I. Overview
In early 2015, the CPC Xiamen Municipal Committee and Xiamen Municipal Government made a decision to promote "base + new town" development and construction program, i.e. planning and constructing one hi-tech industrial base in Tong'an and Xiang'an each and establishing a modern industrial innovation base that is driven by hi-tech industries, promoted by modern service industries and suitable for living, working and tourism. In September of the same year, the municipal government established a general headquartersto organize and implement the development and construction of the Base. Under the general command of relevant leading officials of the municipal government, the office is headed by the Torch Hi-tech Zone Administration Committee and participated by relevant organizations of the municipal government.
Tong'an Xiang'an Hi-tech Industrial Base (hereinafter referred to as the Base) is a municipal-level industrial development platform that has the Municipal Land Development Headquarters as the general owner and the Torch Group and the Information Group as the contractors of the Tong'an Area and Xiang'an Area of the Base respectively. The two contractors are liable for land development formalities and construction of public roads and accessory facilities. After the requisitioning of industrial plots, the Torch Hi-tech Zone and various districts will work together for investment promotion, land transfer and construction.
The Base is located in the northeast of Xiamen and has a planned total coverage area of 45.75sqkm. It comprises the Tong'an Area and the Xiang'an Area.
Tong'an Area is located in Wuxian and Hongtang Towns of Tong'an and Xinxu Town of Xiang'an and has a planned coverage area of 35.07sqkm. The land requisition and removing work of Wuxian Starting Zone (9.58sqkm) and Dongliao Starting Zone (6.48sqkm) is constructedon a large scale now. The focus of development and construction of Tong'an Area is Wuxian Starting Zone which comprises five phases, wherein Phase I, Phase II, Phase III, Phase IV and Phase V projects have a planned area of 0.71sqkm, 1.15sqkm, 0.85sqkm, 2.31sqkm and 1.71sqkm respectively. Public supporting facilities’ construction and industrial investment promotion work of Phase I and II projects have been basically completed. The agricultural-to-construction transition and requisitioning work of plots are going on for the Phase III, IV and V projects now.
Xiang'an Area is located in Neicuo and Maxiang Towns of Xiang'an District and has a planned coverage area of 10.68sqkm. The focus of development and construction is Shitou Starting Zone (about 2.67sqkm) which comprises four phases, wherein Phase I and Phase II projects have a coverage area of 0.51sqkm and 0.69sqkm respectively and the total coverage area of Phase III and Phase IV projects of 1.47sqkm is not included in the urban master plan. Public supporting facilities’ construction and industrial investment promotion work of Phase I project have been basically completed. Investment promotion work is in progress for the Phase II project and public supporting facilities’ construction is going on simultaneously.
Tongxiang Industrial Base has been developed always according to the philosophy of "concentrated and rolling development" and the concept of "sponge city, city of pipe gallery and integration of industrial and living infrastructures" for the general goal of "full launch in one-year, basic frame in three years and scale development in five years". With Wuxian Starting Zone of Tong'an and Shitou Starting Zone of Xiang'an being the core, it is implemented in phases and the public supporting facilities are collectively planned and constructed in advance along with the industrial investment work.
After nearly four years of development and construction, the Phase I and Phase II projects of Wuxian Starting Zone of Tong'an and Shitou Starting Zone of Xiang'an have basically taken shape and the infrastructures are improving gradually. Today, Tongxiang Industrial Base has a developed area of nearly 3sqkm with a cumulative fixed-asset investment of about 10 billion Yuan. A hi-tech industrial base withthe integration of industrial and living infrastructures is basically established and rapidly emerging.
II. Preferred Industries
As the new carrier of strategic emerging industries and the new space to accommodate key projects of Xiamen and Fujian, Tongxiang Hi-tech Industrial Base is planned at a high starting point and constructed according to high standards and the long-term development plan and positioning goal compiled by the CPC Xiamen Municipal Committee. Its industrial layout is scientifically designed with reference to the development trend of future hi-tech industries, the development needs of major national strategies and the geographic developmental advantages and industrial features of Xiamen. The preferred industries of Tong'an include new-generation information technology, new material, new energy and high-end equipment manufacturing industry; the preferred industries of Xiang'an include IC, display, LED, microelectronics and other hi-tech industries.
