Xiamen Area of China (Fujian) Pilot Free Trade Zone

I. Overview

The Xiamen Area of China (Fujian) Pilot Free Trade Zone ("XMFTZ") covers a total area of 43.78 square kilometers. Established on April 21, 2015, it serves as a pivotal land-sea coordination hub for Fujian Province and the nation in engaging with the global economy.

Two Main Areas: The core area of the Cross-Strait Trade Center (Huli District) and the Haicang Port Zone of Southeast International Shipping Center

Five Parks: Xiangyu Park, Gaoqi Park, Haicang Park, Dadeng Park, and Xiamen Airport Comprehensive Bonded Zone (under preparation)

Development Goals: Aiming for 2035 to serve as a new-model reform and opening-up demonstration zone with Chinese characteristics, a key gateway for BRICS cooperation, and a leading demonstration zone for comprehensive high-quality development and advancement.

II. Business Environment

A total of 632 innovative measures have been launched, 153 of which are national firsts. 31 reform pilot experiences, including the "One License, One Code" system, have been promoted nationwide by the State Council.

Government Services: It has maintained top performance in the Assessment of the Business Environment of China's Top Maritime Container Ports for six consecutive years.

Legal Infrastructure: It established the Maritime Silk Road Central Legal District Free Trade Pilot Zone as a pilot zone and created an international legal-commercial integration base.

International Trade "Single Window": It pioneered the nation's first local "Single Window" for international trade, selected as one of the Ministry of Commerce's first batch of "Best Practice Cases" for pilot free trade zones, with over 100 functional modules launched to date.

III. Key Industries

XMFTZ combines institutional innovation with capacity building, focusing on developing platforms for aviation maintenance, financial leasing, shipping logistics, cross-border e-commerce, supply chain management, cultural trade, offshore trade, private equity funds, integrated circuits, imported wines, bird's nest products, international aquatic product trading, etc.

(I) Aviation Maintenance and Manufacturing

It is a major domestic "one-stop" global aviation maintenance base, featuring a comprehensive, technologically advanced, and high-value-added aviation maintenance and manufacturing cluster. It hosts companies such as Taikoo (Xiamen) Aircraft Engineering, Taikoo Engine Services, ST Aerospace, and Honeywell.

(II) Financial Leasing

It is a key national hub for financial leasing. Its aviation leasing asset scale ranks fourth nationally, and it leads the country in the scale of used aircraft leasing and disposal. It has 50 vessels in ship financial leasing, and cumulative investment in integrated circuit leasing has exceeded 10 billion yuan.

(III) Shipping Logistics

It is one of China's four major international shipping centers and four major cruise home ports. Xiamen Ocean Gate Container Terminal is the nation's first fully automated terminal, and Hairun Terminal has completed China's first full intelligent transformation of a traditional container terminal, striving to build a comprehensive multimodal transport corridor.

(IV) Cross-Border E-Commerce

The comprehensive ranking of its cross-border e-commerce pilot zone is in the top tier nationally, with complete customs clearance models, innovative business models, and a well-established logistics system.

(V) Supply Chain

XMFTZ is home to nearly 5,000 supply chain-related enterprises. The scale of Xiamen's commodity and derivatives industry has reached 2 trillion yuan, cultivating a number of "leading geese" in the bulk commodity supply chain sector.

(VI) Cultural Trade

It is a National Cultural Export Base, ranking first among functional zones in the base's comprehensive evaluation for 2021 and 2022. Its book trade with Taiwan has consistently held the top position in the Chinese mainland.

(VII) Offshore Trade

It was selected as a pilot for new types of offshore international trade in 2021 and a pilot for stamp duty preferential policies in offshore trade in 2025. Ten measures have been introduced to accelerate the development of offshore trade, with business volumes ranking among the highest in China.

(VIII) Private Equity Fund

It has established a "one body, two wings" fund system: a 3-billion-yuan industrial guidance fund, China's first 10-billion-yuan free trade pilot CVC (Corporate Venture Capital) master fund for listed companies, and a 2-billion-yuan free trade pilot secondary strategy master fund.

(IX) Integrated Circuits

It serves as the core area of the national "Xinhuo" innovation and entrepreneurship base and the cross-strait integrated circuit industry cooperation pilot zone. It was approved as China's first pilot for bonded R&D in integrated circuits.

(X) Imported Wine Platform

It serves as the third-largest imported wine port and the largest beer import port in China. It has built three major centers, including an imported wine trading platform, a warehousing and logistics center, and supply chain financial services.

(XI) Bird's Nest Platform

It is the largest and most complete industrial chain for bird's nest products in China, and the largest base for importing and processing raw edible bird's nest. It also develops a bird's nest traceability management platform, enabling full-chain tracking with "one product, one code."

(XII) Xiamen International Aquatic Product Trading Platform

It ranks among the top in China for the import of live aquatic products, with a national influence in the lobster and king crab business. It also achieves full coverage of the "one product, one code" information traceability system.

(XIII) Specialized Industrial Parks

Xiamen Airport Comprehensive Bonded Zone (under preparation): It focuses on developing aviation maintenance and manufacturing, international logistics, cross-border e-commerce, bonded processing and R&D, etc.

(XIV) Maritime Silk Road Central Legal District Free Trade Pilot Zone

It focuses on three major segments, including an international legal operations platform, a cluster for intellectual property supply-side factor assurance, and a Maritime Silk Road International Legal and Business Integration Base. It innovatively introduces the "3+N" integrated service model to provide one-stop comprehensive commercial and legal services for domestic and international business entities.
