The recently released National Reform Heat Assessment Report for the fourth quarter of 2023 indicates that Xiamen has once again ranked first among the 19 sub-provincial and above cities in China. The Reform Heat Index, independently assessed by the China Society for Economic Reform under the National Development and Reform Commission, encompasses six major areas: economy, politics, culture, society, ecology, and party building. In 2023, Xiamen introduced a series of significant, unique, and original reforms that have become landmarks in the city and influential nationwide. Xiamen has undertaken various important pilot reform tasks, including comprehensive reform pilots, national pilot projects for digital transformation of small and medium-sized enterprises, integrated domestic and foreign trade pilots, national comprehensive trade hub cities, pilot projects for redevelopment of inefficiently used land, and being among the first batch of national demonstration cities for infant and toddler care.
