I. Overview

Xiamen Area was founded on April 21, 2015.

Area: 43.78sqkm

Two major functional zones:

Core Zone of Cross-strait Trading Center: 19.37sqkm, covering Xiangyu FreeTrade Zone and Xiangyu Bonded Logistics Park;

Haicang Port Zone of Xiamen International Shipping Center: 24.41sqkm, covering Haicang Bonded Port Zone

(II) Port Advantages

Pilot free trade zone with a joint operation and development of seaway, landway, airway and railway transportation and cruise home port.

As one of the four major international shipping centers of China and an important hub port of container transportation, Port of Xiamen has 147 domestic and international trading routes reaching 43 countries and 139 ports, with a container throughput of over 10 million TEUs, ranking the 7th in China and the 14th in the world.

(III) High Land of Innovation

Develop a world-class business environment and continuously introduce 391 policies and measures, including 74 policies that are the first in China. A series of innovation results, including "one code for one license", "single counter" for international trade and Cross-strait Youth EntrepreneurshipBase, are copied, promoted or referenced nationwide.

 (IV) Intellectual Property Protection

Establish a "3-in-1" comprehensive intellectual property protection and management mechanism for patents, trademarks and copyrights; develop the first national rapid protection center for intellectual property rightlocated in a pilot freetrade zone; and establish an IP-friendly pilot freetrade zone.

III. Industrial Orientation

Preferentially develop aviation service, international trade, shipping and logistics, cross-border e-Commerce, financial service, culture, trade and service, IC development and design, headquarters economy, high-end manufacturing and other industries.

(I) Aviation Service

After 20+ years of rapid development, Xiamen has become the largest global "one-stop" airplane maintenance base in China, with a collection of 14 professional aviation service enterprises, including Taikoo (Xiamen) Aircraft Engineering, TEXL, ST Aerospace and Honeywell. It achieved an output of 14.35 billion Yuan in 2018, accounting for 25% of the domestic market and 2.5% of the global market.

Preferentially develop part manufacturing, deep maintenance, aviation material trading and distribution, business airplane design and renovation, aviation finance, talent training, etc.

(II) Shipping and Logistics

Xiamen Area has the International Shipping Center and Silk Road MaritimeOperation Platform as the carriers to preferentially attract third-party logistics, cold-chain logistics, cruise enterprises and shipping airline companies; expand the container transshipment business to Southeast Asia and Northeast Asia and the cross-border transportation business from Taiwan and ASEAN to Central Asia and Europe via China Railway Express. It establishes additional container liner services, cruise services and airplane services and increases the number of vessels registered with the Port of Xiamen. It is the first in China to create the rapid passageway for cruise vessel supplies characterized by "direct import supply and bonded supply to vessel".

(III) FinanceLease

It is the third-largest concentration zone of finance lease in China and the scope of finance leasebusiness covers airplane, vessel, automobile, large-size medical equipment, engineering machinery, production equipment, etc. Cumulatively 400 finance lease enterprises have settled down here. 51 leased airplanes were introduced in 2018 and 103 airplanes cumulatively, with a total lease value of nearly USD 7.1 billion.

Preferentially develop the leasing business of airplanes, vessels, medical equipment, engineering equipment, production equipment, aeronautic and astronautic equipment, etc.

(IV) Cross-border E-Commerce

Xiamen is certified as a national comprehensive pilot zone of cross-border e-Commerce. It develops a public management platform of cross-border e-Commerce to promote cross-border direct mailing, 9610 general export and other trial services; actively promotes direct procurement and import, 1210 bonded goods preparation services. In 2018, it realized an import and export of 55.255 million pieces of cross-border e-Commerce goods, up by 14.5% YOY, including 6.996 million pieces of cross-strait parcels, up by 59.2% YOY.

It preferentially attracts the cross-border e-Commerce platforms and enterprises engaged in B2B, B2C, cross-border import bonded goods preparation (1210) and retailing export (9610), etc.

(V) Culture, Trade and Service

It was included in the first catalog of national cultural export bases in June 2018 and it is the only national cultural export base in a national pilot freetrade zone. Capitalizing on the advantage of "bonded +" of thePilot Free Trade Zone, the Xiamen Area has developed a featured platform of cultural arts and crafts with 1,400+ cultural enterprises gathered. It has also developed the Blanc Sharing Bonded Art Platform, the first large-scale bonded art expo in China.

(VI) IC Research, Development and Design

In April 2019, the General Administration of Customs approved the pilot zone of bonded supervision of IC industry. The “joint advantages of pilot freetrade zone and independent innovation demonstration zone” are utilized to establish the core functional zone of the National Integrated Circuit “Xinhuo”Innovation and Entrepreneurship Base. Implement the reform of the bonded supervision mode of the IC industrial chain and establish a public service system for the whole IC industrial chain covering "IC design - wafer testing - product testing and certification - product trading" and create an all-around IC innovation and entrepreneurship ecology.

Focus on investment promotion in the IC design, IP, EDA, key laboratory, artificial intelligence, talent training and other sectors; attract IC design, sale and application enterprises.
