Jimei District is located on the southeastern coast of China and opposite to Taiwan Island across the sea. It is home to Mr. Chen Jiageng who is honored as "flag of overseas Chinese and glory of the Chinese people". It is also a famous Taiwanese investment zone, a hometown of overseas Chinese and a scenic area. It is the geometric center of Xiamen and the metropolitan region of Xiamen, Zhangzhou and Quanzhou and thus a transportation hub in Southwest Fujian.

I. Overview
Amicable climate and beautiful environment:As one of the key administrative regions of Xiamen, the "gardenlike city on the sea", Jimei District has an amicable climate, orderly-distributed mountains, sea and lakes, a 21km-long bay leisure landscape line, 92sqkm mountainous ecological tourism resources and Xinglin Bay region which is even bigger than the West Lake. It has received many honorary titles, including national ecological district, Chinese "model award" of living environment issued by the Ministry of Housing and Urban-Rural Development, etc.
Convenient transportation and key hub: As the key transportation hub in Southwest Fujian, Jimei District has a convenient transportation network. Jimei District is only 11km from Gaoqi Airport, which is one of the five major airports of China, and 6km, 12km and 8km away from Dongdu Port, Haicang Portand cruise terminal of Xiamen.
Xiamenbei Railway Station, the largest comprehensive transportation hub in the Southeastern coast of China, is located right here. It is where railway and expressway must meet and a key hub of theintercity high-speed railway of Fujian in the future.
For intracity transportation, Jimei is home to 3 bridges and 1 causeway linking Xiamen Island to the mainland (i.e. Xiamen Bridge, Jimei Bridge, Xinglin Bridge and Gaoji Causeway). The three planned Metro lines (i.e. Metro Line #1, 4 and 6) and BRT system all pass Jimei District.

Famous Hometown of Chen Jiageng and overseas Chinese:It is known to all that Jimei is a famous hometown of overseas Chinese. The overseas immigration of people in Jimei dates back to the transition period between the Yuan Dynasty and the Ming Dynasty. Today, there are over 60,000 overseas Chinese having their origin in Jimei. Mr. Chen Jiageng, leader of a generation of overseas Chinese lauded by President Mao Zedong as "flag of overseas Chinese and glory of the Chinese people" was born in Jimei.
Chen Jiageng donated in schooling in Jimei and nurtured the spirit of Jiageng. The spirit of Jiagengis highly credited by and advocated for enterprises. As President Xi Jinping stated in a return letter to the Jimei Alumni Association during the 140th anniversary of the birth of Chen Jiageng, he hoped overseas Chinese could uphold the "the spirit of Jiageng".

II. Industrial Overview

Jimei has Xinglin Taiwanese Investment Zone, Jimei Taiwanese Investment Zones and the provincial-level Xiamen Machinery Industrial Concentration Zone within its jurisdiction. After 30 years of development, it has developed a solid industrial base. In the future, Jimei District will consolidate and strengthen its advantageous industrial chain of machinery and equipment, aggressively develop its advantageous industries, including large and medium-sizedcoaches, engineering machinery and power transmission and distribution equipment industries, and create a key concentration zone of high-end equipment manufacturing and an advanced manufacturing base on the western coast of the Taiwan Strait.

Preferentially develop information safety, digital creation, e-Commerce, smart city and industry application, IC design, mobile Internet, IoT, intelligent manufacturing and robot, big data, cloud computing and artificial intelligence with an aim to create the largest software and information service industrial concentration zone of Fujian and the "Silicon Valley on the western coast of Taiwan Strait".
Phase III project of Xiamen Software Park in Jimei is an important carrier of its software and information service industry. Currently, it has up to 1,000 enterprises within the park, including Yamaha (one of the world's top 500 enterprises), China Mobile, China Telecom, China Digital Port and China Communications Construction (central enterprises) and also Wangsu, ICSS and G-bits Network Technology (listed companies).

Jimei District has film and TV industry as the focus of the development of the cultural industry. It has become an important film and TV industrial concentration zone and a filming zone and many relevant enterprises have settled down here.

