Fujian-Guangdong-Hong Kong-Macao "Single E-lock Scheme" Fast Customs Clearance Launched

On March 26, a truck carrying 2,638 cosmetic items, departing from Macao and cleared by Xiamen Customs, arrived at Fujian Haicang Integrated Free Trade Port Zone, marking the official launch of the Fujian-Guangdong-Hong Kong-Macao "Single E-lock Scheme" fast customs clearance. The "Single E-lock Scheme" is a streamlined cross-border transshipment supervision model under China Customs. This year, Xiamen Customs expanded the program to pilot the mechanism between its jurisdiction and Macao. Under this model, Fujian, Guangdong, Hong Kong, and Macao collaborate to implement real-time IoT monitoring of transport vehicles via GPS and secure smart locks, enabling automatic arrival verification and clearance at checkpoints. The process reduces average transit times by approximately eight hours, significantly enhancing cross-border efficiency, promoting trade facilitation, and supporting Fujian's integration with the Guangdong-Hong Kong-Macao Greater Bay Area.
