The fourth session of the 13th National Committee of the Chinese People's Political Consultative Conference concluded in Beijing on March 10.
A total of seven CPPCC members from Xiamen, East China's Fujian province attended the conference and fulfilled their duties by putting forward several proposals concerning the development of the city.

建好金砖国家新工业革命伙伴关系创新基地
今年住厦全国政协委员将向大会提交联名提案《关于进一步建设好金砖国家新工业革命伙伴关系创新基地的建议》。
CPPCC members from Xiamen submitted a joint proposal on further promoting the construction of the BRICS Partnership on New Industrial Revolution innovation center in the coastal city.
该提案的第一提案人、全国政协委员张健表示，提案中提出4点建议，具体包括建立部省市联席会议制度，统筹推进金砖创新基地建设工作，支持金砖创新基地实体化运作，按照机构化设置、国际化运营原则，批准设立“金砖国家新工业革命伙伴关系创新基地”工作机构，作为核心运营主体负责金砖创新基地的统筹建设。
The chief proposer Zhang Jian said that the proposal comprises of four suggestions, including setting up a joint conference involving ministry-, provincial-, and municipal-level departments to push forward construction and support operation, as well as establishing a special institution that takes charge of the overall work.
此外，建议搭建常态化的金砖创新对外合作平台，如举办金砖国家新工业革命伙伴关系论坛、金砖工业创新大赛、金砖国家新工业革命展览等活动；建设金砖新工业产业基金等投融资平台，通过市场化手段支持项目建设；成立金砖基地创新联盟，协调高校、创新机构、龙头企业等参与，助力金砖创新基地的可持续发展等。
The members also suggested establishing normal platforms for innovation and cooperation among the BRICS countries (Brazil, Russia, India, China and South Africa), such as forums, industrial innovation competitions, and exhibitions themed on the new industrial revolution, financing and investment platforms, as well as innovative alliances involving higher learning institutions, innovative institutes, and industrial leaders.
在金砖创新基地建设中，厦门应发挥哪些作用？张健建议，希望国家相关部门支持厦门开展面向金砖国家全方位开放的综合改革试点，在人才引进、投资贸易便利化、互联互通等领域进行具有金砖国家合作特点的政策制度改革试点，并给予相关项目支持，以规则制度的开放激发金砖创新合作动力。
The proposal also highlights Xiamen's role in the center's construction. Zhang suggested that the central government support Xiamen in pilot reforms on talent introduction, investment and trade, as well as cooperation related to BRICS countries.
在厦设立空港综合保税区
全国政协委员、厦门海事法院院长夏先鹏向大会提交了《关于在厦门设立空港综合保税区的建议》，力争推动厦门在构建新发展格局、推进两岸融合发展、率先实现全方位高质量发展超越上抓住新机遇、展现新作为。
Xia Xianpeng, CPPCC member and chief judge of the Xiamen Maritime Court, put forward a proposal on establishing an airport comprehensive bonded zone in Xiamen to bring about more development opportunities to the coastal city.
夏先鹏指出，在厦门设立空港综合保税区，可以发挥区位优势和综保区优势，深化两岸融合发展；可以配套服务金砖国家新工业革命伙伴关系创新基地的建设；也可以在更大范围、更多领域、更深层次探索与高标准国际经贸规则条款对接，凸显服务“一带一路”和构建新发展格局的战略支点作用。
Xia noted that establishing the bonded zone will help deepen cross-Straits integrated development, serve the construction on the BRICS Partnership on New Industrial Revolution innovation center, as well as allow Xiamen to play a bigger role in promoting the Belt and Road Initiative.
“厦门开放型经济发展势头良好，与世界上200多个国家和地区建立了经贸关系，外贸综合竞争力居全国第五，有能力、有基础、有条件建设好空港综合保税区。”他说。
"Xiamen is developing an open economy with good momentum. The city has established economic and trade ties with more than 200 countries and regions, ranking fifth in China in terms of comprehensive competitiveness in foreign trade," said Xia. "The city is capable of building an airport comprehensive bonded zone."
夏先鹏建议，希望国家有关部门支持厦门借助新机场建设机遇，采取“统筹规划、总体申报、分步实施”模式，规划建设空港综合保税区，重点打造具有全球影响力和竞争力的加工制造中心、研发设计中心、物流分拨中心、检测维修中心和销售服务中心等“五大中心”，聚焦航空维修制造、国际物流与分拨、商务商贸服务等临空产业，以及新一代信息技术、智能装备、科教研发等高新技术产业，力争建成面向金砖国家开放重要窗口、两岸融合发展前沿平台、区域协同发展重要引擎。
Xia suggested that the zone focus on aviation manufacturing and maintenance, international logistics and distribution, business and trade, as well as the new generation information technology, smart equipment, and scientific education and research.
同时，支持厦门率先在空港综合保税区及其联动发展区域内开展经营性租赁收取外币租金试点，以破解厦门市融资租赁产业发展瓶颈，实现飞机新机和二手机租赁、经营性租赁和融资租赁、跨境转租赁和境内租赁同步发展，进一步做大做强厦门市融资租赁重点产业平台规模。
He said that he also hoped Xiamen be allowed to directly take foreign currencies as rents in business activities to expand the city's financing and aircraft leasing scales.
