Huli District

I. Introduction

Huli is the origin of the Xiamen Special Economic Zone, Established in November 1987.Lying in the northern part of Xiamen Island, Huli District stretches across two waters along eight mountains and is surrounded by three sea areas, looking across the sea from Jinmen Island. It covers a coverage area of 73.9 sq.km, or 46.8% of Xiamen Island, and has jurisdiction over 59 communities in 5 sub-districts with a total population of 1.001 million, including 574,000 migrants. In recent years, it has been awarded the honorary titles of China's Top 100 Industrial Districts, National Ecological Civilization Construction Demonstration Zone, National Demonstration Zone for Economical and Intensive Use of Homeland Resources, National Health Promotion Zone, Provincial Strong Education Zone, and Provincial Civilized Demonstration City District.


II.Main advantages and features

Firstly, Huli is the origin of the Xiamen Special Economic Zone. On October 7, 1980, the State Council approved the establishment of Xiamen Special Economic Zone within a 2.5-sq.km area in Huli. On October 15, 1981, the construction of Xiamen Special Economic Zone kicked off in Huli. On February 9, 1984, Deng Xiaoping wrote the slogan "Develop the special economic zone faster and better" in Huli during his inspection visit to Xiamen, and then the scope of Xiamen Special Economic Zone was expanded to Xiamen Island and further to the whole city in 2010. On November 21, 1987, Xi Jinping attended the first session of the First People's Congress of Huli District, where he emphasized the need to bear in mind the wishes of Comrade Xiaoping to build Huli District into a model-new district featuring economic prosperity, people's well-being and a high degree of economic and cultural progress. On September 6, 2010, Xi Jinping paid an inspection visit to the Jin'an community in Huli District, calling for building a more beautiful, affluent and prosperous home. Huli District has also kept firmly in mind its mission to strengthen exchanges and cooperation with Taiwan, and now accommodates 1600 Taiwan-funded enterprises, start-up enterprises by Taiwanese youth, and more than 13,000 Taiwanese residents and their relatives. It has several important platforms for exchanges and cooperation with Taiwan, such as the Xiamen-Jinmen sea route at the Wutong Terminal and the cross-strait financial center, the cross-strait tourism service center, and the Taiwan Fruit Sales and Distribution Center, two national cross-strait youth entrepreneurship base, and two provincial-level demonstration sites for grass-roots exchanges with Taiwan.

Secondly, Huli District is an important platform for international development.  With a convenient three-dimensional transportation network by land, sea and air, it enjoys particularly developed seaports and airports. Dongdu Port is an important port area of Xiamen Port, with a coastline of 8.4 kilometers, 51 berths, running 68 international sea routes with an annual container throughput of 2.3 million TEUs. Gaoqi Airport operates 171 domestic and international air routes, and implements 24-hour direct transit passenger border inspection exemption measures; all “Five Bridges and Two Tunnels” for island access are within Huli District. Huli District also enjoys the superposition effect of multiple zones including the Pilot Free Trade Zone, BRICS PartNIR Innovation Base, the National Independent Innovation Demonstration Zone and National Import Trade Promotion Innovation Demonstration Zone. The planning includes the construction of the BRICS PartNIR Innovation Headquarters, BRICS Digital Industrial Intelligence Valley, and BRICS TOD Development Project as the core of Huli BRICS Digital New City. Nearly half (19.37 sq.km) of the Xiamen Area of China (Fujian) Pilot Free Trade Zone is located in Huli District. This district has attracted intensive foreign investment, with more than 4,300 foreign-funded enterprises investing a total of 32.5 billion US dollars. There are 77 projects from 52 Fortune Global 500 enterprises that have settled in the district.

Thirdly, Huli District provides strong impetus for great enhancement on the island.  With 63.46 sq.km of construction land, or 54.8% of the island, Also, the reconstruction of old industrial plants and old villages in the east and the relocation of the airport will release 12.4 sq.km of stock land available for secondary development and use, among which 6.7 sq.km of development space can be vacated from the reconstruction of old villages in the east, and 6,324 mu of land has been submitted.The entire district has 22 urban villages, covering an area of 6.4 square kilometers, with a population of nearly 510,000, making urban renewal and urban village transformation heavy tasks.There are 12 industrial functional areas planned, such as Wuyuan Bay Business Operation Center, Huli District Innovation Park, and Eastern Science and Technology Innovation Park, with a total area of  28.4 square kilometers. Key industries include high-end manufacturing, trade logistics, emerging finance, and creative innovation, forming a trillion-yuan industrial chain in computer, communication, and other electronic equipment manufacturing.


