I. Introduction to Huli District
Founded in November 1987, Huli District has a coverage area of 73.98sqkm, or 48% of Xiamen Island. It has 53 communities in 5 subdistricts and a total population of 1.031 million within its jurisdiction. After 30+ years of strenuous efforts, Huli District has turned itself from a small fishing village in a corner into a modern downtown area.
Main advantages and features:
Firstly, Huli is the origin of the Xiamen Special Economic Zone.In 1980, the Central Government approved Xiamen Special Economic Zone within an area of 2.5sqkm in Huli. In 1984, Mr. Deng Xiaoping personally wrote the slogan of "Develop special economic zones faster and better" and then the scope of Xiamen Special Economic Zone was expanded to Xiamen Island and further to the whole city in 2010.
Secondly, Huli is a key transportation hub.It is located in the center of Xiamen and enjoys a convenient seaway, landway and airway three-dimensional transportation network. It is home to seaport, airport, railway freight station, five passageways leading Xiamen Island to the mainland, Xiamen-Jinmen sea route and the 2nd eastern and western passageways under construction. Among the "two circular and eight radiating passages" of Xiamen, the “two circular passages” cross Huli District. Before 2020, Huli District will have 23 metro stations completed and thus become the district with the highest density of metro infrastructures.
Thirdly, Huli has a high level of integration of industrial and living infrastructures.It has a high density of key industrial zones and key industrial parks, including Xiamen Area of China(Fujian) Pilot Free Trade Zone, Xiamen Torch Development ZoneforHigh Technology Industries, Xiamen Cross-strait Financial Center, airport zone, Dongdu Port Zone, Cruise Ship Home Port, Wutong Port Zone, Wuyuan Bay Operating Center, Huli Innovation Park and Huli Creative Industrial Park, etc. These zones and parks are the driving forces for the sustainable development of Huli District.
Fourthly, Huli has a rapidly-developing economy.Since the founding of Huli District in 1987, it has registered a mean annual GDP growth of 33.5% and a mean fiscal revenue growth of 32.6%. In the 40th anniversary of China's Reform and Opening Up in 2018, Huli District also realized "double breakthroughs", i.e. its GDP exceeded 100 billion Yuan and its total fiscal revenue exceeded 20 billion Yuan. Today, Huli District has 41 investment projects of 35 of the world's top 500 enterprises and a total of 3,000+ foreign-funded enterprises with a total investment of about 15.6 billion US dollars. It also has 283 hi-tech enterprises, 84 municipal and district-level headquarters enterprises and 67 enterprises listed on the mainboard and the new OTC market. In 2018, the output of its airplane maintenance industry accounted for 1/4 of the national total; the output of its computer, communication and other electronic equipment manufacturing industry exceeded 100 billion Yuan; the added value of its hi-tech industry accounted for 87.2% of its total industrial added value. Huli is the smallest of all the 6 districts of Xiamen but has the highest population, the second-largest economic capacity, the second-highest fiscal revenue and the highest industrial output. It has only 4.3% of the land area of Xiamen but generates 21.6% of the total GDP and 24.6% of the total industrial added value of Xiamen. In 2018, its GDP density (GDP per square meter) reached 1.4 billion Yuan.
Fifthly, Huli has a strong growth momentum.Located in Xiamen Island, Huli District has scarce land resources. It still has a small reserve of plots that have a high development value and development potentials. According to statistics, there are 16sqkm undeveloped plots, including old workshop plots in an area of about 3sqkm, "village in the city" in an area of about 7sqkm and airport and seaport zone in an area of about 6sqkm. Moreover, it has also available commercial building spaces in an area of 1,500,000sqm and transferrable plots in an area of 760,000sqm.
In 2018, Huli District achieved a GDP of 103.58 billion Yuan, up by 8.0% YOY; an industrial added value of 39.58 billion Yuan above the prescribed scale, up by 10.0% YOY; a wholesale, retailing and trading sales of 364.3 billion Yuan; a total social consumable retailing value of 33.33 billion Yuan; a total fiscal revenue of 20.14 billion Yuan; a district-level fiscal revenue of 4.75 billion Yuan, up by 8.3% YOY; and a YOY growth of 20.1% for its fixed-asset investment. Its GDP exceeded 100 billion Yuan and its fiscal revenue exceeded 20 billion Yuan for the first time.
