Xiamen Headquarters Economy Development Conference was held on the morning of October 23, which gathered representatives from Fortune Global 500, China's top 500 private enterprises, multinational companies, large state-owned enterprises and other high-level enterprises, locally-headquartered enterprises as well as well-known investment, financial and consulting institutions. A project signing ceremony was also held at the conference, where a total of 23 regional headquarters projects were signed on site with a total investment of 73.6 billion yuan. By report, during the conference, 66 projects were signed in Xiamen with a total investment of 113.5 billion yuan. The conference put forward the goal for Xiamen's headquarters economy development: more than 100 new headquarters enterprises (including 20 with revenue exceeding 10 billion yuan and 30 with revenue over 5 billion yuan) will be built by 2025; the revenue and profits of headquarters economy will exceed half those of Xiamen's enterprises; the tax revenue will reach 30% of the city's tax revenue; making Xiamen into an internationally renowned headquarters economy core area along the Maritime Silk Road and in China's Southeast coastal areas. The conference also published opinions on accelerating the high-quality development of headquarters economy, and proposed more than 20 measures from six aspects to further support the development of headquarters enterprises. The opinions will go into effect as of January 1, 2021. Last year, the operating revenue of Xiamen headquarters enterprises accounted for 29.07% of the revenue of Xiamen's enterprises, the total achieved profits made up 43.09% of the city's corporate profits, and, meanwhile these enterprises provided 220,000 jobs in Xiamen.
