Xiang'an District enjoys geographic advantages as it is located in the northeast of Xiamen, in the middle of Minnan“Golden Triangle”of Xiamen, Zhangzhou and Quanzhou and opposite to Jinmen across the sea. For its strong influencing ability, it is positioned as the new core of the metropolitan region of Xiamen, Zhangzhou and Quanzhou and the eastern center of Xiamen.
Since its founding, Xiang'an District has actively and reliably promoted the quality and level of its urbanization; deepened the reform of comprehensive cross-strait exchange and cooperation infrastructures; capitalized the major opportunity of city integration; aggressively promoted the construction of Xiang'an International Airport, demonstration zone of cross-strait modern service industry cooperation, New Town in the Eastern Sea Area, Tongxiang Hi-tech Industrial Base and other major projects; facilitated the industrial capacity; fully promoted the planning and construction of the New Town; realized continuous and stable economic development; and initially developed a modern ecological seaside New Town with distinctive features and a reasonable industrial structure suitable for both living and working.

Xiang'an Administrative District has a coverage area of 412sqkm, a sea area of 134 sqkm and a shoreline of 75km. It has 180sqkm lands that can be used for urban construction and a forest coverage ratio of 31.75%. It has four towns (Xindian, Maxiang, Neicuo and Xinxu), one subdistrict (Dadeng Subdistrict) and one farm (Damaoshan Farm) within its jurisdiction.

- Shenyang - HaikouExpressway has two entries/exits in Xiang'an District, i.e. Maxiang and Neicuo (pending construction);
-It is accessible to other administrative districts of Xiamen and all parts of China via National Highway 324, Xiang'an Tunnel, Haixiang Avenue, Xiang'an Bridge (pending construction) and rail traffic (under construction).

- Metro Line #3 links two city centers, i.e. Xiamen Island and Xiang'an and links two comprehensive transportation hubs, i.e. Xiamen Railway Station and Xiang'an International Airport. It is expected to be launched into operation in 2021.
- Metro Line #4, the round-bay trunk fast line off Xiamen Island, connects four districts outside Xiamen Island and links up to three transportation hubs, i.e. the port of Xiamen, Xiamenbei Railway Station and Xiang'an Airport. It will be launched into operation in 2022.
Transportation Hub on the Western Coast of Taiwan Strait: Xiamen (Xiang'an) International Airport
Functional positioning: It is an important international airport, a regional hub airport, an international cargo airport, a portal airport for cross-strait exchange and an important cross-strait transportation hub airport in China. It can facilitate the internationalization pace of Xiang'an District.
Construction plan: With a planned area of 24sqkm, it will comprise 2 groups of Level 4F runways and 3 terminal buildings with an annual passenger throughput of 75 million. The Phase I project will comprise 2 north-south runways and Terminal Building T1 with an annual passenger throughput of 45 million. It will be completed and open to traffic in 2022.
Multi-leveled Educational Resources
Basic Education: Interface with the Extension Strategies of Famous Schools of Xiamen Island
- Founded an educational group and added 500+ pre-schooling positions; gradually attracted quality educational resources from Xiamen Island, including Keji High School, ShuangshiMiddle School, Xiamen Experimental Primary School, to found their campus in Xiang'an.
Higher Vocational Education
The educational facilities are mainly concentrated in Xiang'an Cultural and Educational Zone, which is one of the three cultural and educational zones of Xiamen. The Zone has a total coverage area of 4.2sqkm and 5 technical schools with a total of 45,000 to 55,000 students. It can deliver massive practical talents to enterprises each year.
Xiang’an Campus of Xiamen University
It has a coverage area of 3,645mu and a planned construction area of 1,150,000sqm, of which 900,000+ sqm have been launched into use. Main developments: firstly, focus on life, medical, pharmaceutical, oceanic, environmental, ecological, new-energy, aeronautic, astronautic and other emerging disciplines and applied disciplines; secondly, preferentially establish a series of national and provincial scientific and technological innovation platforms of emerging applied disciplines; thirdly, preferentially construct the southern base of the headquarters of China Confucius Institute.
Xiang'an Hospital of Xiamen University
Xiang'an Hospital of Xiamen University is a comprehensive clinical research hospital and a nonprofittertiary Class A public hospital jointly invested and constructed by Xiamen University and the Xiamen Municipal Government. It is a comprehensive clinical research hospital for medical, teaching, scientific research and prevention purposes. It has a coverage area of 360mu and is designed with 3,000 beds. Its Phase I project has an investment of 2 billion Yuan, a coverage area of 180mu and 1,000 beds. It was launched into operation in the second half of 2018 and has 30+ clinical and medical departments.

