I. Overview
Huli District is Xiamen's central urban area. In recent years, it has been recognized with numerous accolades, including National Top 100 Industrial Districts, National Top 100 Innovative Districts, National Top 100 Districts for High-Quality Economic Development, National Ecological Conservation Demonstration Zone, National Model Zone for Resource Conservation and Intensive Land Use, National Zone for Balanced and High-Quality Compulsory Education Development, and National Top 100 Districts for Comprehensive Tourism Strength. Leveraging the synergistic advantages of multiple zones, including the Free Trade Zone, Torch Hi-Tech Zone, National Independent Innovation Demonstration Zone, and National Import Trade Promotion and Innovation Demonstration Zone, the area sees a high concentration of foreign investment.
Huli District is accelerating the development of its "3+3+N" modern industrial system, i.e., 3 pillar industries (electronic information, high-end equipment, and commerce and logistics); 3 strategic emerging industries (new energy and new materials, financial services, and cultural and creative tourism); and several future industries (low-altitude economy, biopharmaceuticals, among others).
II. Industrial Orientation: Key Industries and Distinctive Sectors
(I) High-end Equipment
The district focuses on developing aviation maintenance, new power system equipment, and intelligent connected vehicle parts.
Representative Enterprises: Taikoo (Xiamen) Aircraft Engineering, Taikoo Engine Services, ST Aerospace.
(II) Electronic Information
The district focuses on developing computers and communication equipment, new displays, integrated circuits, and smart terminals.
Representative Enterprises: TPK, Dell, EOCHIP, YUGUO.
(III) Commerce and Logistics
The district focuses on advancing key areas, including trade promotion, commercial ecosystem, and consumer demand. Capitalizing on opportunities from the import demonstration zone construction, priority development will be given to bulk trade while encouraging leading enterprises to accelerate the improvement of the bulk trade network systems.
Representative Enterprises: ITG Holding, XMXYG, C&D Group, and Xiamen Port Holding Group.
(IV) Financial Services
The district expands financial industry scale through equity investment funds, financial leasing, and export credit insurance, while developing fintech, inclusive finance, and digital financial services. It leverages Wutong Financial Business District, Goodstone Fundtown, Free Trade Financial Center, etc., to build regional financial headquarters clusters.

(V) Cultural and Tourism Creativity
The district focuses on driving deep integration with sectors such as film, music, fashion, and intangible cultural heritage.
Representative Projects: Wuyuan Bay Provincial Tourism Resort, Xiamen International Cruise Home Port, Hisilk Artwork Center, Amoy International Yacht Banquet, and Baixiang Wutong Strait New Shore.
(VI) New Energy and New Materials
In new energy, the focus is on developing new power equipment, next-generation photovoltaic cells and modules, and electrochemical energy storage system solutions; in new materials, it leverages Golden Egret Special Alloy to develop advanced functional materials.
Representative Projects: Sunrise-PVK Perovskite, Golden Egret Advanced Ceramic Metal Cutting Solutions Engineering Center.
(VII) Construction Industry
The district focuses on attracting top-tier and first-class general contracting construction companies, as well as Grade A design, survey, and supervision support enterprises, etc., to build an industry chain centered on large-scale construction general contractors.
Representative Enterprises: CSCEC Fourth Engineering Bureau, CCCC Third Harbor Sixth Engineering, Fujian Leixin Group, Fujian Sanjian Engineering, and Lubanyuan Group
III. National-Level Key Investment Spaces
(I) Cross-Strait Financial Center Huli Area
It will be transformed into a hub with complete infrastructure and public facilities, focusing on headquarters economy and emerging financial formats. Efforts concentrate on attracting headquarters of financial and quasi-financial institutions, regional headquarters, renowned enterprises, and internationally prominent fintech companies, with particular emphasis on establishing benchmark clusters for licensed financial institutions such as banks, securities, and insurance firms, as well as leading financial service providers.
(II) BRICS Digital New City
A key hub for Huli District to undertake the construction of the BRICS PartNIR Innovation Center, jointly developed with members of the Industrial Innovation Alliance of BRICS PartNIR Innovation Center, including China General Technology, with a 10-billion-yuan BRICS industry fund established.
Three Major Clusters:
1. BRICS PartNIR Innovation Headquarters: This area prioritizes technology as its core industry, culture as a key sector, trade as its foundational industry, and modern services as supporting industries, aiming to build a ten-billion-yuan industrial cluster and establish a global BRICS cooperation model.
2. BRICS Digital Industrial Intelligence Valley: The project plans to construct three science and technology innovation Industrial parks, including the phase I and phase II projects of the BRICS Digital Industrial Intelligence Valley and the Zhonglun Park, focusing on professional innovation accelerators centered on the digital industry and intelligent manufacturing.
3. BRICS TOD Comprehensive Development Project: The project will use rail transit as the guide and incorporate elements from BRICS countries to introduce resources from the digital economy, digital film and television, cultural creativity, cultural tourism and health industries, etc., creating a "BRICS community on the metro."
IV. Key Investment Spaces at Municipal & District Levels
Huli District hosts key municipal-level investment spaces, including the Xiamen Cross-Strait IC Industrial Park, Xiamen Cross-Border E-Commerce Industrial Park, Xiamen Innovation Smart Industrial Park, Goodstone Fundtown, and Xiamen International Cruise Home Port, as well as district-level key investment spaces such as the Smart Transportation Industrial Park, Huli Innovation Park, and 15 community land development projects.