III.Main economic indicators

In 2023, Huli District recorded a year-on-year rise of 1.5% to 172.42 billion yuan in GDP; 28.81 billion yuan in total fiscal revenue; 5.95 billion yuan in district-level fiscal revenue; 45.77 billion yuan in the added value of industrial enterprises above designated size; 1,249.77 billion yuan in wholesale and retail sales; 54.82 billion yuan in total retail sales of consumer goods; 28.4% up in the revenue of other for-profit services; 100.36 billion yuan in total output value of the construction industry, a year-on-year increase of 10.5%, with investments of 66.9 billion yuan29.4%up in investment in fixed assets; 71,500 yuan in per capita disposable income of urban residents.

In January-February 2024, the total fiscal revenue was 3.99 billion yuan, with district-level fiscal revenue at 1.01 billion yuan. The added value of above-scale industries increased by 9.4% year-on-year. Wholesale and retail sales amounted to 153.97 billion yuan, and the total retail sales of consumer goods were 13.29 billion yuan, a year-on-year increase of 11.4%. Revenue from other profitable service industries increased by 28.4% year-on-year. Fixed asset investment was 10.61 billion yuan, a year-on-year increase of 112.1%.


Ⅳ. Project Square

Huli District develops by relying on two national key zones, i.e. Xiamen Area of China (Fujian) Pilot Free Trade Zone and Xiamen Torch Development Zone for High Technology Industries.

It adheres to the strategy of “optimize the secondary industry and promote the tertiary industry” and “integrated development of the secondary and tertiary industries”, while focusing on “3+2” industries, i.e., mechanical equipment, electronic information, and trade logistics, along with the two strategic emerging industrial clusters of financial services and cultural tourism creativity.

(I) Two national zones

1.Xiamen Area of China (Fujian) Pilot Free Trade Zone

Xiamen Area of China (Fujian) Pilot Free Trade Zone has a total coverage area of 43.78 sq.km. It covers the core zone of Cross-strait Trading Center (19.37 sq.km) and the Haicang Port Zone of Southeast International Shipping Center (24.41 sq.km). It is also planned to cover key joint development areas, mainly including Xiamen Island, cross-strait emerging industries and modern service industry cooperation demonstration zone, Xiang’an Airport New Area, a new round of industrial clustering platforms (Xiang'an and Tong'an high-tech industrial base and modern service industrial base).

Priority is given to the implementation of the development goals proposed in the Implementation Plan: innovation in government management to create an international, market-oriented and law-based business environment; innovation in the concept of transformation and development to foster new business formats; innovation in cross-strait exchanges and cooperation mechanisms to form a new pattern of common development across the Taiwan Straits, and to build Fujian into a new demonstration zone with dynamic institutions, excellent industries, rich people, and beautiful ecology, so as to become a model urban pilot zone in building a beautiful China.

Development goals

To build the free trade zone into one featuring facilitated investment and trade, prominent financial innovation, a sound service system, efficient and convenient supervision, and a standardized legal environment.

International trade, aviation maintenance, financial leasing, shipping logistics, high-end manufacturing, financial services, cultural creativity, innovation and entrepreneurship, etc.

Innovation initiatives

Huli District is the first nationwide to implement the business system reform of "one code for one license", first to build a "single window" for international trade, which was rated as the "Best Practice Case" of the Pilot Free Trade Zone, and first to implement the customs clearance model featuring mutual exchange of information, mutual recognition of supervision, and mutual assistance in law enforcement.

It is also the first to implement the "integration of multiple plans", first to introduce the third-party credit rating, credit commitment system, joint credit disciplinary system and social co-governance system, and first to build national-level cross-strait youth entrepreneurship bases such as Cloud Valley.

Future direction

To build "three zones and one bridgehead": a comprehensive reform zone integrating openness and innovation in trade, investment, finance and science and technology; a risk pressure test zone for the open economic system; a pilot zone to accelerate the transformation of government functions and enhance governance capacity; and a bridgehead for enterprises to go global.