Northern Industrial Park comprises Torch (Xiang'an) Industrial Zone, Xiang'an Industrial Park, Xiang'an Hi-tech Industrial Base, Digital Economy Industrial Park, Logistics Park, etc. The main industrial chains include photo-electronic, electronic information, electric and electrotechnical industrial chains. In 2018, it achieved a total industrial output of 122 billion Yuan from enterprises above the prescribed scale.
New Town in the Eastern Sea Area: Xiang'an New Town
New Town in the Eastern Sea Area: Xiang'an New Town will comprise Xiang'an Southern New Town, Aotou Fishing Town, Airport Industrial Park, Xiamen University National Science Park and Health and Medical Big Data Industrial Park, etc.
Tongxiang Hi-tech Industrial Base
It is located in the middle and north of Xiang'an District and borders Tong'an District. With a total planned area of 45.68sqkm, it is a new carrier of strategic emerging industries and the new space to accommodate key projects of Xiamen and Fujian.

Xiang'an Digital Economy Industrial Park
- Located on the west of Xiang'an Avenue, with a total coverage area of 0.72sqkm.
Preferentially attract enterprises in the AI, intelligent manufacturing, IC, software technology, big data, IoT, cloud computing, virtual reality, satellite application technology and other digital economy industries.
Central Zone of Xiang'an New Town
The zone is located in the middle of Xiang'an District and borders Haixiang Avenue on the north, South Xiang'an Road on the south, Xiang'an Avenue on the west and Jiuxi Road on the east. It covers the belt from Xiang'an Administrative Service Center to the Cultural and Educational Park with a total planned area of 18.4sqkm. The pre-starting zone has an area of 7sqkm. It is expected to become an ecological and livable New Town based on Xiangshan Scenic Zone and Jiuxi Drainage Area.
Core Zone of Xiang'an New Town
- Located in the south of Xiang'an with a planned area of 15sqkm, it is expected to become a subcenter of the new seaside city of Xiamen. It is planned to comprise administrative, office, commercial, financial, residential and hotel facilities.
- It is designed primarily for administrative, service, commercial, trading, district-levelcultural and sports purposes. Furnished with full-range living service facilities, it will become a multifunctional new urban district with efficient services, convenient transportation, well-established accessory facilities and a good ecological and living environment.
Xiamen Eastern(Xiang'an) New Town Zone of Sports， Conference and Exhibition
- Xiamen Eastern (Xiang'an) New Town Zone of Sports, Conference and Exhibition is located in Liuwudian of Xiang'an District and has a total coverage area of about 6,000,000sqm. It is planned with large-size exhibition halls, outdoor exhibition venues and other facilities. Upon completion, it will further improve Xiamen's conference and exhibition infrastructures, contribute to the establishment of a balanced conference and exhibition industrial and ecological circle across Xiamen, aggressively promote the development of the tourism, conference and exhibition industry with an output of over 100 billion Yuan and become a New Town center of Xiamen.
- The new conference and exhibition center is expected to be launched into operation in 2022. There will be more than 3,000,000 conference attendees and exhibition visitors and exhibitors and a conference and exhibition-related economic gain of 60.7 billion Yuan in the future.
Aotou Fishing Town
- Planned area of 3.39sqkm, located at the southernmost tip of Xiang'an Southern New Town; Metro Line #5 and 9 pass here.
- Designed with an industrial structure of "one port and three zones", i.e. Urban Fishing Port Industrial Complex, Marine Emerging Industrial Zone, Maritime Silk Road Cultural and Art Zone and Seaside Leisure Sightseeing Zone.
Develop a fishing town with a deep merger of culture, scientific research and tourism and a high level of integration of urban and rural facilities under the theme of "Maritime Silk Road, Strait and Bay"; an emerging town of maritime R&D and an ecological town for bay tourism.

The Xiang'an Airport Industrial Park has a total planned area of about 208 sqkm. It will avail the advantages of Xiang'an International Airport as a regional transportation hub to aggressively develop airplane maintenance, airport logistics, airport bonded warehousing, modern service and other airport industries and establish an airport industrial chain.
Xiamen University National Science Park
- A top-level platform for cross-strait technological achievement industrialization and exchange.
The Science Park is located in the south of the Xiang'an Campus of Xiamen University. It is Fujian's only national university science park certified by the Ministry of Science and Technology and the Ministry of Education and a major channel and an important platform for technology industrialization of Xiamen University.
The Phase I’s starting zone of the Park has a planned area of 4.6 hectares (69mu) and the target leading enterprises will be the large-size enterprises at home and abroad. It is expected to be an industrial concentration zone of new energy, maritime environment, biological science and technology, IT and other industries.
