I. Profile
Located in the geometric center of Xiamen, the East Coast New Town spans a sea area of 90 sqkm around the Tong'an Bay and crosses three administrative districts, i.e. Jimei, Tong'an and Xiang'an, with a land area of 113sqkm and a total population of 950,000. In May 2006, CPC Xiamen Municipal Committee and Xiamen Municipal Government launched the general improvement project of the eastern sea area, which is honored as the "Huaihai Campaign" in the construction history of Xiamen, according to the "cross-island development" strategy proposed by President Xi Jinping. It has generated significant and far-reaching impacts on Xiamen's cross-island development. All previous CPC Xiamen Municipal Committee and Xiamen Municipal Government leaders attached great importance to the construction of the East Coast New Town. Since the founding of the General Headquarters for the East Coast New Town & the Modern Service Industry Base in September 2015, the development model of "new town + base" has been aggressively implemented to fully promote the integrated development of industrial and living infrastructures. A cumulative fixed-asset investment of 120+ billion Yuan has been made in the past three years and the New Town is taking on a new look every day. It has become the main arena of urban construction in Xiamen, a primary driving force of economic development and an important area for functional improvement off Xiamen Island. A total fixed-asset investment of 50.6 billion Yuan was completed in 2018 and 53.5 billion Yuan is planned to be completed in 2019.
II. New Town Planning Leading by "Four High Standards"
(I) Positioning
A beautiful paradigm new town that has integrated industrial and living infrastructures suitable for both living and working and where people and nature coexist harmoniously.
(II) Planned Structure - "Three Areas, Multiple Zones and One Belt"

1. "Three areas" refer to Tong'an New Town Area, Xiang'an Eastern New Town Area and Xiang'an Southern New Town Area.
(1) Tong'an New Town Area has a planned total area of 34 sqkm (including the two modern service industry bases of Bingzhou and Meifeng with a planned area of about 8 sqkm) and it is expected to become a new seaside town for commercial, office, living, residential, industrial production, vacation and leisure purposes. The environmental improvement projects, including the seaside romantic tourism route, Binhai Park and Meifeng Ecological Park, have been launched. BRT and the two Metro lines under construction link up Xiamen Island and the mainland conveniently and fast. Poly, Jindu, Tefang and other domestically famous property development enterprises have their development projects in this area and have gathered a big population here. There are also 47 school projects here and a well-established educational system from kindergarten to senior high school has been established. The largest and best-furnished municipal sports training center in Xiamen has been launched into operation.
(2) The East New Town Area has a planned total area of 67 sqkm. It is located to the west of Xiang'an Avenue and south of Xiamen-Zhangzhou-Quanzhou Expressway. The 9.5 sqkm area in the south of the New Town, as the starting zone, has been fully launched. Today, the roads, pipe gallery, schools, parks, reservoirs, sewage pump stations and other public infrastructures within the area are under construction now and the indemnification housing projects in the area are also under construction now.
(3) The Xiang'an Southern New Town Area is located to the south of South Xiang'an Road and has a planned area of 12.4 sqkm. The "five longitudinal and five transverse" roads within the area have been basically completed. The rail traffic project has been launched into construction. It is also a dual pilot zone of national sponge city and integrated pipe gallery and the integrated pipe gallery is under construction now. Fujian's largest indemnification housing project is completed in part. Xiang'an Southern New Water Treatment Plant and the demonstration project of flexible DC power transmission technology have been completed and launched into operation. Xiang'an Hospital and Xiamen Keji High School have been launched into operation.
2. "Multiple zones" refer to five industrial parks and zones, including Meifeng and Bingzhou modern service industry bases, the two advanced manufacturing bases of Torch Industrial Park and Tong'an New Town Industrial Park as well as CBD of Xiang'an Southern New Town. They constitute the main industrial base of the East Coast New Town and also an important source of economic growth for Xiamen.
(1) For the development of the modern service industry, Meifeng and Bingzhou Modern Service Industry Bases (about 8 sqkm) have been preferentially designed according to the requirements of the national and provincial governments on facilitating the development of modern service industry. Major projects are utilized to attract leading enterprises and develop headquarters economy and try to develop the largest modern service industry concentration zone in Fujian. Meifeng Service Industry Base focuses on the development of cyberspace security, big data application, technology R&D and other hi-tech industry R&D and applied technology service industries. A series of famous enterprises have settled down here, including Meiya Pico, No. 725 Institute (Luoyang Ship Material Research Institute) of CSIC, Tsinghua Unigroup Industrial Park and No. 1 Institute of the Ministry of Public Security. Bingzhou Service Industry Base focuses on the development of information service, educational, training, industrial incubation, e-Commerce and other production service industries and headquarters economy. The 590,000 sqm collectively-constructed area of the Phase I project is under construction now. Negotiations are going on to attract Aiqinhai Shopping Park and other corporate headquarters projects.
(2) Advanced manufacturing will develop on the basis of the Torch Industrial Park and Tong'an New Town Industrial Park. The Torch Industrial Park has hi-tech photo-electronic industry as the prevailing industry and a multitude of domestically-famous advanced manufacturing projects have settled down here. Tong'an New Town Industrial Park primarily receives the manufacturing industry relocated from Xiamen Island. Work is in full swing to improve the accessory infrastructures and environments of the park and promote the upgrading of the industrial chains.
(3) Xiang'an CBD is located in Xiang'an Southern New Town and has a planned coverage area of 100 hectares and a construction area of 2,500,000 sqm. It is a central business district for office, commercial, hotel, fashion center and urban public space purposes. It has 39 plots within its jurisdiction, of which 34 have been transferred. The projects are all under construction. Hualun International, Yuheng Building, Xinzhou International (CBD Business Life Zone) Building and Haixi No. 9 Building have been completed.
3. "One belt" refers to the seaside tourism, cultural and sports industrial belt. It fully utilizes the long coastline and beautiful seaside environment of Tong'an to develop a domestically-leading seaside tourism scenic belt relying on beaches and sea views. Coupled with the construction of hotel clusters, it is expected to become a domestically-famous destination for leisure, vacation, and an important venue for international conference and high-end brand exhibition. Meanwhile, a high-grade seaside Marathon race track and a series of cultural and sports facilities and venues interconnected on both sides of the track are constructed and operated by professional companies. Cultural and sports events, including marathon, cycling, sailboat, sailboard, triathlon, beach volleyball, football and other sports events are organized and held here frequently to turn it into a vibrant cultural and sports industrial belt.