2. Xiamen Torch Development Zone for High Technology Industries

Xiamen Torch Development Zone for High Technology Industries (referred to as "Xiamen Torch High-Tech Zone") was approved by the State Council in 1991 as one of the first national high-tech zones and is one of the three national high-tech zones named "Torch". It has received 18 national-level titles, including National High-Tech Products Export Base, National Base of Technological Cooperation and Exchanges with Taiwan, National Innovation and Entrepreneurship Base for Outstanding Overseas Talents, and National Demonstration Base for Mass Entrepreneurship and Innovation. It is the core area of the Fuzhou-Xiamen-Quanzhou National Demonstration Zone for Independent Innovation. Over the past 30 years, it has become the main engine of innovation-driven development, the primary platform for innovation and entrepreneurship, the gathering place for high-tech enterprises, and the main carrier of Xiamen's trillion-yuan industrial chain (clusters).

Based on the principle of "developing high technology and realizing industrialization," Xiamen National Torch High-Tech Zone implements a "one zone, multiple parks" cross-island development strategy. It has built multiple industrial development platforms, including Torch Park, Xiamen Software Park (Phases I, II, and III), Xiamen Innovation and Entrepreneurship Park, Tongxiang High-Tech Industrial Base, and Torch (Xiang’an) Industrial Zone. The focus is on developing and strengthening industrial chains (clusters) such as flat panel display, computer and communication equipment, electrical appliances, semiconductor and integrated circuits, and software and information services. Additionally, it focuses on emerging industries such as artificial intelligence, new energy and new materials, the Internet of Things and industrial Internet, and pharmaceuticals and smart health.

Standing at the new starting point of high-quality development, Xiamen Torch High-Tech Zone is seizing the opportunity of building the BRICS PartNIR Innovation Base, fostering new opportunities, and striving to build the high-tech zone into a demonstration area for innovation-driven development and a pioneer area for high-quality development.

(II) 3+2 key industries

Key Industry I: Mechanical Equipment

(I) Aviation Maintenance and Manufacturing

The aviation maintenance and manufacturing industry in Huli District is primarily concentrated in the Aviation Industrial Park, which is currently the only aviation industrial cluster in the city. The park hosts 10 above-scale industrial enterprises, including Taikoo (Xiamen) Aircraft Engineering, Taikoo Engine Services, and ST Aerospace, with an annual output value of approximately 13 billion yuan.

The aviation maintenance industry has developed a comprehensive structure focused on major aircraft structural maintenance, supported by engine maintenance, aviation electrical systems, other aircraft component repairs, aircraft parts manufacturing, and aviation technical training. It has grown into a leading one-stop aviation maintenance industrial base in the country.

(II) Automotive Parts Manufacturing

The automotive parts manufacturing industry in Huli District has an annual output value of approximately 4.7 billion yuan, with a solid foundation in key technologies such as intelligent driving and smart parking.

An industrial cluster has formed for the manufacturing and R&D of automotive parts. Companies like TungThih Electronic, SongChuan, Ruihe Electronics, TPK Holdings, GSEO and Bourns produce automotive products such as parking sensors, relays, automotive wiring harnesses, sensors, in-car smart displays, and camera lenses, which supply renowned international and domestic brands such as BMW, Tesla, Ford, and Changan. The King Long Coach R&D Center employs nearly 500 professional R&D personnel in fields such as complete vehicle design, chassis, electronics, automotive electronics, and intelligent networking. The center houses a key provincial laboratory for new energy vehicle enterprises and a post-doctoral research station, with an annual production capacity of 15,000 medium and large buses and 50,000 light buses. The Smart Transportation Industrial Park focuses on developing the transportation information and intelligence technology industry and has attracted more than 10 enterprises specializing in new energy and "Internet+" technologies.

The Santa SE Electric Vehicle Eco-Park is the first new energy vehicle eco-park in China. It centers on power battery online detection technology and leverages the strong R&D capabilities of CATL (Contemporary Amperex Technology Co., Limited). The park focuses on overcoming the technical challenges of online detection for new energy vehicle batteries and integrates the R&D of power battery technology, a power battery big data center, battery testing, and after-sales service for new energy vehicles.


Key Industry II: Electronic Information

(I) IC Design

Integrated circuit companies are primarily concentrated in the Cross-Strait IC Industrial Park, leveraging public service platforms such as the Xiamen IC Product Bonded Trading Center, IC R&D, Design and Test Center, Cross-Strait (Xiamen) Micro and Nano Electronics Research Institute, IC Crowdsourcing Space, Free Trade Zone IC Design Business Incubator, and IC Industry Talent Training Center. There are currently about 160 enterprises with an annual output value of approximately 1.1 billion yuan. 

