As one of the four major international shipping centers of China and an important hub port of container transportation, Port of Xiamen has 147 domestic and international trading routes reaching 43 countries and 139 ports, with a container throughput of over 10 million TEUs, ranking the 7th in China and the 14th in the world.

The first trial railway of China Railway Express(Xiamen) – SSTL starts here. Three international cargo transportation trunk lines leading to Europe,Central Asia and Russia have been open for traffic, providing access to 34 cities in 12 countries. The combined transport of seaway and rail way from Hong Kong, Taiwan, Thailand, Vietnam and other Southeast Asian countries has been realized to ensure the seamless connection between "belt" and "road".

Taking up 2.5% of the city's land area, Xiamen Area of China (Fujian) Pilot Free Trade Zone (“Xiamen Area”) contributes 13.6% of the regional GDP, 9.86% of local tax revenue, 30% of foreign trade imports and exports, and 46.6% of contracted foreign investment.

III. Industrial Orientation

(I) Aviation Service

1. Development foundation

Xiamen is the largest global "one-stop" aviation maintenance base in China, with a collection of 20 professional aviation service enterprises, including Taikoo (Xiamen) Aircraft Engineering, TEXL, ST Aerospace and Honeywell. It is capable of maintenance of engine, aviation electric and other aircraft parts, manufacturing of aircraft parts and training of aviation technology, forming an aviation maintenance industry cluster featuring complete category, advanced technology and high added value.

(II) Shipping and Logistics

1. Development foundation

Xiamen is one of the four major international shipping centers nationwide and a logistics center city in the southeast of China. The Port of Xiamen operates a total of 153 container liner routes, including 106 international routes (55 routes for countries along the Maritime Silk Road). There are currently 176 productive berths, including 76 of above 10.000 tons. Ranking 7th nationwide and 14th worldwide in terms of container throughput, the Port of Xiamen serves as a comprehensive hub for direct exchanges between Chinese mainland and Taiwan. The Kinmen-Xiamen Mini Three Links hit a new record in passenger traffic in 2019, amounting to 1.82 million people that accounted for 20% of those to and from the strait. The accumulated passenger traffic volume has reached 19.69 million.

(III) Financial Leasing

1. Development foundation

Xiamen Area serves as an important financial lease cluster in China and the largest second-hand aircraft lease cluster. It has introduced a total of 442 financial leasing enterprises, covering aircraft, ships, automobiles, large medical equipment, construction machinery and production equipment. A total of 77.6 billion yuan of leasing has been carried out, bringing in a total of 125 leased aircraft and 16 ships. Also, there are two domestically influential aircraft leasing companies headquartered in the area, i.e. Xiamen Aircraft Leasing and Xiamen Airlines Aircraft Leasing. November 2019 saw the settlement of ARJ21, Xiamen's first homemade leased aircraft, in Xiamen Area.

Bonded leasing is carried out, allowing aircraft, ships and marine engineering structures and other large equipment to be transited to other places for delegated supervision;

Financial leasing enterprises are not subject to the minimum capital limit for setting up SPV companies such as single aircraft and single ship;

Financial leasing companies are encouraged to carry out the securitization of assets held under financial leasing;

Cross-border financial leasing group enterprises that meet the requirements may apply for the establishment of cross-border capital pools of local and foreign currencies;

Financial leasing companies and finance leasing companies in the area are allowed to charge foreign currency rents for financial leasing (if more than 50% of the funds for purchasing the leased property come from their domestic foreign exchange loans or foreign currency foreign debts).

(IV) Supply Chain Innovation and Application

1. Development foundation

In July 2021, Xiamen was included in the top 10 supply chain innovation and application demonstration cities in China; four enterprises, namely C&D, ITG, Xiangyu and Linde Forklift Truck, were selected as national supply chain innovation and application demonstration enterprises; China (Xiamen) Supply Chain Innovation Center and C&D’s "LIFT Supply Chain Service System" were selected by the Ministry of Commerce as the first batch of typical experiences and practices of supply chain innovation and application to be replicated and promoted nationwide. Xiamen is now home to three Fortune Global 500 companies specializing in supply chain business, including C&D, ITG and Xiangyu, as well as a number of leading supply chain companies such as Linde Forklift Truck, Justsun, Frozen Goods Online, China Green, Luyan Pharma, Dell and Holder, providing supply chain services for hundreds of thousands of enterprises. The commodities and derivatives industry has reached trillions of yuan in output value, becoming a leading player in the supply chain of commodities such as metals, coal, textiles, rubber and grain.