In recent years, Huli District has received a series of honorary titles, including national outstanding district in the social governance innovation, national district of innovation in primary and secondary school liability supervision, national demonstration district in equalized basic public health and family planning services for migrant population, national demonstration district of excellent women and infant health services, national pioneer unit in excellent family planning services, national pioneer unit in human resource and social security system, one of the first few districts with developed education in Fujian, provincial civilized urban district, provincial pioneer district in security, provincial demonstration district for civilian-military mutual support, provincial pioneer unit in cultural system, provincial pioneer unit in complaint response system. It has also passed the acceptance test of the national health promotion district with a high score.
II. Prevailing Industries Orientation
Huli District has "2+4+N" as the spatial development strategy. "2" refers to the development of two national key zones, i.e. Xiamen Area of China (Fujian) Pilot Free Trade Zone and Xiamen Torch Development Zone for High Technology Industries. "4" refers to the preferential development of four major industries, i.e. high-end manufacturing, trade, commerce & logistics, emerging finance and innovation & creation industries. "N" refers to the implementation of a couple of major projects as follows:
(I) High-end Manufacturing
Computer and communication equipment manufacturing (advantageous industry):Increase the scale of the panel display, computer manufacturing and general-purpose equipment manufacturing industry clusters; support the R&D and mode innovation of TPK, Dell and other leading enterprises and improve the value chain.
Airplane maintenance (advantageous industry):Give full rein to innovation and low-cost advantages of the Pilot Free Trade Zone, facilitate the construction of the aviation parts management center and extend the airplane part manufacturing, personnel training and other airplane maintenance-related industrial chains.
IC R&D and design (preferred industry):Interface and interact with industrial carriers characterized by “multiple parks in one zone” such as the Torch Development Zone for High Technology Industries; expand Gaodian Science and Technology Park, Cross-strait IC Design Industrial Park, etc.; promote the launch of Faraday Technology, MA-Tek and other leading IC enterprises with an aim to develop a regional IC R&D and design center.
(II) Commerce, Trade and Logistics
Improve traditional commercial, trade and logistics industry (advantageous industry):Support Xiangyu Group, Xindeco and other large-size comprehensive trading and commercial groups to further perfect their trading chains; support the development of airway-seaway logistics, living consumable distribution, cold-chain logistics and other third-party logistics services. Work with the Pilot Free Trade Zone in mechanism innovation; aggressively develop four trading platforms, including cross-border e-Commerce and import trading, and continuously improve the trade scale and level.
Develop modern logistics (preferred industry):Facilitate the construction of the international cruise ship home port zone; facilitate the combination of logistics with "innovation and entrepreneurship" and "Internet+" and develop the new modern logistics modes of "logistics + manufacturing", "logistics + trade and commerce", "logistics + finance". Facilitate the development of shipping agency, cargo forwarding, information, counseling and other professional services; develop maritime affairs and maritime commerce legal service industry.
Develop high-end commercial and trading industry (preferred industry):Facilitate the construction of Phase III and IV projects of SM; improve the accessory facilities of Wanda, Wanyuecheng and other complexes; attract medium and high-end brands for the development of a regional consumption center. Plan comprehensive development projects along the Metro according to local conditions and actively develop new business circles along the Metro.
(III) Emerging Finance (Preferred Industry)
Rely on Wutong Financial and Commercial Zone, interface with the financialindustry platform of the Pilot Free Trade Zone and aggressively attract and develop diversified emerging financial modes, including fund, asset management and equity investment. Strengthen the development of airplane finance lease. Expand the scale of finance lease of automobile, yacht, vessel, and other fields. Promote the listingprocess of Xinhee, Bymea Lighting and other backup enterprises for listing.
(IV) Innovation and Creation (Preferred Industry)
Emphasize the features of fashion, media and cultural deposits of special economic zone. Preferentially develop animated and online gaming industry, film, TV & new media, creative design, antique and craftwork and other creative industries; actively promote the deep merger of Internet, big data and artificial intelligence with the real economy; develop platform service, energy-saving, environment protection, information service and other new technologies, new forms of the industry and new modes to gain preemptive advantages in the industrialization of cutting-edge technologies.