The park hosts 16 national high-tech enterprises and 10 enterprises under the Xiamen "Double-Hundred Plan" talent program. It includes two experts who receive special allowances from the State Council. In 2017, the park was recognized as a municipal-level science and technology enterprise incubator. In 2019, it began preparations for establishing a National "Corefire" Entrepreneurship and Innovation Base and was recognized as a national-level science and technology enterprise incubator in January 2021.

(II) Software and Information Services

Huli District's software and information services industry includes digital content focusing on animation and games, and digital services focusing on internet platforms and data services. There are 35 above-scale software information enterprises with an annual revenue of approximately 2.8 billion yuan, accounting for 7% of the city's total revenue and ranking third in the city.

The district is home to one of the top 100 internet companies in China, one national-level “small-giant enterprises” with specialized high technologies, one provincial-level "future unicorn" enterprise, two provincial-level "gazelle" enterprises, and six key listed backup enterprises, primarily concentrated in the Huli Innovation Park and surrounding areas.

Computer, and Communication Equipment, and Flat Panel Display

Relying on parks such as Torch Huli Innovation Park, Startup Park, and Information Photo-electronic Park, Huli District focuses on developing the computer and flat panel display industries. Major companies include Dell, Inspur, TPK, and TPK Touch Solutions. 


Key Industry III: Commerce, trade and logistics

(1)Commerce and trade

The district ranks first in the city in terms of total volume and second in terms of incremental volume, accounting for 37% and 28% of the city's totals, respectively. Huli District is home to three Fortune 500 groups specializing in bulk trade: Xiamen ITG, Xiamen Xiangyu, and Xiamen C&D. In 2021, the combined sales scale of the 18 subsidiaries under these three groups reached 702.1 billion yuan, accounting for 66.6% of the district's total, driving a 22 percentage point increase in total district sales, contributing 70% of the district's growth.

Large Trade Economy: In 2021, the wholesale and retail sales accounted for 37% of the city's total, with a steady increase in total volume and continuous growth in market scale. Well-Developed Commercial Zones: Huli District has nearly 20 large shopping centers and supermarkets, including Sea World, DerLook, Sam's Club, and One Park, enhancing consumer influence and reach. Optimized E-commerce Environment: The district hosts well-known e-commerce companies such as S.cn, Anport, and Hengan E-commerce, attracting cross-border e-commerce giants like Amazon, Shopee, and Alibaba AliExpress.

(2)Logistics

Huli District's strategic location offers outstanding logistics hub advantages, with Gaoqi International Airport and Xiamen Port's main production berths located within the district. It is one of the four national-level international shipping centers and pilot cruise home ports, with aviation and maritime routes covering the globe. During the 13th Five-Year Plan period, Gaoqi International Airport's route network covered Europe, North America, and Oceania, reaching Southeast Asia, Northeast Asia, and Hong Kong SAR, Macao SAR, and Taiwan Province. It ranked fifth in the country for international passenger transit volume, becoming an international aviation transit hub with high global connectivity. Xiamen Port continued its high-quality development, continuously optimizing its port layout and infrastructure, and expanding its shipping network.

Strategic Emerging Industrial Cluster I: Financial Services

Huli District is home to 355 financial enterprises, including 16 domestically listed companies, 9 overseas listed companies, and 11 companies listed on the New Third Board. The district has 45 backup listed enterprises. Numerous fund projects, such as the CICC Fund Series, National SME Fund Sub-Fund, Yealink Kaitai, and the Tsinghua Fund Series, have been established in the district. Gudishi Fund Town has hosted over a thousand inspection and research teams and houses around 300 investment enterprises. The first phase of the Cross-Strait Financial Center's Huli Area has attracted high-level financial projects such as China Life, CICC Capital, JD Digits, and Century Securities. The second phase, Winland International Financial Center, has topped out and is entering the exterior decoration phase, with investment promotion ongoing. Financial institutions in the Free Trade Financial Center fully leverage the advantages of first-mover policies, demonstrating good clustering momentum, accelerating innovation, and developing a strong foundation for special funds.

