Recently, Xiamen released the Xiamen Fourteenth Five Year Plan for the Development of Cultural Industry (hereinafter referred to as the Plan), indicating that the city would strive to reach an annual business revenue of the cultural industry up to 250 billion yuan in 2025, with the added value of the cultural industry accounting for around 7% of the city-wide GDP. The Plan proposes that the cultural industry shall fully play its unique role to build Xiamen into a nationally leading and exemplary city of high-quality development, and strongly underpin the effort of building a high-caliber modernized international city with an attractive appearance. During the "Fourteenth Five Year Plan", Xiamen will endeavor to design an industrial layout where the film and television industry and the network-based audio and video industries are taken as leaders, culture, tourism, creative design, animation, and game industries are taken as key competitive industries and artwork and music industries are taken as the targets of intensive incubation. The Plan also expressly defines eight major projects of Xiamen's cultural industry during the Fourteenth Five Year Plan.
