In the past ten years, the size of talent pool in Xiamen increased from 630,000 to 1.47 million, with an increase of 133%. Xiamen has been rated as “One of the Most Attractive Chinese Cities in the Eyes of Foreign Talents”, “One of the Best Talent Introduction Cities of the Year in China” and “One of the most Attractive Cities for Overseas Entrepreneurs”. In the past ten years, Xiamen has successively introduced many measures such as the “Double-hundred Plan” and “Six Measures for Staying in Xiamen”. In the past ten years, the “Double-hundred Plan” has introduced 891 leading innovative and entrepreneurial talents, and driven the cultivation of 6 listed enterprises including Intretech, Meitu and Zeesan Biotech and 22 key listed backup enterprises. The quantity of national high-tech enterprises increased from 755 to 2,801, with an increase of 271%. 144 national “Specialized, Refined, Characterized and Novel” little giant enterprises have been added, making the total amount in Xiamen rank among the top ten in China. Xiamen has also taken the lead in implementing the system of Taiwan’s specially-invited experts (professionals), constructing 22 Taiwan youth employment and entrepreneurship bases at or above the provincial level, as well as establishing the first “Taiwan-invested Board” dedicated to serving Taiwan-invested enterprises in China. So far, 1,475 Taiwan-invested enterprises have been listed on the “Taiwan-invested Board”.
