December 28 saw the release of The Special Plan for the Business Development of Xiamen during the press conference held by the Xiamen Municipal Bureau of Commerce. The Plan stresses the need to enhance the quality and level of investment promotion, speed up the implementation of policies to promote the settlement of major projects while taking the project construction as a driving force. Xiamen Government will further coordinate different parts of the investment and expedite work on supply chain development, investment promotion, project promotion and industrial ecosystem. The Plan specifies the layout for the business development in the "Fourteenth Five-year Period", centering on enhancing allocation capacity of global resource, turning Xiamen into an international consumption center, an international trade center and an international conference and exhibition center, and strengthening Xiamen's role in cross-strait relations.
