I. Overview of Tong'an
Tong'an is also called the "Silver City". It became a county in the third year (282 A.D.) of the Taikang Period of the Western Jin Dynasty and has a history of over 1,700 years. It is located on the southeastern coast of Fujian and north of Xiamen, at the center of the Minnan "Golden Triangle" and opposite to Taiwan across the ocean. As the largest administrative district of Xiamen, it has a coverage area of 669 sqkm and a permanent population of 806,000.
(I) Geographic Advantages
Tong'an District is located at the southeastern coast of Fujian Province, in the middle front of Minnan "Golden Triangle" of Xiamen, Zhangzhou and Quanzhou and in the north of Xiamen. It borders Anxi and Nan'an on the north, Jimei on the south, Changtai on the west and Xiang'an on the east.
(II) Economic Capacity
GDP: In 2018, it achieved a GDP of 42.2 billion Yuan, up by 8.3% YOY and ranking the second among all districts of Xiamen;
Fixed-asset investment: Grew by 29.9% YOY which ranks the first among all districts of Xiamen;
Total fiscal revenue: 9.041 billion Yuan in total, up by 21.1% YOY which ranks the first among all districts of Xiamen; 2.3 billion Yuan revenue at the district level, up by 14.9% YOY which ranks the first among all districts of Xiamen.
Per capita disposable income: 38,186 Yuan, up by 9.4% YOY which ranks the third among all districts of Xiamen.
Foreign investment: A contracted foreign investment of 1.905 billion Yuan and a paid-in foreign investment of 1.467 billion Yuan, ranking the third among all districts of Xiamen.
(III) Transportation Network
As an extension of Xiamen airport, seaport and railway infrastructures, Tong'an has established a fast transportation system linking to the "two circular and eight radiating passages" of the fast transit system of Xiamen. It has formed a Xiamen half-hour living circle, a one-hour urban integration circle of Xiamen, Zhangzhou and Quanzhou and a four-hour commercial circle of South China.
- National Highway 324, Provincial Highway 205 and Fuzhou-Xiamen-Zhangzhou Highway run across Tong'an.
- Tongji Road, Jimei Bridge, Xinglin Bridge, Haixiang Avenue, urban BRT system and the planned Metro Lines #4, 6 and 9 provide access to all parts of Xiamen.

1. Educational Resources
Tong'an has a profound cultural background, including Tong'an Confucian Temple, the emblem of cultural and educational prosperity; and Zhu Xi Academy, the Zhu Xi cultural landmark indicating the origin of Min study. There are also 139 kindergartens, 78 primary schools and 20 general middle schools. Among them, there are three demonstration primary schools of Fujian Province, including Tong'an No. 1 Experimental Primary School, and three provincial Class 1 standard secondary schools, including Tong'an No. 1 High School of Fujian.

It faces the ocean and is located at the foot of mountains with an evergreen environment throughout the year and a forest coverage of 54%, ranking the highest in Xiamen. It has received many honorary titles in recent years, including "National Ecological Zone" and "Most Beautiful Leisure Site in China".
Thanks to its unique resource advantages, Tong'an has witnessed significant development of its tourism industry. Today, Tong'an is actively integrating itself into the Great Xiamen Tourism Circle and fully improving its diversified tourism product system that covers ecological leisure, fitness, recuperation, cultural experience and other core subjects with an aim to become a green leisure base of pan Minnan culture, a core constituent of the Great Xiamen Tourism Circle and a sub-center of the tourism industry of Great Xiamen.

II. Industries Orientation
Relying on its Modern Service Industry Base, Tongxiang Hi-tech Industrial Park, Industrial Concentration Zone and other carriers, Tong'an has facilitated the process of industrial restructuring and upgrading and developed "3+3" industrial clusters and chain groups in recent years, i.e. new-generation information technology, tourism & cultural and machinery & equipment industrial clusters as well as biopharmaceutical & health, modern logistics and urban modern agriculture and other industrial chain groups. It is working hard to realize quality development and turn Tong'an into a rich and beautiful district.
(I) New-generation information technology industrial cluster: It covers panel display, computer and communication equipment, software and information service, semiconductor and IC industries, etc.
1. Development base: It has such leading enterprises as San'an Optoelectronics, San'an Semiconductor, Qudian, etc. Major projects under construction include Unigroup Industrial Park, Qudian Scientific and Technological Financial Innovation Park and China Mobile Data Center.

(II) Tourism and cultural industrial cluster: It covers tourism, conference, exhibition, and cultural creation, etc.
1. Development base: Rely on the profound history and culture and unique natural resources of Tong'an District and the seaside tourism, cultural and sports industrial belt of the New Town to develop featured projects of tourism and culture. In 2018, Tong'an received 12.78 million tourists, up by 13.1% YOY. It has multiple high-end seaside hotels, including Marriott Hotel, Portman Hotel and Renaissance Hotel. Phase III project of Huaqiang Cultural, Scientific and Technological Park is under construction now.
2. Park and zone carriers: Seaside Tourism, Cultural and Sports Industrial Belt of the New Town in the Eastern Sea Area.
(III) Machinery and equipment industrial cluster: It covers machinery & equipment, new material, etc.
1. Development base: It has such leading enterprises as Baofeng Industry, East Asia Machinery and LA VIDA. Such major projects as JSCC Automation and Hiprecise are under construction.

(IV) Biopharmaceutical and Health Industrial Chain Group
1. Development base: Tong'an is honored as the national demonstration zone for quality and safety of exported fitness equipment and it has such national famous enterprises as Goldenhome Cabinetry and K-power. Such major projects as Phase IV project of Goldenhome and Taikang Health, Medical and Recuperate Complex are under construction now.

(V) Modern Logistics Industrial Chain Group
1. Development base: It has such leading enterprises as JD.com and Holder. The preferred industries include supply chain integrated logistics, manufacturing industry joint logistics, cold chain logistics and urban distribution logistics. Such major projects as JD E-Commerce Industrial Park, Holder Parts Smart Logistics Center and Donglun Smart Innovation Logistics Park.

(VI) Urban Modern Agricultural Chain Group
1. Development base: Tong'an District is the only national pilot district for integration of primary, secondary and tertiary industries. It has Yinxiang, Gulong and other leading agricultural and byproduct manufacturers, 120 large-scale professional rural cooperatives, including Tianyanshan and Sanxiushan, and Minnan Fruit and Vegetable Wholesale Market which is the largest fruit and vegetable logistics and distribution base of Fujian.

III. Investment Elements
(I) Human Resources
It has 6 municipal medium-level vocational schools, including Xiamen Tong'an Vocational Technology School, Medium Vocational Department of Xiamen Medical College, Xiamen School for Cultural and Educational Professions, Xiamen Tong'an Vocational and Technical Educational Center, Xiamen Tong'an School for Special Education and Xiamen Sports School, with 5,826 students in total. These schools provide multi-level labor forces for different industries.
(II) Land Costs
The base price of an industrial plot is 400 Yuan per sqm and industrial workshop rental is 15-30 Yuan per sqm per month.
(III) Housing Assurance
Establish a layered and all-around housing assurance system; emphasize the construction quality and accessory facilities of indemnification housing projects; and develop indemnification housing communities according to the concept of "good location, perfect infrastructure, large scale, high quality and full functionality".
