Xiamen Municipal People's Government issued the "Good Start" Work Scheme for Q1 2022 (the "Scheme") on January 13, 2022. The Scheme mainly includes measures in ten fields：performing well in agricultural production in winter and spring, fully boosting the spring grain production and accelerating the construction of major modern agricultural projects; stabilizing industrial production and encouraging enterprises to scale up production and efficiency; expanding effective investment and speeding up the construction of major projects; promoting consumption by launching series of incentives, boosting the restoration of cultural and touristic consumption, and maintaining steady price and supply of major livelihood commodities; stabilizing the growth of foreign trade and capital, and increasing the scale of foreign capital utilization; promoting the healthy and stable development of real estate market; supporting enterprise growth, carrying on with the relief policies for enterprises during the epidemic, enhancing the support for SMEs and the financial support for enterprises; continuously optimizing the law-based business environment; strengthening the provision of key supplies; beefing up the epidemic control and safe production.