III. Promote Construction of the New Town Via “Three Main Chains”
During construction of the "new town + base", the General Headquarters gives full rein to its role as a planner, commander, coordinator and supervisor, enhances its service awareness and fully promotes the construction of provincial and municipal key projects and "five project series" taking the projects as its focuses and problems as its directions. Three industrial chains will be developed to promote the development and construction of the East Coast New Town, i.e. information R&D and headquarters economic industrial chain, cultural, sports, tourism and vacation industrial chain and urban infrastructure and green ecological industrial chain.
(I) Information R&D and Headquarters Economic Industrial Chain
It primarily relies on the two modern service industry bases, the Torch Industrial Park and the Tong'an New Town Industrial Park and is expected to establish an industrial system that combines information R&D, high-end manufacturing and modern service industry.
1. Two Modern Service Industry Bases
The modern service industry bases are an important base for the concentrated development of the New Town. It comprises Bingzhou and Meifeng Areas.
(1) Bingzhou Area is primarily designed for corporate headquarters, information service, R&D and design, education and training. The collectively-constructed area project, as invested and constructed by the Xiamen Urban Construction and Development Investment Co., Ltd., is under construction now. With a total coverage area of 33.3 hectares and a construction area of 1,080,000 sqm above the ground, it primarily comprises office buildings and also some commercialized and noncommercialized residential buildings. The Phase I project has a construction area of 590,000 sqm (including 370,000 sqm on the ground) and is under construction now.

(2) Meifeng Area: It is designed primarily for hi-tech R&D and high-end seaside hotel purposes. The hi-tech R&D industry is primarily located at the Torch R&D Center and the key projects include No. 725 Institute (Luoyang Ship Material Research Institute) of CSIC, Tsinghua Unigroup Industrial Park, Meiya Pico and Qudian Science and Technology Industrial Park with a total investment of over 8 billion Yuan has settled here. Upon completion and production, all the projects are expected to generate an annual output of over 30 billion Yuan. The seaside hotel clusters currently include Portman Hotel, Marriott Hotel and Renaissance Hotel, wherein Marriott Hotel is in operation; Portman Hotel has been capped off and decoration work is going on now. It will be open to business during the National Day Holiday of 2019.