(V) Cross-border E-Commerce

1. Development foundation

With the aggressive advancement in the construction of cross-border e-commerce pilot zone, Xiamen Area has formed a cross-border e-commerce ecosystem featuring an online cross-border e-commerce public service platform and multiple offline cross-border e-commerce industrial parks with distinctive characteristics in Zhaishang, airport, Xiangyu and Haicang, etc. It has implemented business models such as “1210” bonded stock, “9610” export duty-free without refund, and cross-border e-commerce B2B export pilot, gathering a number of leading enterprises such as Amazon, JD, Cainiao, Shopee, Cifnews, and Sailvan, thus forming the cross-border e-commerce industry characteristics mainly for export and both for Taiwan.

1. Development foundation

Capitalizing on the advantage of "bonded +" of the Pilot Free Trade Zone, Xiamen Area has developed a platform of featured cultural arts and crafts with 2,000+ cultural enterprises gathered. It has also developed the Blanc Sharing Bonded Art Platform, the first large-scale bonded art expo in China. It has also taken the lead in introducing wholly Taiwanese-owned performing arts agencies such as Dow Culture and Sun Orange, and has held four consecutive sessions of the China Publication Exhibition Tour in Southeast Asia. A number of film and television productions, such as The Peranakan An Untold Story by ONE MEDIA and Beautiful Nanyang by DanXi Pictures, have been successfully promoted worldwide to be broadcasted in Hong Kong area, Singapore, countries along the Belt and Road and mainstream media in Europe and America.

Ever since being awarded as the first batch of national cultural export bases in June 2018, Xiamen Area has exerted the exemplary and leading role of national cultural export bases and made active use of the policy advantages of the pilot free trade zone and the pilot projects for innovative development of trade in services to constantly accelerate the cultivation of new advantages of cultural trade in artworks, highlight the characteristics of cultural trade with Taiwan, and build a power engine and innovation highland for culture to go global. In November 2020, the Ministry of Commerce organized a comprehensive assessment of the work of the first batch of national cultural export bases in 2019, in which Xiamen base topped the list of functional bases by virtue of its unique features such as relatively high cultural export orientation, rapid development of cultural trade, and cultural exchange and trade with Taiwan.

(Ⅶ) IC Research, Development and Design

1. Development foundation

Xiamen Area takes full advantages of “the linkage of the pilot free trade zone and the national independent innovation demonstration zone” to build the core area of Xiamen National Xinhuo Platform for Innovation and Entrepreneurship and the cross-strait IC design industry cluster area. With an innovative IC industry chain bonded supervision model featuring "platform supervision + service", efforts are made to create a public service system for the whole industrial chain integrating "EDA tools, IC bonded R&D, failure analysis, wafer testing, IC product testing and certification, integrated supply chain services, and IC personnel training", and establish an all-round IC innovation and entrepreneurship ecosystem. There are currently more than 180 enterprises settling in the Innovation and Entrepreneurship Platform for Integrated Circuits, producing a value of about 1.4 billion yuan in 2020. In April 2019, it was approved by the General Administration of Customs to carry out the first innovation pilot project of bonded supervision of integrated circuits in China.

1. Development foundation

Xiamen ranks as China's second largest port for alcohol imports. It is the largest port for imported beer in China, imports the fifth-highest wine amount nationwide, and also acts as the import distribution center for brandy, whisky and other high-end spirits.

2. Development priority

To build an imported alcohol trading platform and a warehousing logistics center for imported alcohol, support financial services for the alcohol supply chain, accelerate the development of the imported alcohol industry cluster in Xiamen Area, and strengthen and expand the imported alcohol port in Xiamen.

International Aquatic Products Trading Platform

Xiamen International Aquatic Products Trading Platform is located in Mintai Center Fishing Port of Xiamen Area, with a total coverage area of about 182,000 sqm and a gross floor area of 178,000 sqm, making it the largest professional wholesale market of aquatic products in China. In 2019, the platform handled an annual turnover of 10 billion yuan in aquatic products, leading the country; and an annual turnover of 3 billion yuan in imported lobsters, topping the country. The platform also owns the main port of entry for Taiwan aquatic products, with rich categories of aquatic products for trade with Taiwan and extending nationwide.

Edible bird's nest platform

Centering on the goal of building a bird's nest platform with a "whole industry chain and new ecosystem", construction has currently been basically completed for the integrated platform for inspection, temporary storage and designated processing of imported raw-unclean edible bird’s nest (the "Integrated Platform") and the construction of Southeast Edible Bird Nest Capital Industrial Park. In July 2018, Xiamen Free Trade Area Yananju Industrial Co., Ltd., as a supporting processing plant of the Integrated Platform, was approved by the General Administration of Customs of China as the designated processing enterprise for imported raw-unclean bird’s nest, with an annual processing capacity of 250 tons that accounts for 94.3% of the annual processing share of enterprises in this batch approved.

