Siming District has a total coverage area of 84 sqkm, 10 subdistricts and a permanent population of about 1.015 million. As the political, economic, cultural and financial center of Xiamen, it cherishes the concept of "five major developments" demonstration zone, focuses on "high-end, emerging and featured" industries, has the headquarters economy as the driving force and relies on the "1+6 industrial system", i.e. finance, conference & exhibition, trade & commerce, tourism, cultural creation and software information, and the "two belts and two zones" to promote its economic growth. In 2018, it achieved a total GPD of 144.99 billion Yuan, up by 7.2% YOY, and a total fiscal revenue of 24.063 billion Yuan, ranking the first among all counties (districts) of Fujian.

Siming District practices the service concept of "just push the button and we will do it all". It establishes a joint investment promotion mechanism between district and subdistrict governments; creates professional and efficient service modes for enterprises; promotes the development of service-oriented governments; and tries to develop an international, market-oriented and legal business environment.

Siming has the highest concentration of headquarters economy and the most dynamic financial institutions. It has 500+ CPA firms, law firms, HR companies, architectural design enterprises, IPR enterprises and other high-end service industrial enterprises that cover all aspects of production and operation. The four most influential accounting firms of the world, i.e. KPMG, Deloitte, PWC and Ernst & Young, have established their branch in Siming District; three of the "five major firms" in international real estate counseling industries, i.e. DTZ, Savills and CBRE have all established their branch in Siming District; domestically-famous law firms, including Dacheng Law Office and Yingke Law Firm, have set up their independent legal person facility in Siming District. In 2018, Siming had an added value of 128.84 billion Yuan from the tertiary industry, accounting for 88.9% of the total GDP.

It has a beautiful environment and an amicable climate. 206 days with excellent air quality index and 157 days with good air quality index throughout the year in Siming, or an excellence and goodness rate of 99.5% in air quality index. It has a mean temperature of 20.7 degrees Celsius and over 85% of its roads are boulevards, with a per capita garden and greening area of 13.5 sqm and a ratio of green space of 43.6% in the urbanized region. III. Industrial Sectors
After ten years' development, Siming District has become an important headquarters economic concentration zone on the western coast of the Taiwan Strait. Such mature business districts as Guanyinshan and Lujiang Road Areas have taken shape, with 85 corporate headquarters and 156 completed commercial buildings, including 22 "buildings with a revenue of over 100 million Yuan". The enterprises in these buildings contribute a tax revenue of over 8 billion Yuan per year. The development of the headquarters economy is at a new phase now. Many fast-growing projects have settled down in Siming, including UCar, Luckin Coffee and Toutiao.
(II) Software Information Industry
As the main venue for the development of Xiamen's software information industry, Siming District is home to Xiamen Software Park Incubation Base (Phase I) and Industrial Base (Phase II), both topnotch national software parks. They constitute one of the largest completed software parks in China. Software Park Phase II project has become a concentration place of talents, funds, information and technologies of the software and information industry. It is home to a series of domestically and even world-famous Internet enterprises in the sectors of electronic data evidence collection, cyber information security, "beauty" culture, animation & game, industrial applications, geographic information software and architectural intelligence, etc., e.g. Meiya Pico and YLZ. Four enterprises are listed on the "2018 China's Top 100 Internet Companies", including Meitu, 4399.com, G-bits and Meet You, and they are all located in Siming District. "Meituan Dianping" and "Toutiao", both leading Internet enterprises and having relations to Fujian, have cast their eye on Siming District and have a well-developing trend. In recent years, Siming has registered a growth between 15% and 20% in operating revenues of software information industry which accounts for 70% of the 100B-Yuan software information industrial chain of Xiamen. Siming has developed a series of featured industrial clusters, including industrial software, digital content, system integration, mobile interconnection and e-Commerce, and they have become the "new driving forces" for the economic development of the Siming District.
(III) Financial Industry
The financial industry of Siming achieved an added value of 37.139 billion Yuan in 2018, accounting for 25.6% of its district GDP and 70.85% of the total added value of Xiamen's financial industry. It is the main driving force of the economic growth of Siming. More than 95% of the headquarters of banks above the branch level, all insurance organizations and nearly 80% of securities brokerages of Xiamen are located in Siming District. 8 of the 10 Taiwanese financial organizations that have a branch in Xiamen have chosen to settle down in Siming District. As such, Siming has established a healthy and robust diversified financial service system characterized by the prevailing status of the banking industry, the gradual development of the securities, futures, insurance and trust industries and full furnishing with relevant financial support industries.

