Talent Policy

I. “Remaining-in-Xiamen Six Articles” Policy

(I) Living Allowances
As of July 1, 2021, one-off living allowances at the following rates are offered to fresh college graduates from full-time programs of study:

RMB 80,000 per person for PhDs (up to 40 years old);

RMB 50,000 per person for master’s degree holders (up to 35 years old);

RMB 30,000 per person for bachelor’s degree holders (up to 30 years old) from “Double First-Class” universities (disciplines) or universities ranked among the world’s top 200;

RMB 10,000 per person for fresh graduates from other universities.

(II) Spouse Job Placement
As of July 19, 2021, for high-level talents and PhDs from full-time programs of study who are newly employed in Xiamen, if their spouses are permanent staff members of administrative organs, public institutions or state-owned enterprises in other cities, they may be placed in comparable jobs in Xiamen based on the nature of their current employers, provided that they meet Xiamen’s reassignment requirements. For spouses in other types of jobs, related municipal departments will provide active coordination for their job placement.
(III) Children Schooling
For the children of high-level talents in Categories A+, A and B who were born in line with the relevant policy, if they are to attend a school for compulsory education, they may be placed in a high-quality public school of the same type recommended by the municipal and district education departments and based on their personal wishes.
For the children of high-level talents in Category C who were born in line with the relevant policy, if they are to attend a school for compulsory education, they may be placed in a public school through arrangements by the municipal and district education departments and based on their personal wishes and the principle of attending a school close to home.

(IV) Housing for Talents

Newly recruited high-level talents in Categories A, B and C are eligible for the purchase of talent housing up to 150, 120 and 100 sq. m, respectively, at 45% of the market price according to the current regulations. Talent housing is tradable in the market if it has been occupied for five years and if the person has worked in Xiamen for five years (the condition of “double five years”). For each subsequent year of work in Xiamen, the government will offer, to the person, 10% of its entitlement to the person’s payable land gains. Upon the satisfaction of the condition of “double ten years”, 100% of the government’s entitlement to the gains will have been offered to the person.

(V) Personal Income Tax Rewards

For high-level talents in Category B and above, if they pay RMB 80,000 or more in annual personal income tax, they are entitled, for five years, to subsidies equal to a certain percentage of the locally retained portion of their income tax:

For the portion of an annual personal income tax at or below RMB 80,000, a 50% subsidy will be paid;

For the portion of an annual personal income tax ranging from over RMB 80,000 to RMB 250,000, a 75% subsidy will be paid;

For the portion of an annual personal income tax over RMB 250,000, a 100% subsidy will be paid.

(VI) Healthcare

Qualified talents are entitled to the following classes of healthcare services:

High-level talents in Category A+ are entitled to Class I healthcare services;

High-level talents in Category A are entitled to Class II healthcare services;

High-level talents in Category B and talents in Category C who are within the current scope of healthcare recipients are entitled to Class III healthcare services;

Talents in Category C who are outside the scope of healthcare recipients are entitled to reimbursement of out-of-pocket medical expenses within the catalogue as Class III healthcare recipients.

Note: High-level talents in the “Remaining-in-Xiamen Six Articles” Policy refers to talents in Categories A+, A, B and C meeting the Xiamen Criteria for the Evaluation and Validation of High-Level Talents (revised and updated annually).


II. Other Talent Policies

(I) Top-Notch Talents

Nobel Prize winners, academicians of the Chinese Academy of Sciences or Chinese Academy of Engineering, and world-class entrepreneurial teams, are eligible for financial support on a case-by-case basis after being approved by the relevant departments.

(II) Leading Talents

“Double-Hundred Plan” High-level Innovative Talents: They are eligible for a work and living stipend of RMB 1 million.

“Double-Hundred Plan” Leading Entrepreneurial Talents: They are eligible for startup financial support of RMB 1-5 million and for subsidies of rents for 100-500 sq. m of physical space. Moreover, if the revenue of the enterprise’s main business exceeds RMB 30 million, a reward equal to 1% of the actual revenue will be given.

Outstanding Young Talents: They are eligible for a work and living stipend of up to RMB 1 million.

High-Level Financial Talents: A reward of up to RMB 2 million.

Specially Appointed Taiwan Experts: Living stipends of up to RMB 1-1.5 million yuan over a five-year period.

(III) Backbone Talents

Talents in Management and Technical Positions above the Middle Level of Enterprises in the Advanced Manufacturing Industry Multiplication Plan: Those with an annual salary (pre-tax) of over RMB 500,000 will be rewarded in a certain proportion at progressive rates. Among them, those of RMB 500,000 (inclusive) to 700,000 (inclusive) will be rewarded at 3% of their pre-tax annual salary of the previous year; those of RMB 700,000 (inclusive) to 1,000,000 (inclusive) will be rewarded at 4% of their pre-tax annual salary of the previous year; those of over RMB 1 million will be rewarded at 5% of their pre-tax annual salary of the previous year. The maximum cumulative reward for the current year shall not exceed RMB 100,000.

Talents Needed in Key Industries: Those with an annual salary of over RMB 300,000 will receive an allowance of RMB 100,000 to 150,000, while those who have been flexibly recruited will receive a remunerative allowance equal to 20% of their total personal salary and up to RMB 150,000.

Young Innovative & Entrepreneurial Talents: A work and living stipend of RMB 100,000-400,000.

Specially Appointed Taiwan Experts: A living allowance equal to 25% of the annual salary paid by the employer and up to RMB 600,000 over a five-year period.

Taiwan Financial Talents: Taiwan financial talents whose annual salary meets the relevant requirements and who serve as a mid-level or higher manager in a Xiamen-registered financial institution, large-scale financial holding company or financial research institute (think tank), are eligible for an annual stipend of RMB 80,000 for up to five years.

(IV) Fundamental Talents

1. Fresh university graduates who are employed or have started a business in Xiamen, and lawfully and stably employed previous graduates with a bachelor’s degree who are less than 45 years old or those with an associate college degree who are less than 35 years old and have consistently paid social insurance contributions in Xiamen for one to three years, are eligible for household registration in Xiamen.

2. Postdoctoral personnel at postdoctoral workstations operated by businesses and public institutions are eligible for an annual living stipend of RMB 100,000 for up to two years. Post-doctoral researchers who choose to depart from the station and remain in Xiamen are eligible to apply for an additional settlement allowance of 300,000 RMB.

3. Newly recruited fresh graduates with honors who have studied with tuition exemption at non-Fujian normal universities affiliated with the Ministry of Education are eligible for a one-off stipend of up to RMB 200,000.

(VI) Highly Skilled Talents

Newly recruited technicians and senior technicians will receive a one-time subsidy of RMB 5,000 and RMB 10,000 yuan, respectively. Validated craftsman training bases and master studios will be given a construction subsidy of up to RMB 500,000. Newly assessed winners of China Skills Awards and National Technical Masters are eligible for a reward of RMB 300,000 and RMB 100,000, respectively.