Complete vehicle import

Berths 14# - 17# of Yuanhai Terminal, the world's first fully-automated terminal, are designated berths for complete vehicle import. There is an 8,000-square-meter complete vehicle import customs inspection and supervision site, a 28,000-square-meter complete vehicle import inspection and testing station, and a 30,000-square-meter complete vehicle storage yard at Yuanhai Terminal. Haitou Xiamen Import Automobile Trade Expo Center, consisting of bonded exhibition hall and non-bonded exhibition hall with a display area of 6,500 sqm, is a one-stop exhibition and trading experience place for imported automobiles covering both "bonded" and "non-bonded" business modes. With a capacity of accommodating 100 parallel imported automobiles for bonded display business, it provides one-stop trade-based display comprehensive services such as supply chain finance, logistics and customs clearance, after-sales, advertising and promotion, auto main activities, online platform inspection and delivery of cars.

(IX) Financial Services

1. Development foundation

Xiamen Area has kept on innovating in financial services and launched a series of measures to serve the development of real economy, such as MSME financing credit enhancement fund, new offshore international trade and private equity (securities) investment fund.

MSME financing credit enhancement fund

The MSME financing credit enhancement fund was set up in Xiamen to boost credit financing for micro, small and medium-sized enterprises (MSMEs). Valued 1.6 billion yuan from the management committees of the city and districts, and cooperative banks, this fund will help MSMEs obtain higher credit loans by providing credit enhancement services for them and appropriately lowering the threshold for bank loan review. It will help MSMEs to increase their credit and also confidence by reducing costs and risks, which is conducive to stimulating banks’ lending enthusiasm, reducing the potential problems of mutual insurance of MSMEs, and further easing their financing difficulties.

Holding the operational orientation of "policy-oriented and non-profit", the credit enhancement fund targets MSMEs city-wide and focuses on credit-type loans, with a maximum amount of 10 million yuan for a single entity, which can cover the quota needs of most MSMEs. Also, with the low rates, it will effectively reduce the financing cost of MSMEs and boost their production and development. By the end of 2020, nearly 2.7 billion yuan of credit loans had been provided to nearly 1,600 MSMEs, effectively alleviating the problem of "difficult, slow and expensive financing" facing MSMEs due to their lack of collateral.

New offshore international trade

In June 2021, the State Administration of Foreign Exchange officially issued the Reply of the General Affairs Department of the State Administration of Foreign Exchange on Supporting Xiamen in Developing New Offshore International Trade, making Xiamen one of the five provinces (cities under separate state planning) in China to launch new offshore international trade pilot projects.

The development of new offshore international trade is a symbol of a city’s improvement in its internationalization level and business environment, as well as the embodiment of its trade liberalization. As an export-oriented economic city, Xiamen has achieved a number of milestones in the offshore international trade development after three years of exploration, handled the fifth-highest business across the country, accounting for 6% of the national offshore trade foreign exchange revenue and expenditure. With the support of offshore international trade, Xiamen enterprises have been able to explore two resources and two markets at home and abroad, thus driving the dual circulation of domestic and foreign economy. As of June 2021, offshore trade has added nearly US$19 billion of foreign exchange revenue and expenditure business for Xiamen.

Private equity (securities) investment fund

Leveraging the pilot financial reform of the Free Trade Zone, Xiamen Area has pioneered the pilot projects of private equity investment fund, foreign-invested equity investment fund, and private securities investment fund. There are currently a total of 3,270 enterprises of equity investment, industrial investment and asset management clustered in the area, including 165 private equity fund managers registered with the association, accounting for 47% of the registered managers in the city. The Management Committee has invested and set up the Xiamen Free Trade Area Industrial Guidance Fund Phase I and Phase II, with a cumulative government guidance fund size of 3 billion yuan. A number of high-quality fund projects have also been introduced successively, such as China Culture Industrial Investment Fund Phase II, CICC Qirun, CITICPE, CMS Intretech, and GLP C&D Fund. The Management Committee and Huli District have also joined hands with the Municipal Financial Bureau to build the first municipal-level fund town, Goodstone Fund Town, in Xiamen and provide supporting policies to facilitate the whole process of private equity funds with high quality services.

Priority is given to development of new offshore international trade, private equity, equity investment, financial leasing, etc.