Strategic Emerging Industrial Cluster II: Cultural Tourism and Creativity

Huli District's cultural industry has experienced nearly a decade of strategic layout and rapid growth, with the revenue of above-scale cultural enterprises growing at an average annual rate of 23% over the past five years. The district boasts 2 national-level and 7 provincial-level cultural industry demonstration bases, forming more than 20 industrial parks or clusters in categories such as film and television, arts, design, digital content, and cultural tourism integration. Huli District's tourism industry is poised for development, with significant tourism infrastructure projects like the Straits New Coast, Wuyuan Bay Yacht Harbor, and International Cruise Center being completed successively. Overall, Huli District's culture and tourism sectors are entering a new stage of high-quality, branded, and integrated development.

Characteristic industries: construction

Priority is given to the development of excellent construction enterprises, the introduction of housing building and municipal construction enterprises with special and first-class qualifications, as well as Grade A-qualified design, survey, supervision and construction-related supporting service enterprises, and the building of a construction and installation enterprise industry chain centered on large general construction contracting enterprises.

(III) Space for investment promotion

1. Cross-strait Financial Center Huli area

Project overview

Located in the northeastern part of Xiamen Island in an area of 3 sq.km, it is a gathering place dominated by emerging financial industry with complete infrastructure and public facilities.

Target enterprises for investment promotion

Banking, securities, futures, funds and insurance industries, local financial organizations, trading venues, Internet finance, corporate headquarters of financial supporting service institutions

Phase I:

A total of 10 plots of land have been transferred, among which five projects have been completed and put into use, including ITG Financial Center, Haixi Financial Plaza, Dingfeng International Plaza, Yunxi Vanke Center, and Tiandi Financial Harbor.

(1) Dingfeng International Plaza

With a coverage area of 12,000 sqm and a planned gross floor area of about 115,000 sqm, the project consists of one 34-storey Grade A office building and one 5-storey commercial shopping center.

(2) Haixi Financial Plaza

Invested and established by Xiamen Baocheng Zhonghua Real Estate Co., Ltd., this project has a coverage area of 10,700 sqm and a planned gross floor area of about 116,000 sqm, and is positioned for Grade A office building and high-end commercial facilities.

(3) ITG Financial Center

With a coverage area of 24,300 sqm and a planned gross floor area of about 250,000 sqm, the project consists of two towers and one podium building, positioned for Grade A office building and high-end commercial facilities.

(4) Yunxi Vanke Center

With a coverage area of 18,000 sqm and a planned gross floor area of about 200,000 sqm, the project consists of 6A Grade A office building, MOBO office building, commercial consulate, corporate buildings and high-end commercial facilities.

(5) Tiandi Financial Harbor

With a coverage area of 10,800 sqm and a planned gross floor area of about 83,000 sqm, the project consists of one Grade A office building and one commercial podium building.

Phase II:

In an area of about 0.6 sq km, construction is being pushed forward with all efforts. Jinyuan Group, Yinglan Center, Xiamen Bank, and Yango Longking have been introduced. It is planned to introduce high-quality financial and similar financial enterprises and financial innovation projects to contribute to the formation of financial clustering effects and benefits in the area.

Yinglan Center

As one of the first batch of projects settled in the core area of Wutong Financial and Commercial Zone, this project covers a coverage area of about 37,000 sqm and a gross floor area of 320,000 sqm, and is proposed to be built into a landmark financial building in Xiamen that integrates high-end office building, luxury hotel, serviced apartment and shopping center.

Phase III (including Gateway of Xiamen):

Located to the east of East Huandao Road and south of Xiang'an Tunnel, the project has a coverage area of about 200,000 sqm. It is planned to build a seven-star platinum hotel and an international cultural and art exchange center, which will become the new name card of Xiamen.

(6) IAT Financial Center

Project Total Construction Area: 94,457.31 square meters; Above-Ground Construction Area: 64,394.17 square meters. The project plans to include a variety of functions such as the Huachen International Auction House, an art exhibition center, high-end business offices, and a small independent commercial mall. With art as its core spirit and high-end business as its texture, it aims to elevate the artistic taste of the business district.

2. Eastern science and innovation industrial park

(1) Zhonglun Science and Technology Innovation Industrial Park

Project overview

Located on the west side of the lakeside reservoir and on the north side of the Zhonglun Park PKU Biopark, the project is a new industrial park centered on service of cultivating science and innovation industries, which integrates science and technology R&D and innovation and entrepreneurship functions. It has a total coverage area of about 4.4 hectares and a gross floor area of 175,000 sqm.

