district.The 14th Five-Year Plan period, Jimei will offer 22,000 new positions for compulsory education by new construction (reconstruction and expansion) of 11 compulsory education schools.

1. Machinery &Equipment Industry
With a strong manufacturing base, Jimei District has been approved as the second batch of National New-type Industrialization Demonstration Bases.
In 2023, Jimei District had 339 above-scale mechanical equipment enterprises, generating a total output value of 53.732 billion yuan, a slight decrease of 0.39% year-on-year. The district has established two major industrial clusters in the automotive and construction machinery sectors, along with a strong presence in the power and electrical equipment manufacturing industries. Automotive Industry: Led by industry giants such as King Long United, Cheng Shin Rubber, and Hongfa Automotive Electronics, this sector is primarily concentrated in the Jimei Machinery Industrial Concentration Zone and the Xinglin Industrial Zone, with a total of 28 enterprises. In 2023, the automotive industry achieved an output value of 10.516 billion yuan. Construction Machinery: Anchored by leading companies such as XGMA and Yangsen, this industry is mainly located in the Jimei Machinery Industrial Concentration Zone and the Jimei North Industrial Zone, encompassing 136 enterprises. In 2023, the construction machinery sector reached an output value of 10.611 billion yuan. Power and Electrical Equipment: Dominated by top companies such as Hongfa Switch, Shihlin Electric, and South China Intelligent Electrical Technology, this sector is primarily based in the Jimei Machinery Industrial Concentration Zone and the Jimei North Industrial Zone, with a total of 73 enterprises. In 2023, the power and electrical equipment industry recorded an output value of 16.351 billion yuan.
2. Electronic information industry
A growing scale has been seen in Jimei’s electronic information manufacturing industry in recent years, with 2023 year 18.873 billion yuan in the annual output value brought by a total of 56 industrial enterprises above designated size, which specialize in products in the fields of electronic display and electronic components.
The software and information service is one of the two core industries of electronic information industry in Jimei District. Presently, characteristic industrial clusters of big data, artificial intelligence, digital content, mobile Internet and smart city have been formed. There are three major carriers in the district: Software Park Phase III, BEZ · International Innovation Center, and Maluan Bay Smart Technology Industrial Park (under planning).
3. Commerce, trade and logistics industry
The commercial logistics industry in Jimei District is steadily improving, showing promising growth despite accounting for a small proportion of the city's overall economy. Commerce and Trade: The "One Core and Four Zones" framework (comprising the Industrial Base Core Zone, North Station Zone, Jimei Zone, Xinglin Zone, and Guankou Zone) has effectively established five major commercial functional areas, ensuring steady growth in overall commerce, with multiple indicators surpassing the city's average growth rate. In 2023, the above-designated size wholesale and retail trade achieved a revenue of 269.197 billion yuan, marking a 38.22% year-on-year increase. The district is home to 564 wholesale and retail enterprises above designated size, with a cumulative annual sales volume of 270.012 billion yuan, reflecting an average annual growth rate of over 53% over five years. The district currently has 19 large commercial complexes and professional markets in operation, with a total volume of approximately 1.36 million square meters.
Logistics: By 2023, Jimei District had attracted over 1,078 logistics and transportation enterprises, achieving a revenue of approximately 13 billion yuan, with 31 enterprises above designated size generating 3.67 billion yuan in revenue. Preliminarily formed an intermodal logistics cluster supported by the Qianchang Railway Large-Scale Freight Yard, covering a total area of 314.73 mu. E-commerce Logistics Cluster: Centered around the Jimei E-commerce Industrial Park and the second phase of E-commerce Valley; Cold Chain Logistics Cluster: Led by Wangdun Cold Storage and Yuanxiang Food Trading Center; Automotive Logistics Chain: Supported by the Xiamen Automotive Logistics Center and Haixi Automotive City, integrating automobile distribution, sales, and after-sales services; Urban Delivery Logistics: Led by companies like Deppon and Weijie City Delivery.
4. Cultural tourism, film and television industry
Relying on its endowments of tourism resources, Jimei District now houses five national 4A scenic spots, namely Jimei Turtle Garden, Xiamen Horticulture Expo Garden, Xiamen Old Courtyard, Lingling International Circus and Chengyi Scientific and Technological Exploration Center; one national 3A tourist attractions, namely Double-dragon Pool scenic spot; and a number of characteristic cultural tourist attractions. It became Xiamen’s first national demonstration area for all-for-one tourism in 2020.
