The National Development and Reform Commission, along with other ministries, recently issued the "Notice on the Planning and Construction of Modern Circulation Strategic Pivot Cities," incorporating 102 cities into the development plan. Beijing, Shanghai, Tianjin, Guangzhou, Shenzhen, and Xiamen, among a total of 24 cities, have been designated as comprehensive circulation pivot cities. The design of these strategic pivot cities is structured around three core principles: facilitating the flow of essential goods and resources, enhancing cross-regional and cross-border influence, and promoting the advancement of modern circulation. In determining the cities for this strategy, considerations were made based on the city's resource endowment, developmental foundation, comparative advantages, and future potential.
