The practice of attracting investment through intermediaries is encouraged. Investment intermediaries who have successfully brought a project to Xiamen will be rewarded for project referrals.
(I) Recipients of Rewards: Project information referrers and project promotion referrers
(II) Eligibility Requirements: Eligible projects are new legal-person projects which have started production or operation in Xiamen (excluding additional investment projects, real estate projects and equity investment projects). Within four years of business registration (no later than the date for submitting applications for the reward), the project company shall satisfy at least one of the following reward conditions:
1. Fixed-Assets Investment: The project company’s fixed-asset investment in Xiamen shall not be less than RMB 200 million, and the company shall meet the investment intensity requirements stipulated in the land sale contract or the regulatory agreement.
2. Paid-in Registered Capital: For Chinese-funded project companies, the paid-in registered capital of the investor from outside of Xiamen shall not be less than RMB 200 million, while for foreign-funded project companies, the paid-in registered capital of the foreign investor shall not be less than USD 30 million.
3. Contribution to the Local Economy: The cumulative amount of the locally retained portion of the corporate income tax and VAT paid by the project company shall not be less than RMB 20 million.
(III) Standards of Rewards:
1. Rewards for Project Information Referrers: An investment-project information referrer will be given a one-off reward of RMB 100,000.
2. Rewards for Project Facilitation Referrers: An investment-project facilitation referrer will be given a reward equal to 0.5% of the base amount of the reward for the fixed-asset investment of the project, or a reward equal to 0.5% of the base amount of the reward for the paid-in capital, or a reward equal to 6% of the base amount of the reward for contribution to the local economy. For each referred project, the total amount of rewards is capped at RMB 3 million.
3. Additional Rewards for Key Projects. A project referrer will be given an additional reward of RMB 200,000 if he or she has successfully brought in a company which has been included in the list of Fortune Global 500 or the list of China’s top 500 enterprises in the last three years.