(2) Malian Science and Technology Innovation Park
There are 6 pieces of industrial land available for development, with a total coverage area of about 10 hectares and a gross floor area of 450,000 sqm.

 

3. Xiamen International Cruise Ship Home Port

Project overview

The project has a coverage area of 47.1 hectares and a floor area of 1 million sqm. The Western Bay Cruise City is the initial project of Xiamen International Cruise City. With a total coverage area of 163,300 sqm and a floor area of 794,000 sqm, it was jointly developed by the century-old China Merchants Group and Xiamen Port Holding Group and comprises office buildings, commercial facilities, five-star hotels, apartment-style hotels, cultural facilities, terminal buildings, etc.

Target enterprises for investment promotion

The introduction of high-end hotel cluster, cruise center, high-end commercial center, cruise economy and port-related industries, financial service, modern logistics, corporate headquarters, etc.

4. Huli Advanced Manufacturing Base

5. Huli Innovation Park

Project overview

It is located in Wuyuan Bay Area, north of Xiamen Island, with a total planned coverage area of 180 hectares and a gross floor area of about 2.6 million sqm. There are currently over 6,000 enterprises and 63,000 employees in the park.

Target enterprises for investment promotion

Mobile Internet, Internet of Things, e-commerce, creative design, artificial intelligence, big data R&D settlement and other innovative enterprises

The park has three main features:

First, a collection of innovative enterprises: The park has now gathered 5,826 enterprises of various types, including 13 listed enterprises and 1,910 mobile Internet enterprises.

Second, a galaxy of innovative talents: There are 63,000 people employed in the park, including 15 talents of "Double-Hundred Talent Plan".making it a focus area for talent entrepreneurship in Huli District. The park also provides 1,068 suites of talent housing and public rental housing as the first batch.

Third, an active innovation economy: The park has shown a sustained sound growth in its economy in recent years, with the main revenue of 45.8 billion yuan and tax revenue of 1.335 billion yuan from January to December 2023.

6. Wuyuan Bay Operation Center

Project overview

Located on the east side of the island trunk road and the west side of Suiding North Road, the project provides operations of corporate headquarters, financial offices and comprehensive business.

Introduction of financial services, corporate headquarters, etc.

7. Characteristic industrial cluster

(1) Smart Transportation Industrial Park

Project overview

The project is located at No. 5-11 Huatai Road, Huli District, with a coverage area of 25,418 sqm and a gross floor area of 40,738.83 sqm (plant buildings 13#-16#). The project plans to introduce enterprises in the fields of car-hailing service, online freight, driverless, smart transportation and industry-related flexible employment platforms in the park, and deepen cooperation in the segments of 5G and smart city, smart transportation and Internet of Vehicles, and build smart roads and vehicle-road coordination operation platform. Moreover, it will promote technological innovation, product R&D and application promotion in Xiamen, and facilitate the clustering of the 5G intelligent networked automobile industry in Xiamen. It will be built into a pilot demonstration zone for national strength in transportation, pioneering in the country to build an intelligent transportation industrial park featuring a whole chain and integrated development.

(2) Cross-strait IC Industrial Park

Project overview

The project is located within Jinmei Yuantong Storage and Logistics Park in the north of the airport and has a usable area of about 80,000 sqm. The park is designed with six major sectors, i.e. Xiamen IC product bonded trading center, Xiamen IC R&D, Design and Test Center, Cross-strait (Xiamen) Micronano Electronic Research Institute, Xiamen IC Crowd Innovation Space, Xiamen IC Crowd Innovation Space, Xiamen Free Trade Zone IC Design Enterprise Incubator and Xiamen IC Industrial Talent Training Center, with an aim to develop the IC “Silicon Valley of Xiamen”.

(3) Goodstone Fund Town

Project overview

The project is located in the lakeside reservoir area in a total gross floor area of about 60,000 sqm, and is equipped with complete commercial and living supporting facilities. Initiated by the Xiamen Municipal Financial Regulatory Bureau and jointly supported by the Administrative Committee of Xiamen Area of China (Fujian) Pilot Free Trade Zone and Huli District, the project is the first city-level fund town in Xiamen and the first in the city to combine FOFs, private equity, and private securities investment funds.

