Recognizing the ocean as a strategic frontier for high-quality development, Xiamen will enforce the "Xiamen Special Economic Zone Marine Economy Promotion Regulations" starting March 1st. These regulations aim to optimize the use of marine resources and coordinate industrial layout. They also set guidelines for building a collaborative innovation system for the marine industry, establishing innovation platforms, and facilitating the transformation of scientific and technological achievements into practical applications, thus providing a solid legal framework for the high-quality development of Xiamen's marine economy. With 35 articles, these regulations weave together administrative management, industrial distribution, ecological environment, regional collaboration, and support mechanisms, clarifying the government's responsibilities in managing these systems.
