Haicang District

I. Basic Profile

(1) Overview

Located to the west of Xiamen Island, Haicang has a coverage area of 186.82 sqkm, a current population of 520,000, 4 subdistricts (Haicang, Songyu, Xinyang, Dongfu) and 37 villagers (neighborhood) committees.

(2) History

"Haicang" is named after the Cang River. It became a seaside settlement called “Haikou” in the Tang Dynasty. It was renamed “Haicang” by using one Chinese Character respectively from Haikou and Cang River together during the Jiajing Period of the Ming Dynasty. Upon approval of the State Council in May 1989, Haicang became the largest national Taiwanese investment zone of the Chinese Mainland. Its advantages lie in ownership of “integrated six zones”, i.e. special economic zone, Taiwanese investment zone, pilot free trade zone, pioneer zone of Maritime Silk Road Economic Belt, bonded port zone and export processing zone.

Develop a world-leading industry, a world-leading city, a world-leading business environment, a world-leading cultural environment, a world-leading workplace for talents and a world-leading bay urban region.

(4) Economic Development Achievements

In 2018, Haicang District achieved a total GDP of 67.6 billion Yuan, up by 7.7% YOY; a total fiscal revenue of 17.406 billion Yuan; a per capita disposable income of 47,828 Yuan, up by 9.2%; a per capita disposable income of 49,718 Yuan for urban residents, up by 8.7%; a per capita disposable income of 27,742 Yuan for rural residents, up by 9.2%.

 II. Industrial Orientation

  

 (I) Integrated Circuit

Development path: Have "talent+" as the development strategy, increase cooperation with the industrial platforms of key domestic cities and strengthen interfacing and merger with the IC industry of Taiwan in order to develop a domestically and even world-leading concentration zone of IC industry primarily comprising industries of design, packaging & testing and featured technology products.

Development goals: Achieve an IC industrial scale of at least 50 billion Yuan and gather more than 5,000 IC talents of different levels by 2025.

IC design: Focus on the critical chips in key sectors, including memory, 5G/4G, intelligent manufacturing, IoT, new-energy auto, network communication, safety monitoring and optical communication.

IC packaging and testing: Preferentially support R&D and scale mass production of system in package (SIP), wafer-level packaging (WLP), chip scale packaging (CSP), TSV, FOPLP, high-density packaging substrate and other advanced packaging technologies.

IC equipment and materials: Preferentially support domestic and international equipment and material enterprises to engage in R&D of FOPLP mass production technology; encourage them to set up R&D centers or engage in cooperative R&D in Haicang; develop research and production of special-purpose IC equipment.

 (II) Biopharma

Development path: Adopt the development path of "introduce seeds, construct nurseries and develop forests", plan and construct a high-level biopharmaceutical port and continuously establish a biopharmaceutical industrial system that primarily comprises four chain groups, i.e. medical instrument & diagnostic reagent, fitness food & cosmetics, chemical drug and biological drug.

Development goals: Achieve a biopharmaceutical industrial output in Haicang of 25 billion Yuan by the end of 2020 and 40 billion Yuan by the end of 2025.

Development achievements: Xiamen Bio Bay is a "national pilot program of regional concentrated development of strategic emerging industries". As of 2018, it attracted 322 biopharmaceutical enterprises cumulatively and achieved an output of 19.6 billion Yuan, accounting for about 1/2 of the municipal and 1/4 of the provincial total output. It is home to the first Hepatitis E vaccine of the world and the third cervical cancer vaccine of the world. New medicine Peginterferon alfa-2b Injection is the first national Class 1 new drug launched in Fujian that came into the market in the last 9 years. The system of four industrial chain groups, i.e. medical instrument & diagnostic reagent, fitness food & cosmetics, chemical drug and biological drug, has basically come into being. AmoyDx and DoubleMedical have gone public successfully. AmoyTop Biotech, Innovax and LP Pharma have been included in the national long list of major new drug innovation and production programs for the "thirteenth five-year period".