(4) Platform Economy Industrial Park

Project overview

Located at No. 98 Hetongli, Huli District and with a project area of 11,468.33 sqm, the project is jointly built by Huli District and the Free Trade Zone Commission. The industrial Park is committed to building a one-stop service platform for platform digital economy, comprising government service and regulatory digital platform, enterprise operation digital platform, third-party digital service platform, etc. It has now attracted 7 platform enterprises to settle in, including DFJ, New Solar Technology, BRICS Cloud, Xinpayroll Technology, Jincai Tengyun and Yidalai.

8. Community development land

Project overview

Efforts are made to promote the development and construction of land reserved for the collective development of "village to residence" communities, mainly to build commercial, office, hotel and supporting apartments.

Spatial distribution of community development land (total coverage area: 850,000 sqm)

(1) Zhongzhai Community Development Center Project

The Zhongzhai Community Economic Union plans to invest in the Zhongzhai Community Development Center. The project is located north of Fanghu North Second Road, adjacent to Zhongzhai West Third Road on the west, Jinshan Road on the east, and Xiazhong Second Road on the south, near the Shuangshi Middle School Station on Metro Line 3 and Shuangshi Middle School BRT Station. The land area is approximately 28,582.7 square meters, the building area is 175,190 square meters, and the total investment is estimated at 800 million yuan. The center will integrate commercial, office, public welfare, and hotel functions.

(2) Weili Community Development Center Project

The project is located in the 06-08 Wuyuan Bay area of Huli District, southeast of the intersection of Fanghu North Second Road and Yunding North Road, near the Innovation Park Metro Station and Shuangshi Middle School BRT Station. The total land area is 13,016.55 square meters, with a total building area of 81,737 square meters, and the total investment is estimated at 395 million yuan. The project will construct a high-rise public complex, including commercial spaces, hotel accommodations, apartments, and bus station facilities.

(3) Jiangcun Development Center Phase II

The Jiangcun Community Development Center (Phase II) project is located in the Xinglong area of Huli District, northwest of the intersection of Taiwan Street and Jiangtou South Road, east of Jiangtou Park. The project began construction in May 2021 and is expected to be completed by 2025. The total investment is estimated at 170 million yuan, with 2,200 members of the Jiangcun Community Economic Union raising 37 million yuan, and the remaining 136 million yuan financed by a bank loan. The total land area is 5,718.446 square meters, and the total building area is 48,150 square meters, of which 35,928.28 square meters are above ground and 12,221.72 square meters are underground. There are a total of 315 parking spaces (26 above-ground and 289 underground). The project is expected to generate annual operating income of over 20 million yuan.

9. Area along Huli Rail Transit

Project overview

Huli District has 23 metro stations along Metro Lines #1, #2, and #3, with a total line length of about 32 km, making it the district with the largest number of stations, the longest lines, and the highest metro infrastructure density among all districts in Xiamen. By sorting out the existing public buildings and transportation in the wave of rail development and construction, priority will be given to building new business districts and increasing supporting public buildings in combination with the rail network.

10. BRICS Digital New City

The BRICS Digital New City is a key vehicle for Huli District's proactive undertaking of major national missions. With support from the CPC Xiamen Municipal Committee and Municipal Government, Huli District is collaborating with China General Technology and other BRICS Industry Innovation Alliance members to develop three major clusters: the BRICS PartNIR Innovation Headquarters, BRICS Digital Industrial Intelligence Valley, and BRICS TOD Comprehensive Development Project. Additionally, a BRICS Industry Fund with a scale of 10 billion yuan has been established to support the BRICS PartNIR Innovation Base projects.

(1) BRICS PartNIR Innovation Headquarters

Project Overview

Located in the Wutong Business Area of the Cross-Strait Financial Center, the project covers a total building area of 262,000 square meters with an estimated total investment of 5.5 billion yuan. Huli District will collaborate with China General Technology Group and other BRICS Industry Innovation Alliance members to develop the project under the principles of "consultation and joint construction" and adopt an integrated investment-construction-operation model. The main industries will be technology, culture, trade, and modern services, aiming to create a 10-billion-yuan industrial cluster and a model for global BRICS cooperation. The project is planned to be operational in the second half of 2027.