2. Manufacturing Base
It primarily includes the Torch Industrial Park and the Tong'an New Town Industrial Park. Many projects have settled down, including San'an Optoelectronic, Sunphire, Topstar, TIB, AUO, Tianma TFT, SAEKI AKIHISA, USC Xiamen, ABB Industrial Park, etc. In order to further support the development of the Industrial Park, the General Headquarters has started the greening and infrastructure improvement project of Tong'an New Town Industrial Park with an aim to improve the comprehensive functionality and environment of the park, develop a comprehensive industrial park suitable for living and working purposes, fully improve the operating environment and promote the renovation and upgrading of industrial enterprises.
(II) Cultural, Sports, Tourism and Vacation Industrial Chain
1. Cultural and sports: It is primarily based on the cultural and sports industrial belt. The marathon race track and the multitude of cultural and sports facilities and venues are fully utilized and diversified sources are relied upon to organize cultural and sports events from time to time and establish a cultural and sports industrial belt along the Tong'an Bay and promote the development of the New Town as soon as possible
2. Tourism and vacation: Give full rein to the bay resources through the construction and integration of seaside romantic tourism route, Meifeng Ecological Park, Fantawild Dreamland, Bingzhou Cultural Tourism Island, Putou Theme Street, five-star hotel cluster and other projects. It is also connected to the surrounding scenic zones and also Wuyuan Bay, Huandao Road and Kulangsu through waterway transportation with an aim to become an important destination for leisure and vacation and the top priority for large-scale conferences and promote the tourism and vacation industry of Tong'an.

(III) Urban Infrastructure and Green Ecological Industrial Chain
1. Living
Totally 20+ real estate projects have been completed or are under construction, including Poly Sanqiandong, Jindu Haishang International, Jindi Sea-view Park, Tefang Silver Creek Villa, Xinghaiwan, Heng Yi Shangpinwan and ITG Golden Bay, with a planned area of about 6,500,000 sqm. There are also 9 indemnification housing projects in the New Town.
2. Public Infrastructures
The New Town has 84 roads under construction in a total mileage of 121 km with a total investment of 6.3 billion Yuan in order to connect the transportation network of Tong'an New Town and launch the public road system of the starting zone of the Eastern New Town. Today, East Binhai Avenue is fully open to traffic. Breakthroughs have been made in the construction of “three roads with the character of “mei” in their names and one road with the character of “heng” in its name”. The trunk roads of the Eastern New Town and most road networks and pipe networks of the starting zone have been launched into construction, including 37 roads in a total length of 54.2 km. Metro Lines #3, 4 and 6 are under construction now.
Educational infrastructures: The New Town is designed with 47 new educational projects, of which 13 are under construction and 34 are at the early phase. The key educational projects include Senior Department, Binhai Campus of Tong'an No. 1 High School; Senior Department of Shuangshi Middle School; Xiang'an Campus of Experimental Primary School, Xiang'an Campus of Keji High School, etc.
Transportation infrastructures: The Public Transportation Group has determined to increase the frequency and capacity of BRT, add and optimize bus routes, improve the transit system and add 2 bus routes. The interchange bus stop for the BRT station of West Binhai Avenue is under construction to increase the utilization ratio of the public transportation system; the terminal stations and public parking lots of buses of Tong'an New Town have been basically completed and will be launched into operation in the second half of the year.
Hospital infrastructures: Zhongshan Hospital is the main hospital in the eastern sea area. It has a coverage area of 97,149 sqm and a total construction area of 192,000 sqm. The Phase I project has 1,000 beds. With 500 reserved special medical beds, the Phase II project was launched into construction at the end of last year. The piling work on the southern plot is fully completed and the excavation and side slope protection work is going on now; the piling work on the northern plot is going on now and will be completed in 2021. Xiang'an Hospital is the main project jointly developed by Xiamen Municipal Government and Xiamen University. As one of the key provincial and municipal projects, it is determined and constructed by Xiamen Municipal Government and operated by Xiamen University. As a hospital directly affiliated to Xiamen University, it has been launched into operation.
Community infrastructures: Considering the increasing number of delivered real estate projects and the expanding population within the New Town, 5 neighborhood resident committees have been founded.

3. Green Ecology
Prioritize "green ecology" philosophy during the New Town development and construction with an aim to integrate mountain, ocean, city and greenbelt resources. A series of key green projects have been launched, including the seaside romantic tourism route, Meifeng Ecological Park, Wushipan Park, Tong'an New Town greening project, public infrastructure improvement project, Xiatanwei Seaside Ecological Wetland Park and Binhai Park. The sponge city concept is fully adopted to plan and construct the integrated pipe gallery of Meifeng Area of Tong'an New Town and Conference and Exhibition Area of Eastern New Town according to high standards with an aim to develop a green and ecological new town of industry.

4. New Sports Center (One Stadium and Two Gyms)
The New Sports Center (one stadium and two gyms) is located to the east of the bridgehead of the Second Eastern Passageway. Designed to accommodate the National Games in the near run and the Asian Games in the long run, the project is planned to have a total coverage area of 100 hectares in the near run and 200 hectares in the long run. The scope of construction comprises the integrated zone (i.e. one stadium and two gyms), athlete village, sports park, sports industrial park, etc. The stadium is set to accommodate 60,000 to 80,000 people; the gym is set to accommodate 12,000 people, and the swimming and diving gym can accommodate 5,000 people.