 (III) New Materials

Development path: Rely on Xiamen Tungsten, adhere to the concept of "leading enterprise fosterage - technological support - compliance with development strategy", strengthen independent innovation and product development, transform towards high-added-value deep processing industry and develop manufacturing of new-type nonferrous metal alloy material; develop hydrogen storage alloy, lithium cobalt oxide and other new-generation power battery materials.

Development goals: Achieve a new-material industrial output of 20 billion Yuan by 2020 and 30 billion Yuan by 2025.

Development achievements: Developed Xiamen Tungsten, Xiashun, Changsu, Jinyoung and other enterprises; ternary cathode material and graphene paste projects have been launched into production smoothly; the 10,000t vehicular lithium-ion cathode material project of Xiamen Tungsten is in operation. In April 2018, Haicang District and Xiamen Tungsten signed a project cooperation agreement, by which the new material industrial park and hard alloy industrial park of Xiamen Tungsten with a total investment of nearly 7 billion Yuan would settle down in Haicang. The two projects are expected to contribute an annual output value of over 22 billion Yuan after they are completed.

 

 (IV) Traditional High-end Manufacturing Industry

Development path: Pursue intelligentization and informatization, aggressively promote "human-to-robot" program, construct intelligent workshops, encourage enterprises to strengthen R&D of core technologies, increase industrial R&D ability, facilitate the development of proprietary intellectual properties rights and private brands, explore the application of big data to realize customization and Internet sales and deliver individualized and customized products.

Development goals: Promote the restructuring and upgrading of traditional advantageous industries of Haicang, i.e. electronic information, auto and spare part, health food, intelligent home, etc.

 Some key enterprises: King Long, JTEKT, Solux, Faratronic, Tongda, etc.

Strait Gold and Jewelry Industrial Park: A regional gold industrial and market center covering gold refining and processing, cultural creation and design, trading and commercial transaction, experience, consumption and financial service; it is expected to become a window for the gold market of China to enter the Taiwanese market and the countries and regions along the Maritime Silk Road.

Southeast Edible Bird Nest Capital: A multielement and integrated industrial cluster that specializes in import of a type of edible bird nests, designated processing, deep-processing, logistics, gathering & distribution, bulk transaction, display, retailing, industrial tourism, brand incubation and financial service. It has one of the only two designated processors of the type of bird nests in China. Its annual processing capacity is 250t, accounting for 94.3% of the national processing index of the imported bird nests (as per announcement of the Generation Administration of Customs in 2018)

(V) Modern Service Industry

Development path: Actively integrate into the construction of Xiamen as a hub city of "Maritime Silk Road" initiative, promote the route encryption, cargo exchange and cargo transit with the countries and ports along the "Maritime Silk Road", particularly the import and international transit of bulk commodities; strengthen the operation and development of China-Europe (Xiamen) and Central Asia train services and give full rein to the strategic role of the new national logistics channel. Optimize the layout of the port, strengthen resource integration and practically improve the operating efficiency and benefit of the port. Scientifically plan the industrial spaces and develop modern logistics, shipping headquarters, near-port services, near-port manufacturing and other near-port industries.

Development goals: Achieve a contain throughput of 10,000,000 TEUs in Haicang by 2020 and reach the level of world-class port in shoreline utilization ratio and land area utilization rate.

Progress: In 2018, there were 89 transportation enterprises above the whole-district scale, up by 19 YOY; the operating revenues amounted to 9.809 billion Yuan, up by 13.3% YOY; a cargo throughput of 120 million tons was achieved, up by 11.06% YOY; a container throughput of 7,905,800 TEUs was achieved, basically on the same level as the previous year.


Haicang has Ocean Gate Port, the first 4G full-automatic port of China. Port integration work is in progress now. Five berths in capacity above 10,000t have been completed and launched into operation.

Southeast International Shipping Center Headquarters Building (Xiamen Center) was completed.

 

Haitou International Supply Chain Center, Phase I project of Near-port International Logistics Center, Phase I project of Swire Cold Chain Logistics and other near-port logistics and bonded logistics projects have been launched into operation. Sinograin, Qirun Logistics, Star International Operation Center, IOI Palm Oil and other projects are in progress.