In 2022, the Industrial Base Core Area of Jimei was recognized as a "Nighttime Culture and Tourism Consumption Cluster.” In recent years, the cultural and creative tourism industry in Jimei District has reached new heights. From 2016 to 2023, Jimei District received a total of 132.39 million tourists, with an average annual growth rate of 22.9%.
Jimei District has experienced tremendous growth in the film and television industry, and has built and put into operation the Xiamen Film and TV Shooting Base, with a cumulative total of nearly 800 film and television enterprises registered. It has become a popular location for film and television shooting and an industrial investment gathering area.
Jimei will fill its future with efforts to build the brand of "Humanity Jimei" with development priorities to the six industries, i.e. film and television, performing arts and entertainment, intelligent audio-visual, games and animation, artistic creativity, cultural and sports tourism, by virtue of its cultural characteristics and resource advantages. It will promote the integrated development of culture with tourism, science and technology, entertainment, sports and other extended areas, improve supporting tourism elements such as food, accommodation, travel, tourism, shopping, and entertainment, and deepen the building of a demonstration zone for all-for-one cultural tourism. It will also strengthen the Golden Rooster and Hundred Flowers Film Festival to "promote production with festival", and drive Chengyi International Business Center film and television enterprise headquarters area and Jimei Film and TV Cultural Creation Park to attract big and strong businesses and select good projects, so as to build a film and television cultural city with high quality development and sound ecological conservation.
III. Key Investment Promotion Zones

In the past few years, Jimei has tried to promote the construction of Jimei New Town and Maluan Bay New Town according to the principle of innovation-driven development and harmonious coexistence. 1.Jimei Central Activity Zone (CAZ)
The CAZ extends from Longfor Paradise Walk in the west to Vanke Cloud City in the east, from China Communications Construction Commercial Complex in the north to the Education Island and Ocean Island in the Horticulture Expo Garden in the south, covering a total area of 532 hectares. It is the heart of Jimei, integrating consumption, entertainment, tourism, leisure, administrative services, and commercial finance.
The CAZ focuses on developing commercial services and cultural and creative industries. It boasts comprehensive amenities, including the Xinglin Bay Business Operation Center and Phase III of the Software Park. The transportation network is well-developed, with Metro Line 1, cable cars, and the BRT system running through it. The area is bustling with activity, supported by eight residential communities with occupancy rates above 70%. It is also a hub of talent, with six universities in the vicinity, including Huaqiao University and Jimei University.
2. Jimei Area of Maluan Bay New Town
Maluan Bay New Town is located in the west of Xiamen and spans Jimei and Haicang Districts, with a total planned area of 45 sq.km. Among them, the part of the new town lying within Jimei District is located in the northeastern part of Maluan Bay sea and the western seaside area of Jimei. Planned with an area of 45 sq.km, the Jimei area covers the West Coastal Area, Chenjing Area, Jimei Island, part of the central island, Jimei Logistics Park and part of Qianchang Logistics Park, etc. It is an important part of the spatial planning layout of the four major industrial belts and the zone for upgrading traditional industries in Maluan Bay New Town.
Maluan Bay New Town is positioned as a high-caliber city of innovation and entrepreneurship, a beautiful ecological garden, a new highland of modern industry-city integration, and a new climax in international coastal bay area. It also serves as a strategic backing point for the national Belt & Road Initiative, a regional service base for cross-strait cooperation, an international intelligent ecological bay new town with the integration of industrial and living infrastructures, and a comprehensive service center of Xiamen, Zhangzhou and Longyan. It will be built into the most comfortable and popular international first-class bay area, the core engine on the west wing of Xiamen Bay and the bridgehead for urban integration of Xiamen and Zhangzhou.
3. Jimei Eastern New Town
The Eastern Industrial Base Area extends from Tianma Road in the north to Jimei Avenue in the south, from Tongji Road in the west to Binhai West Avenue in the east,Jimei Eastern New Town is a 3.83-sq.km-planned area lying along the southeast coast of Jimei District and the geometric center of Xiamen. As a key node in the city's backbone traffic network of "two rings and eight lines", it adjoins Jimei New Town on the west and East Coast New Town on the east, looks across the sea from Gaoqi Airport, and is in close proximity to the urban center and important traffic nodes. Moreover, there are important traffic lines such as the planned Metro Line 6 and BRT passing through the area. Therefore, it enjoys advantageous location conditions.
With the aim of building an international coastal new town featuring integrated development of industry, city, institutions and people, Jimei Eastern New Town will step up the construction of a science and technology innovation center with industry-city integration, a distinctive cultural tourism carrier and an internationally compatible innovative elite community to drive the transformation and upgrading of Jimei Northern Industrial Zone.
