Recently, the Xiamen Municipal Bureau of Science and Technology has enacted the Xiamen Measures to Support Entrepreneurship by Overseas Students to further encourage and support returning overseas students to stay or start a business in Xiamen, accelerate the business incubation process for overseas students, and create a sound environment for startups and innovation. The Measure expanded the definition of overseas students, changed the form of the special support fund for overseas students to start a business, and redesigned the support method for them. Since the first Interim Method of Xiamen on the Support Fund for Overseas Students to Start Businesses released by the Xiamen Municipal Bureau of Science and Technology in 2012, the city has subsidized 213 startup businesses founded by overseas students for a total amount of more than 32 million yuan.