Tourism and other service industries:

The Cangjiang Convention and Exhibition Center and Strait Cultural Creation Center have been completed as the carriers for the aggressive development of the tourism, conference and exhibition industry. Island tourism, Haicang Lakewater Show and Haicang Bay travel and other projects were also developed to highlight the features of seaside tourism. A high-end hotel cluster was also developed around Haicang Bay. Measures were taken to aggressively introduce cross-border e-Commerce, finance lease and other trading and quasi-financial projects.

43 hotels are in operation now.

7 high-end hotels: Wyndham Grand Xiamen Haicang, Double Tree by Hilton Xiamen-Haicang, Hualuxe-Xiamen Haicang, Xiamen Courtyard Marriott Hotel Haicang, Riyuegu Hotsprings Hotel, Xiamen Gulangwan Hotel and Xiamen Kun City Resortaspa Hotel.

3 high-end hotels under construction: Solux Living Space Hotel, Haicang Deluxe Choice Hotel and Haicang Yuansu Hotel

High-end hotels have nearly 3,000 rooms in total. Upon completion, the demands from the tourism, conference and exhibition industry can be basically satisfied.


III. Investment elements

(I) Integrated circuit

IC Manufacturing Industrial Park: The Park has a total coverage area of 8 sqkm with a core zone covering an area of 3.22 sqkm. It is a modern IC industrial park with highly integration of industrial and living infrastructures.

IC Design Industrial Park: Xiamen Center (7-30/F of Block E, 42,000 sqm)

National IC Design Shenzhen Industrial Base - Haicang Base

Haicang Semiconductor Science and Technology Park (Prepared): Construction will be conducted of two 11-floor office buildings for research and development purposes, six 6 to 8-floor pilot plants with high standards with a construction area of about 130,000 sqm.

 

(II) Biopharma

4 professional parks have been founded as the carriers, including Xiamen Biopharmaceutical Incubator, Xiamen Biopharmaceutical Pilot Production Base and Xiamen Biopharmaceutical Industrial Park; the self-constructed area for as many as 100 enterprises have also been completed. Thus an industrial development system has come into being that covers "R&D and innovation - incubation pilot plant test - industrialization".

(III) New Materials

Fuxin Industrial Zone Planning Area is located on the west of Maluan Bay and at the border of Xiamen and Zhangzhou. With a covering area of about 138 hectares, it has new-material industry and IC industry as the prevailing industries.

(IV) Traditional High-end Manufacturing

Remaining available industrial plots: Dongfu, Xinyang and Southern Industrial Zone (excluding Fuxin Industrial Zone and Information Industrial Park and logistics plots) in a total area of about 163 hectares.

Leasable workshop: Dongfu, Xinyang and Southern Industrial Zone in a total area of about 550,000 sqm.

(V) Maluan Bay New Town

Maluan Bay Area is located in the west of Xiamen and north of Haicang District. It borders Zhangzhou Taiwanese Investment Zone (Jiaomei) on the west, Jimei District on the east, Tianzhu Mountain on the north and Caijianwei Mountain on the south with a planned area of about 37 sqkm.

Focus is placed on the development of five industries, i.e. biopharmaceutical, health industry, intelligent science and technology, tourism industry and high-end business.

(V) Haicang Sub-area, Xiamen Area of China (Fujian) Pilot Free Trade Zone and Port of Haicang

Haicang Subarea has a coverage area of 24.41 sqkm, or 55.76% of the total area of Xiamen Area. It has world-class deep-water container port facilities and accessory facilities and has become a modern industrial concentration zone which relies on port logistics, is characterized by bonded warehousing, focuses on high-end processing value-added and service outsourcing industries.

Haicang Port Zone has a 10 km-long deep-water shoreline with a water depth of -17m and thus can accommodate 5G container vessels. It has 22 berths with a capacity of over 50,000t. It has the world's first 4G full-automatic port with a port operating area of 6.6 km and a land area of 13.7 km.

Haicang District has a remaining available logistics plot of about 72 hectares.