In 2015, Jimei started to develop Jimei Film and TV Cultural Creation Park and aimed to turn it into the headquarters park of Xiamen's film and TV industry. It has also established Xiamen Film and TV Industrial Service Center to provide film & TV investment promotion, cast support, copyright transaction, financial equity, technical support and other services to settled enterprises. Totally 300+ film and TV enterprises have settled down here and generated good social and economic benefits. Jimei is also constructing Xiamen's first and China's leading professional film shooting base, Xiamen Film and TV Shooting Base.
Meanwhile, the newly-issued Regulations of Jimei District on Promoting Development of Film and TV Industry also provides a strong guarantee to the development of film and TV industry in Jimei. In the tourism industry, Jimei District focuses on the cultural performance, parent-child tourism and academic research and travel industries and tries its best to develop the tourism gold brand of "hometown of Chen Jiageng, centennial school village, parent-child paradise and capital of academic research and travel".
Today, Jimei District has a "1+N" academic research and travel system, including 1 academic travel headquarters, 30 academic travel units and 122 courses for academic travelers, which is suitable for parent-child learners and young academic travelers.
Ø New Material Industry
Try to develop the national new-material industrial concentration zone, gain preemptive advantages in the development of new material industry, utilize the advantages in the innovation resources of rare earth, graphene and composite materials and aggressively develop rare-earth magneto inductor, new-energy battery, rare metal materials and other featured new-material and new-energy industries.
The construction of the Magneto ElectromechanicalIndustrial Park of Xiamen Tungsten was formally commenced in 2018.
Ø Modern Logistics Industry
Preferentially support railway logistics, e-Commerce logistics, cold-chain logistics, auto logistics, intercity delivery logistics and other business modes; construct a regional logistics center covering Xiamen, Zhangzhou, Quanzhou and Longyan and influencing other parts of Fujian Province. The large-size Qianchang cargo freight station located at the junction of Jimei and Haicang is one comprehensive logistics park based on railway hub in the southeastern coast of China and the tenants include GLP and Best Express. In 2018, CITICPE and US EBAY jointly developed OrangeConnex Cross-border e-Commerce Industrial Park in Jimei considering Xiamen's port advantages and the prospect of its cross-border e-Commerce industry. The project construction was commenced in the second half of 2019.
Ø Urban Modern Agriculture
Stick to quality-based and green agricultural development; deepen supply-side structural reform of agriculture, facilitate the development of new driving forces for agricultural development; preferentially develop seed and seedling industry, modern facility agriculture, agricultural product processing industry, agricultural product logistics service industry, leisure agriculture and other featured agriculture.
Today, a series of modern agricultural sightseeing and leisure projects have been constructed in Jimei, including Guoleyuan and Jinlinglong. These projects complement the advantages of Jimei District in the cultural and tourism industry.
III. Key Investment Promotion Zones and Projects
Jimei District has the best business environment in Xiamen. It has two national Taiwanese Investment Zones within its jurisdiction, i.e. Xinglin and Jimei Taiwanese Investment Zones, and the provincial-level Xiamen Machinery Industrial Concentration Zone.
In the past few years, Jimei has tried to promote the construction of Jimei New Town and Maluan Bay New Town according to the principle of innovation-driven development and harmonious coexistence. Significant industrial concentration effects have been achieved at the Xinglin Bay Business Operations Center and Phase III project of Software Park.
[Jimei New Town]
Jimei New Town is located in the core area of Jimei District and has a total planned area of 60.5sqkm and a planned population of 500,000. Since the founding of Jimei New Town, Jimei, as the pioneer and main venue to practice the "cross-island development" strategy of Xiamen, has always promoted the construction of Jimei New Town in a quality, fast and efficient way according to the “four-high” standards under leadership of the CPC Municipal Committee and the municipal government of Xiamen. It has spared no effort to increase its urban capacity, livability and business concentration in an all-around manner, facilitate the deep integration and development of its industrial, living, schooling and cultural infrastructures and establish a highly dynamic New Town with a high industrial concentration.
Through years of development, the industrial structure of Jimei New Town comprising one core, one area and three parks and zones, has basically come into being, i.e. core area (one core), Northern Railway Station Area (one area) and Phase III of Software Park, Machinery Industrial Concentration Zone and Qianchang Logistics Park (three parks and zones). The software information, cultural tourism, modern logistics, machinery and equipment manufacturing and other industrial systems in these areas, parks and zones have developed continuously and entered a new phase of development.