Siming District is the earliest commercial and trade concentration zone taking shape spontaneously in Xiamen and has the highest concentration of large-scale commercial complexes in Xiamen. As a domestically famous district of business and trade, Siming achieved a wholesale and retailing revenue of 719.5 billion Yuan from enterprises above prescribed scale, accounting for 56.2% of the municipal total and up by 12.1% YOY; it achieved a total social consumable retailing value of 57.9 billion Yuan, accounting for 37.6% of the municipal total and up by 10.8% YOY. The total and incremental values of both indexes rank the first among all six districts of Xiamen. It also has concentrated development of bulk trading and accounts for nearly 60% of the transactions of bulk commodities of the district, including coal, petroleum and metal; it has a multi-level commercial structure backed up by municipal commercial centers, featured commercial streets and community-based commercial centers and boasts of such mature municipal commercial centers as Zhongshan Road, Railway Station and Conference and Exhibition Center Commercial Centers. The traditional commerce and trade are increasingly integrated with the Internet, big data and other new technologies to continuously promote the adjustment of commodity and business mode and strengthen supply chain innovation and application. Meitu, Meet You, Nascent and Festival Walk, etc. have been certified by the MOC as demonstration enterprises of e-Commerce; C&D, ITG, Justsun and Linde have been certified and included by the MOC in the first catalog of pilot enterprises in supply chain innovation and application. The representative enterprises of Siming include C&D, San'an, Junhe, Justsun, Anta, Xstep, Hengxing and Sinochem Oil.
(V) Cultural Creation Industry (Film and TV Cultural Industry)
The cultural creation industry has emerged rapidly with significant achievements in Siming District in recent years. Siming has 11 provincial demonstration bases of cultural industry, 2 provincial key cultural enterprises, 36 municipal key cultural enterprises, 4 primary cultural creation parks, 5 large-scale antique malls and 4 featured cultural and leisure zones. As one of the "top 10 key cultural industrial parks of Fujian", Longshan Fashion Creation Park has an enormous gathering of masters and talents and is a cradle for Xiamen to become an "Antwerp of China". About 640+ enterprises have settled down here with a cumulative output of nearly 10 billion Yuan through the years. For that reason, it is the only cultural creation industrial park of Fujian to win the "Dragon Design Foundation Award" and a national pilot base of Fujian-Taiwanese cultural industry. In 2017, it was further included in the first catalog of "national pilot parks (platforms) for the creative design of textiles and apparels". It currently has three completed core zones, i.e. Xiamen Industrial Design Center, Longshan Fashion Centre and Demonstration Base of Fashion Design.
Try its best to develop a "district of fashion". Relying on the International Fashion Week and other events, Siming District aims to establish a fashion exchange and display platform, promote the cooperation in the fashion industry, develop a fully dynamic "district of fashion", drive the restructuring, upgrading and sustainable development of fashion design, cultural creation, commercial and other relevant industries and contribute to the formation of a 100B-Yuan industrial chain of cultural creation in Xiamen.
Rapid development of film and TV industry. With its natural landscapes of both sea and mountains, harmonious combination of eastern and western architectures and cultures and cozy and inclusive social environment, Siming District is commonly recognized as a natural topnotch film and TV base in China. During the news conference on April 9, 2019, it was declared that Xiamen was chosen as the host city of China Golden Rooster and Hundred Flowers Film Festival (year of Golden Rooster Awards). Siming's film and TV industry was thus launched onto a fast track of development. A film and TV industrial assistance facility was founded to provide one-stop services to the film and TV crew in Xiamen. Special Policies of Siming District to Promote Development of Film and TV Industry was also promulgated to drive the fast development of film and TV industry in Siming District. A series of film and TV products were photographed and produced in Siming, including Hello Mr. Billionaire and Go Brother!. "Cross-strait 100 Film Talent Program", Toutiao Xigua Video headquarters and many other film and TV talents and enterprises have settled down in Siming District.

Xiamen is a "national famous city of conference and exhibition" and "2013 most popular international destination of MICE". It is one of the most favored cities for domestic and international brands to hold order conferences, distributor conferences and annual conferences. The Stone Fair and Buddhist Items & Crafts Fair held in Siming each year are the largest-scale ones in the world.
Siming has the best and fullest-furnished conference and exhibition infrastructures. It is home to most of the professional conference and exhibition venues and star-level hotels of Xiamen, e.g. International Conference and Exhibition Center and International Conference Center. It is also the host place of many famous exhibitions, including the annual China Xiamen Machinery and Electronics Exhibition (XMIE), China International Fair for Investment and Trade, Stone Fair, Xiamen International Leisure Tourism Expo, Cross-strait (Xiamen) Cultural Industries Fair, Cross-strait Book Fair and West-Taiwan-Strait Auto Expo, and the order conference, product release conference and other large-scale conferences and exhibitions of famous enterprises like Anta, Xstep and Peak. Siming District takes the conference and exhibition industry as one of its "1+6" preferred industries, with emphasis on the development of regionally featured conferences and exhibitions. It strengthens cooperation with world-famous exhibition companies to train on authoritative professional exhibitions, develop Siming into a famous district of conference and exhibition on the western coast of Taiwan Strait and enhance its influence in the conference and exhibition industry. In 2018, it held 194 exhibition projects in total, up by 12% YOY, with a total exhibition area of 2,130,000 sqm, up by 9% YOY, accounting for 85% and 90% of the total number of exhibition projects and total exhibition area of Xiamen respectively. It held 6,235 conferences, up by 6% YOY, with 1,020,000 external exhibitors and visitors, up by 15% YOY, accounting for 67% and 54% of the municipal total number of conferences and external exhibitors/visitors respectively. It achieved an economic gain of 29.4 billion Yuan from the exhibition industry, or 73% of the municipal total.

Xiamen has been honored as the "best tourist destination of China" for a couple of times in recent years. Siming claims ownership of 15 of the "top 20 famous scenes of Xiamen". A series of emerging scenic zones have appeared in recent years, including Zengcuoan Cultural Creation Fishing Village, Xitouxia, the 300 m-high "Above the Cloud - Xiamen" of Shimao Strait Buildings (Xiamen's landmark building)
Siming preferentially develops four major tourism themes, including Kulangsu Romantic Trip, Seaside Leisure Trip, Ancient Residence Street and Lane Trip and Soul Discovery Trip with a concept of all-for-one tourism. It also focuses on the development of seaside tourism and improves tourism quality; develops commercial, conference and exhibition tourism and MICE products and improves tourism service quality; develops hot spots of diversified tourism consumption, facilitates the transition of the tourism industry from scale growth to quality and efficiency growth and tries to become a domestically-topnotch and world-famous tourist destination. In 2018, Siming received 62,881,500 domestic and international tourist trips, accounting for 70.7% of the municipal total and up by 15.4% YOY; it achieved a total tourism revenue of 97.745 billion Yuan, up by 20.1% YOY.
