Recently, the city of Xiamen has issued a document titled "Measures for Further Implementing the Science and Innovation Leading Project and Striving to Create a National Regional Science and Innovation Center." With the formal implementation of these measures, Xiamen is set to continue its deep commitment to the science and innovation leading project. The city aims to enhance the technological innovation capabilities of enterprises, strengthen the comprehensive competitiveness of science and technology clusters, and elevate the level of modern industrial system construction led by scientific and technological innovation. The ultimate goal is to vie for the status of a national regional science and innovation center and to nurture new drivers of growth. The measures, which are to remain effective for three years, propose 16 initiatives across four areas: enhancing the region's capability for innovation, reinforcing the primary role of enterprises in technological innovation, establishing a support system combining "fiscal policy and financial instruments" for science and innovation, and creating a more favorable innovation ecosystem for industrial development.