III. Park and Zone Construction
(I) Core Zone of Cross-strait Trading Center of Xiamen Area of China(Fujian) Pilot Free Trade Zone
Xiamen Area of China (Fujian) Pilot Free Trade Zone has a total coverage area of 43.78sqkm. It covers Haicang Port Zone of Southeast International Shipping Center (24.41sqkm) and the core zone of Cross-strait Trading Center (19.37sqkm), wherein the core zone of Cross-strait Trading Center is completely located within Huli District.
(II) Xiamen Torch Development Zone for High Technology Industries
It implements the development strategy of "multiple parks in one zone" and takes the lead to become the first development zone with an annual output of over 100 billion Yuan in Fujian Province. It includes Torch Park, Entrepreneurship Park, Information Photo-electronic Park and PKU Park within Huli District. Facilitate the “two-zone connection” and concerted development of the demonstration zone of independent innovation and Pilot Free Trade Zone.
Six target industries for investment promotion: Panel display, computer and communication equipment, power electric device, software and information service, microelectronics and IC, LED, etc.
Emerging featured industries: Biopharma, new material, new energy, cultural creation, etc.
(III) Huli Area of Cross-strait Financial Center
It is located in the northeast of Xiamen Island and has an area of 3sqkm. It is primarily designed as a concentration zone of emerging financial industry forms with well-established infrastructures and public utilities. Totally 10 plots have been transferred with a cumulative coverage area of 142,700sqm and a construction area of about 990,000sqm. "Eye of Xiamen" will be planned and constructed later. Located to the east of East Huandao Road and south of Xiang'an Tunnel, the project has a coverage area of about 200,000sqm.
Target enterprises for investment promotion: Banking, securities, futures, funds, insurance industries, local financial organizations, exchange venues, Internet finance and financial service facilities.
(IV) Huli Innovation Park
Huli Innovation Park is located in Wuyuan Bay Area in the north of Xiamen Island and has a total coverage area of 180 hectares and a total construction area of about 2,600,000sqm. There are over 6,800 enterprises and 66,000 employees in the Park now.
Target enterprises for investment promotion: Mobile Internet, IoT, e-Commerce, creative design, R&D, clearing and other innovative enterprises.
(V) Huli Creative Industrial Park (SEZ 1980)
Huli Creative Industrial Park borders Chang'an Road on the west, Yibin Road on the south, Guanghua Road on the east and Yuehua Road on the north with a total planned coverage area of 1.35sqkm. Huamei Cultural Creation Park, Strait Cultural Creation Park, Lianfa Cultural Creation Port, Haixi Industrial Design Center, Southeast World and other projects have been completed and launched into operation. 550+ cultural creation enterprises have settled down here.
Target enterprises for investment promotion: Innovative design, cultural and leisure tourism, digital and new media, film & TV, animation & game and other industries.
(VI) Cross-strait IC Industrial Park
Cross-strait IC Industrial Park is located within Jinmei Yuantong Storage and Logistics Park in the northern area of the airport and has a usable area of about 80,000sqm. The park is designed with six major sectors, i.e. Xiamen IC product bonded trading center, Xiamen IC R&D, Design and Test Center, Cross-strait (Xiamen) Micronano Electronic Research Institute, Xiamen IC Crowd Innovation Space, Xiamen Free Trade Zone IC Design Enterprise Incubator and Xiamen IC Industrial Talent Training Center, with an aim to develop the IC “Silicon Valley of Xiamen”.
Target enterprises for investment promotion: Attract IC product R&D and design, high-end manufacturing, packaging and test, trading and clearing, talent training and other IC-related enterprises that satisfy the access conditions.
(Ⅶ) Xiamen International Cruise Ship Home Port
The project starts from Haicang Bridge on the north, borders estuary of Yundang Lake on the south, waterfront of Dongdu Pier on the west and Dongdu Road on the east. The Phase I project has a coverage area of about 47.1 hectares and a construction area of 1,000,000sqm. Western Bay Cruise City is the initial project of Xiamen International Cruise City. With a total coverage area of 163,300sqm and a construction area of 794,000sqm, it was jointly developed by China Merchants Group and Xiamen Port Holding Group and comprises office buildings, commercial facilities, five-star hotels, apartment-style hotels, cultural facilities, terminal buildings, etc.
Target enterprises for investment promotion: High-end hotel cluster, cruise center, high-end commercial center, cruise economy and port-related industries, financial service, modern logistics, corporate headquarters, etc.