3. Special openness

Upon being approved by the State Administration of Foreign Exchange for developing new offshore international trade pilot, Xiamen becomes the fifth city nationwide to carry out the pilot project of the business, and thus enjoys facilitation in cross-border foreign exchange revenue and expenditure for various business formats of new offshore international trade (including but not limited to offshore resale, global procurement, entrusted offshore processing, overseas contracted project of third-country purchase of goods, etc.) This is very beneficial to enterprises to carry out outsourced design and processing of integrated circuits in Xiamen, group enterprises to set up global procurement centers, and supply chain enterprises to conduct offshore resale business.

Xiamen Area has been launching pioneering and pilot facilitation measures for cross-border capital flow management, where banks can provide better financial services for cross-border investment and financing of private equity funds riding on the cross-border fund facilitation policies. By virtue of its unique cluster registered address, tax sharing space with other areas and exclusive city-level fund town services, Xiamen Area provides convenient and high-quality services for private fund management teams outside the city.

(Ⅺ) High-end Manufacturing

1. Development foundation

The construction of advanced manufacturing leading projects such as Xiamen Tungsten ternary materials, AAC Technologies and PML Motors has led to the initial formation of a high-end manufacturing industry cluster dominated by precision electromechanics; oil deep processing projects such as Taiwan's Standard Foods sunflower seed oil and Bunge Oils Technology have also been introduced, initially forming the oil processing industry.

2. Development priority

Oil deep processing, precision electromechanics, new materials and new energy, biomedicine, robot design and development, artificial intelligence, etc.

3. Special openness

Foreign companies are allowed to be solely engaged in whole-vehicle manufacture of special vehicles and new energy vehicle;

Foreign companies are allowed to be solely engaged in edible oil processing, and are allowed to invest in processing of rice, flour and raw sugar, and deep processing of corn;

Foreign companies are allowed to be solely engaged in R&D, design and manufacture of rail transportation equipment.

IV. Important Platform Carriers

1、Xiamen Airport Comprehensive Bonded Zone (in preparation)

1) Overview

Lying within Xiamen Xiang'an New Airport Area, this project is proposed to sit in the south of Xiang’an District and North Airport Road of Dadeng Island, with a total planned area of 280.7 hectares. An industrial layout will be made centering on the construction goal of "five centers" by exerting advantageous industries and introducing special projects, so as to build a special customs supervision zone which is internationally competitive and innovative.

2) Planning scope and construction phases

The construction consists of two phases following the pattern of integrated planning, overall declaration, and step-by-step implementation. The total coverage area is 280.7 hectares, including about 209.3 hectares of fenced area. Phase I project includes the construction of the southern part of Lianhe, with a site area of about 107.4 hectares. Phase II involves the construction of the west side of Xiawu Village and the North Airport Road, with a planned area of 101.8 hectares. Part of the non-fenced area will also be planned to serve as a linkage development area, which covers an area of about 71.4 hectares.

3) Industrial planning

Xiamen Airport Comprehensive Bonded Zone (in preparation) will focus on aviation industries such as aviation maintenance manufacturing, international logistics and distribution, and business trade services, as well as high-tech industries such as next-generation information technology, intelligent equipment, science and education R&D. It will also serve the building of the BRICS Partnership on New Industrial Revolution Innovation Center and promote the superimposition of the Pilot Free Trade Zone and other special functional zones to achieve complementary advantages, resource sharing and win-win development.

4) Construction of start-up zone

The start-up zone sits in the southwest of Lianhe Area within the non-fenced area, and measures about 10 hectares. With a total investment of about 867 million yuan, the construction kicked off in January 2022, and involves a gross floor area of about 220,000 sqm, including about 176,00 sqm for plant buildings and 39,000 sqm for administrative office and living service land.

2. Digital Free Trade Zone

1) Development orientation

The construction of the Digital Free Trade Zone brings out the characteristics and advantages of Xiamen Area in trade, ports and openness, etc. This project consists of three zones built from the perspective of trade digitalization, industry digitalization and digital innovation services. First, the trade digitalization demonstration zone. It will give better play to the advantages of “bonded+” and other characteristics, and strivantages, resource sharing and win-win development.

2) Development goals

By 2025, the digital economy power will be significantly enhanced, with the basic formation of a secure and controllable industry chain, value chain and ecosystem of digital economy. The level of digital governance will be remarkably improved, featuring an expanding function and coverage of Xiamen International Trade Single Window, a significant enhancement of digital financial service carriers and service capabilities, and a continuous improvement of digital supervision. There will be increasingly deepened cooperation in the digital fields. The zone will pioneer in exploring the establishment of a digital cooperation mechanism based on cross-strait integration and development and targeting BRICS countries and countries and regions along the Maritime Silk Road, thereby building it into a model of digital free trade zone that is institutionally advanced, open and pioneering, with active innovation, high-end industry and efficient governance.