Tongxiang Hi-tech Industrial Base tries to attract large-scale and technology-intensive projects with high driving effects. With accelerated land requisitioning and infrastructure construction work, it is becoming increasingly attractive and many quality high-end projects have settled down here. As of the end of June 2019, the investment promotion work of Phase I and II projects of Wuxian and Shitou Starting Zones was basically completed and 26 industrial projects already settled down there, primarily new-material, power electric device and electric equipment projects, including 4 projects that have been launched into operation, 5 projects that are ready for completion and acceptance, 13 projects under construction and 5 projects to be launched into construction. The Base has a transferred area of 1.08sqkm and a total investment of about 22.2 billion Yuan. Upon completion, the Base is expected to generate an output of about 30 billion Yuan and tax revenue of about 1 billion Yuan annually.
III. General Infrastructures and Advantages
1. Planned Structure
Tongxiang Hi-tech Industrial Base is designed with industrial plots in an area of 8.35sqkm, of which 4.08sqkm has been transferred for industrial use. An additional industrial plot of 1.21sqkm is expected to be transferred this year.
Tong'an Area is designed with a developmental structure of "one core, one belt and seven groups", wherein one core refers to the public construction servicecore; one belt refers to a mountain and brook landscape belt; seven groups refer to seven comprehensive industrial groups. Tong'an Area is designed with industrial plots in a total area of about 7.36sqkm, of which 3.92sqkm has been transferred. The public supporting facilities’ construction and investment promotion work of the Phase I and Phase II projects of Wuxian Starting Zone have been basically completed and the agricultural-to-construction transition and requisitioning work of plots are going on for the Phase III, IV and V projects now.
Xiang'an Area will have a planned structure of "two cores, two areas and two axes", wherein two cores refer to the green landscape core and production and living service supporting core; two areas refer to the northern comprehensive living area and the southern comprehensive industrial area; two axes refer to the two green landscape axes along Neitian Brook and Lian Brook. Xiang'an Area is designed with industrial plots in a total area of about 0.99sqkm, of which 0.22sqkm has been transferred. The remaining industrial plots have a total area of about 0.77sqkm.
2. Transportation System
Having the cross-island development strategy as the core, Xiamen aims to establish a transportation structure of "one island, one belt and multiple centers", facilitate the construction of off-island public service infrastructures and promote the integration of Xiamen Island and the off-island region.
Tong'an Area is designed with a trunk road system comprising "four horizontal and six longitudinal passages” (four horizontal passages include Tongxin Road, Hongxin Road, old National Highway 324 and new National Highway 324; six longitudinal passages include East Tong'an Road, Middle Chengdong Road, Tongxiang Avenue, Guanshan Road, Xinxi Avenue and East Xiang'an Road). Serving various industrial groups evenly, the public transportation system is designed with 6 terminal bus stations and 10 gas stations and spaces are reserved for interfacing with the urban rail traffic. The slow traffic system links up the open spaces and key public facilities to form a green traffic system network. The road system is designed with separate passenger and cargo transport. Cargo transportation passages are designed in the production zone and passenger transportation passages in the living zone. It is 23.9km, 29.1km, 29km, 5.8km and 33km away from Xiamenbei Railway Station, Gaoqi International Airport, the new airport in Xiang'an, Xiang'an Entry/Exit of Shenyang-HaikouExpressway and thePort of Xiamen respectively.
Xiang'an Area is designed with a trunk road system comprising "four horizontal and three longitudinal passages" (four horizontal passages include East Fangshan Road, Neian Avenue, East 2nd Fangshan Road and Haixiang Avenue; three longitudinal passages include Meishang Road, Xidong Road and Lianyuan Road). It is a "checkered mesh" structure of roads. There are "two horizontal and three longitudinal" conventional bus routes along the trunk roads, with 2 terminal bus stations designed. The planned Metro Line #6 has Neitian Station within the Area and a train depot is also designed here. External cargo transportation is realized through Haixiang Avenue, East Fangshan Road and Xidong Road which are connected to the expressway, national highways and various other districts of Xiamen. It is 21.3km, 27.1km, 17km, 4km and 30km away from Xiamenbei Railway Station, Gaoqi International Airport, new airport in Xiang'an, Xiang'an Entry/Exit of Shenyang-HaikouExpressway and thePort of Xiamen respectively.
The internal road networks of the two areas are improving gradually, including 15 roads under construction, in a total mileage of 11.63km; 13 roads being planned, in a total mileage of 20.34km.