Ø Phase III Project of Software Park
The Phase III project of the Software Park has a total planned area of 10sqkm, including a 2.1sqkm Animation Educational Industrial Base and a 7.9sqkm Software R&D Base. The focus of layout is placed on five major industries, i.e. 5G, artificial intelligence, big data, IoT and intelligent hardware. Such industrial chains as digital cultural creation, smart city and industrial application, e-Commerce, big data and information safety, mobile Internet and artificial intelligence have been initially established. The goal is to create the “Silicon Valley” on the western coast of the Taiwan Strait.
Plots in a total area of 298 hectares have been developed at the Phase III project of the Software Park. Industrial carriers in an area of 1,600,000sqm have been completed. A series of quality enterprises have settled down here, including Migu Animation, China Digital Port, Yamaha R&D Center, G-bits Network Technology, Ropeok and ZKTeco, etc.
As of the end of April 2019, the park had 2,077 registered enterprises and 1,179 tenants cumulatively with 25,000 employees. In 2018, it achieved operating revenue of 17.6 billion Yuan, up by 40.8% YOY, and tax revenue of 420 million Yuan, up by 42% YOY.
ØInternational Innovation Center
BEZ· International Innovation Center is based on Jimei New Town and the Phase III project of the Software Park. With a total coverage area of about 100,000sqm and a construction area of 570,000sqm, it is a double key investment promotion project of Fujian and Xiamen and an investment promotion platform jointly developed by Jimei District and the BEZ.
The project is constructed and operated by the BEZ Group which is the developer of Beijing Zhongguancun. It primarily attracts Internet, mobile communication, big data, cloud computing, artificial intelligence, cultural creation and industrial design and other hi-tech industries. Measures are being taken to facilitate project construction. The primary structure of its Phase I project will be completed at the end of 2019 and tenants will move in as of 2020.
Ø Xinglin Bay Business Operations Center
Xinglin Bay Business Operations Center is located at the core position of Jimei New Town. It is developed and constructed by Xinglin Jianshe with a total investment of 5.514 billion Yuan, a project coverage area of 120,000sqm and a total construction area of 770,000sqm. It is planned to comprise 12 buildings, including 2 apartment buildings for the singles and multiple high-rise office buildings, with well-established commercial service facilities.
Xinglin Bay Business Operations Center is a multifunctional comprehensive investment promotion carrier for commercial, office and living purposes. It has 500+ tenant enterprises with 8,500+ employees, with an overall occupancy rate of 70%. The Center achieved a tax revenue of about 626 million Yuan in 2018.
The tenant enterprises include the large-scale corporate headquarters of IOI Group, Huilong Group, Home King and Yongxing Dongrun; and the commercial facilities of Starnest Yue Center of APTECH, China Film Stellar, Weiyou, The Rhythm, etc.
[Maluan Bay New Town]
Maluan Bay New Town is located in the northwest of Xiamen and spans Haicang and Jimei Districts. It is the center of Xiamen's golden beach belt, the sub-center of Xiamen, the central node of Xiamen and Zhangzhou Urban IntegrationArea (bordering Changtai of Zhangzhouon the west), a key gateway of Xiamen and a key hub linking Xiamen and Zhangzhou.
The part of Maluan Bay New Town in Jimei town has a coverage area of 10.5sqkm with rich natural resources and a beautiful environment inside. Developing and constructing Maluan Bay is an important measure for Xiamen to implement the "cross-island development" strategy and promote thedevelopment of the urban integration of Xiamen, Zhangzhou and Quanzhou.
Xiamen Municipal Government presides over the construction of the New Town with close cooperation between Haicang and Jimei Districts. In March 2016, the construction of the New Town commenced with the ecological restoration project. Measures will be taken to "establish a general development trend in one year, set up a trunk road network in three years, establish full-range infrastructures in five years and basically complete the framework of the New Town in eight years". The New Town will become a strategic backing point for the national "Belt & Road" Initiative, a regional service base for cross-strait cooperation, an international intelligent ecological bay New Town with the integration of industrial and living infrastructures and a comprehensive service center of Xiamen and Zhangzhou in the future.
The tourism industry and high-end business headquarters economy (R&D center, technology transfer center, operation center, regional headquarters and other functional headquarters will be set up) will be preferentially developed in the starting zone, central island and Jimei island of Jimei District. Chiway Bilingual School is currently under construction. Relevant commercial, leisure and other high-end vacation projects will be attracted in the future.