(2) BRICS Digital Industrial Intelligence Valley

Project Overview

The project plans to construct three science and technology innovation parks in the areas of Hubian East Reservoir, Zhonglun, and Macuo Lianshantou, focusing on professional innovation accelerators centered on digital industry and intelligent manufacturing. The land area is 305,000 square meters, and the building area is nearly 1 million square meters. The first phase of the project has a total investment of approximately 1.8 billion yuan, with a planned building area of 226,000 square meters. It will adopt a model where enterprises first lease the intended purchase area and later purchase it once they meet the purchasing qualifications. Customized construction can be provided based on the operational needs of the enterprises. The project is expected to be operational in the second half of 2026.

(3) BRICS TOD Comprehensive Development Project

Project Overview

As one of the districts with the highest metro station density in the country, Huli District will launch 17 TOD (Transit-Oriented Development) comprehensive development projects, five of which are part of the BRICS Digital New City. The project will use rail transit as the guide and incorporate elements from BRICS countries to introduce resources from the digital economy, digital film and television, cultural creativity, and cultural tourism and health industries, creating a "BRICS community on the metro.” Current plans include projects such as Wutong Station·BRICS International Financial Center, Wuyuan Bay·BRICS Reception Hall, Dongzhai·BRICS PartNIR Innovation Headquarters, Caitang·BRICS International Talent Base, and Mucuo·BRICS Digital Creative Base. Investment promotion is underway, particularly targeting enterprises with comprehensive development capabilities.

11. Aerospace Human Resources Industrial Park

Project Overview

The Aerospace Human Resources Industrial Park is jointly promoted by the Administrative Committee of Xiamen Area of China (Fujian) Pilot Free Trade Zone, the People’s Government of Huli District, and the Xiamen Development and Reform Commission. The park is constructed and operated by the state-owned enterprises China Aerospace Science and Technology Corporation and China Aerospace Science and Industry Corporation, through their subsidiaries Aerospace Talent (Xiamen) Technology Co., Ltd. and Xiamen Aerospace Information Co., Ltd.

Planned and constructed according to the standards of a national-level human resources industrial park, it adopts a comprehensive operation model characterized by “government leadership, market orientation, aerospace characteristics, and complementary advantages.” The park aims to create a digital and intelligent modern human resources service industrial park that seamlessly integrates online and offline operations. It focuses on developing "two parks, one center, and four bases," dedicated to establishing a human resources industrial park with aerospace characteristics.

"Two parks" refer to the cloud-based human resources service platform leveraging advanced talent management systems, and the offline human resources eco-park; "one center" refers to the full-chain digital human resources service shared center; "four bases" refer to the high-end talent training base, classified exam proposition base, aerospace talent archive management base, and industry-education integration training base.

The park actively attracts technological enterprises, leading companies, military-industrial enterprises, innovative enterprises, and specialized enterprises in the human resources industry to build a digital and intelligent human resources platform, promoting the coordinated development of the physical industrial park and the digital industrial park. In the domestic market of hundreds of human resources industrial parks, it has established a unique aerospace and military industry characteristic human resources industrial cluster and a high-end equipment manufacturing skills and technology talent training base.

The industrial park is located at 10 Yuehua Road, Xiamen Area of China (Fujian) Pilot Free Trade Zone, in the Lianfa Yue 10 Space. The office area is approximately 13,000 square meters, equipped with 178 underground and ground parking spaces. The surrounding area has an agglomeration of industrial parks, creating a favorable industrial atmosphere. The park will host enterprises engaged in human resources services, R&D and technical services, information technology services, cultural and creative services, logistics support services, leasing services, certification consulting services, broadcasting and film services, business support services, and construction labor services. Additionally, commercial amenities such as restaurants and diners will be introduced.

Development Positioning

The park adheres to a people-oriented approach, using the park as a carrier and motivation to promote the main idea of local economic reform and development. It aims to cultivate leading human resources service enterprises, meet Xiamen's high-quality talent needs, drive the digital and intelligent transformation of urban human capital, and build a digital service platform for the strategic synergy of human resources and urban development. This effort will support Xiamen in becoming a national benchmark city for the digital and intelligent development of human resources.

By leveraging the operation of the industrial park, Xiamen aims to become a strategic highland for human resource management services in Southwest Fujian coordinated development zone and across the country. The park will explore a development-oriented approach to industry-education integration, achieving the organic combination of industry, education, research, and learning. It will create a dual-track pathway for human resources training and the industrialization of human capital needs, and seek and construct human resources solutions for Xiamen's modern industrial system.