3. Sponge City
Tongxiang Hi-tech Industrial Base is designed according to the advanced concept of "sponge city". The retained water resources are used by the waterworks. Hongtang Waterworks is the main source of water of Tong'an Area and Fangshan Waterworks is the main source of water of Xiang'an Area. Both projects are undergoing expansion currently and the expansion work is expected to be finished in 2020, with a daily supply capacity of 16,000t per day. There are five electric switching stations and one 110kV substation under construction. Adistributive sewage treatment plant is designed in line with the landform features with an aim to reduce sewage purification investments with the help of wetland for ecological degradation. Butang Regenerative Waterworks and Xiang'an Sewage Treatment Plant are the main facilities for sewage treatment in Tong'an and Xiang'an Areas respectively and they can satisfy the sewage treatment needs of the settled enterprises in Phase I, II and III of Wuxian Starting Zone. Neitian Sewage Pump Station of Shitou Starting Zone has been completed and launched into use. All the new roads of the trunk road system of the Base are designed with a sponge city section to improve the processing capacity of the water supply, sewage discharge and electric systems, increase the ecological economy and recycle resources.
4. Integrated Pipe Gallery
A 14.98km-long integrated pipe gallery with a total investment of about 1.418 billion Yuan is designed within the starting zone of Tongxiang Hi-tech Industrial Base. Tong'an Area is designed with 6 integrated pipe galleries which are located along East Tong'an Road, Tongxin Road, Hongxin Road, Lantian Road, Middle Chengdong Road and old National Highway 324. The pipe galleries of Tongxin Road and Hongxin Road are at the phase of design. The preparatory work of the pipe gallery of East Tong'an Road will start soon. The pipe galleries along Lantian Road, Middle Chengdong Road and old National Highway 324 are long-term projects.
Xiang'an Area is designed with four integrated pipe galleries along East 2nd Fangshan Road, Xidong Road, Neian Avenue and Neitianxi Road. The pipe galleries along East 2nd Fangshan Road, Xidong Road and Neian Avenue are at the phase of design and the gallery along Neitianxi Road is a long-term project.
5. Integration of Industrial and Living Infrastructures
As a zone with integrated industrial and living infrastructures,Tongxiang Industrial Base is designed with multiple livelihood supporting projects, primarily including indemnification housing, educational, community service centers, parks and hygienic facilities. The design plan of Baishishan Park of Wuxian Starting Zone and Gongposhan Park of Shitou Starting Zone has been compiled and will be implemented in the year.
The public (service) facilities on the level of subdistrict and grassroots community of Tong'an Area will be configured in line with the population, specifically including 1 subdistrict office, 1 community service center, 1 community-integrated sports center, 1 integrated cultural activity center, 1 community health service center, 5 secondary schools, 7 primary schools and 11 industrial service centers. Today, the Butang Primary School, Butang Kindergarten and Xincuo Primary School of Wuxian Starting Zone are starting preparatory work and the educational infrastructures of the Area will be further improved.
Xiang'an Area will comprise 7 communities, 1 subdistrict administration and community service center, 1 community-integrated sports center, 1 integrated cultural activity center, 1 community health service center, 2 secondary schools, 3 primary schools and 5 industrial accessory service centers.
The Base is also designed with a series of accessory projects, including Xiang'an Shitou Talent Apartment Project, Xiang'an Xilu Talent Real Estate Property Project and Tong'an Wuxian Industrial Community Project (including talent apartment project). Wuxian Starting Zone is designed with indemnification housing projects, i.e. Longqiu Apartment and Longquan Apartment projects, with a total construction area of about 600,000sqm. Preparations are being made for the construction of these projects and they will be launched into construction this year. Longqiu Apartment Project is designed with 2,670 public rental apartments and will satisfy the residential needs of employees in Wuxian Starting Zone upon completion, thus “attracting” and “retaining” more talents.
Tongxiang Hi-tech Industrial Base will focus on four major emerging industries (electronic information industry, high-end equipment manufacturing industry, new-energy industry and new material industry). The “base + new town”integrated development of industrial and living infrastructures will be realized through industrial and urban integration development and reasonable planning of the ratio of industrial, commercial/trading and living service facilities. The Base will become a new highland with the concentration of industries and talents in Xiamen in the future.
