Featuring 58 specific measures in terms of key element allocation, industrial ecosystem, urban space, public services, and law system environment, the Scheme aims to facilitate high-quality development and overall transcendence, greatly improve Xiamen's image as a livable and business-friendly city, and optimize a market-based, law-governed international business environment.
