The Implementation Scheme of Xiamen to Practice the Outline on the Development of the Intellectual Property Right Power (2021-2035) has recently been printed and issued, which states that Xiamen will be built into a national powerful city in intellectual property rights in 2025. The Implementation Scheme proposes all-covered arrangements for Xiamen to accelerate its capability in intellectual property rights, releases 15 specific measures in 6 aspects, namely intellectual property regime, protection, operation, service, culture, and exchange & cooperation, and refines them into 74 sub-items. The characteristics of the city are embodied in the implementation. As for specific indicators, the Implementation Scheme specifies that the high-value patient ownership per 10,000 people in Xiamen will reach 21.47 by 2025, the number of overseas invention patent licenses will reach 3,000, the number of WIPO patents will reach 600, the number of registered copyrights will reach 70,000, and the annual import and export amount of intellectual property royalties will reach 5 billion yuan.
