Recently, Xiamen has secured its leading positions on two lists announced by the Ministry of Science and Technology and the Ministry of Industry and Information Technology. The Innovation Capability Evaluation Report for National Innovation-based Cities 2021 released by the Ministry of Science and Technology, on which Xiamen ranks No. 12, comprehensively evaluates the innovation capability of 78 innovation-based cities throughout the nation. An innovation-based city is a city that drives its economic and social development mainly by technological innovation and that plays a significant supporting and leading role in building an innovation-based province and nation. Besides, Xiamen is placed "top 10" in the List of Cities and Prefectures Harvesting Remarkable Results in Stable Industrial Growth, Transformation, and Upgrade released by the Ministry of Industry and Information Technology. In 2021, the industrial added value of enterprises above the designated scale in Xiamen increased by 11.9%, taking 2nd place in the province; the industrial added value of enterprises above the designated scale in strategic emerging industries increased by 19.4%, signifying a remarkable result in terms of industrial transformation and upgrade.
