Preferential Policy for Taiwan Enterprises

(I) Economic Exchanges and Cooperation

1. Taiwan construction enterprises which have been put on record in Xiamen may engage in construction activities in Xiamen within the approved scope of business.

2. Xiamen makes efforts to create a “one city, two sets of standards” framework; the advanced, sound parts of Taiwan’s comparable standards may be incorporated into Xiamen’s local standards.

3. Based on the Financing Credit Enhancement Fund for SMEs, the Taiwan Investors Credit Enhancement Sub-fund has been established to increase credit financing for Taiwan-invested SMEs. Xiamen gives full play to the role of municipal and regional industrial guidance funds and policy financing guarantee companies in providing financial support for Taiwan enterprises in Xiamen.

(II) Social and Cultural Exchanges and Cooperation

1. Taiwan enterprises and Taiwan compatriots may set up private non-corporate high-end nursing homes as sole proprietorships. Qualified Taiwan residents may also open clinics and medical laboratories as sole proprietorships.

2. Taiwan compatriots may be invited to act as special mediators or people’s jurors. Efforts will be made to explore the possibility of establishing a Taiwan-related legal aid center in Xiamen. and to promote the establishment of a platform for accessing Taiwan law texts and a platform for displaying Taiwan-related procuratorate matters. Moreover, Xiamen and Taiwan law firms will be encouraged to launch joint operations under pilot programs.

(III) Education and Internships for Taiwan Compatriots in Xiamen

1. Municipal and district education departments will arrange for the schooling of Taiwan students. District education bureaus will arrange for Taiwan preschoolers and children to attend the nearest kindergartens and primary schools. A certain number of places in certain municipal Grade 1 middle schools will be reserved for Taiwan students. Taiwan students who take the High School Entrance Examinations in Xiamen and whose score meets the year’s minimum requirement for entrance to general high schools will apply for a place in a provincial-level Grade 1 high school in Xiamen; they will have parallel choices of school when their applications for admission are considered.

2. Scholarships are offered to Taiwan students enrolled in Xiamen’s primary and secondary schools.

3. Taiwan students are eligible for a monthly internship stipend of RMB 1,980 and a monthly rent subsidy of RMB 500 (for a year). Taiwan students from abroad who have come to Xiamen for internships (longer than a month) will be given a one-off transportation subsidy of RMB 2,000.

(IV) Innovation and Entrepreneurship by Taiwan Compatriots in Xiamen

1. For entrepreneurial projects launched by young people from Taiwan, their sci-tech content, scale, socio-economic benefits and market prospects will be evaluated, and a startup support fund of RMB 50,000-150,000 will be provided depending on the results of the evaluation.

2. Young People Entrepreneurship Centers offer office space, workshops, storefronts and other necessary venues for young Taiwan entrepreneurs. Rent subsidies are also provided for three years starting from the date of business commencement. In principle, full rent subsidies are provided in the first year, and partial rent subsidies are provided in the second and third years.

3. Support is given to Young People Entrepreneurship Centers with the right conditions to set up talent apartments for young Taiwan people engaged in entrepreneurial activities in Xiamen. Young Taiwan people based at a center who rent housing on their own are eligible for a monthly rent subsidy of up to RMB 2,000 for a maximum period of three years.

4. For fresh PhDs from renowned Taiwan universities who take up teaching positions at Xiamen universities, the universities may directly validate the professional-technical level of the qualified Taiwan compatriots and offer them corresponding professional-technical positions without taking up its existing balance of staffing quotas.

(V) Housing for Taiwan Compatriots in Xiamen

1. Young people from Taiwan who are employed or have started a business in Xiamen may apply for public rental housing according to the Detailed Implementation Rules for Young People from Taiwan to Apply for Municipal-Level Public Rental Housing.

2. Efforts are made to encourage Taiwan compatriots to use their Taiwan driver’s licenses in Xiamen and to facilitate the swap of their Taiwan driver’s licenses for Mainland China driver’s licenses.

3. During their residence in Xiamen, Taiwan compatriots may individually partake in the basic endowment insurance scheme for employees or in the endowment insurance scheme for urban and rural residents in accordance with the same standards for Xiamen residents. Taiwan compatriots in Xiamen who are employed by a local employer partake in the city’s basic employee medical insurance and are entitled to the same benefits. Taiwan compatriots in Xiamen who partake in the unemployment insurance and work-related injury insurance schemes enjoy the same insurance treatment as Xiamen residents. Contributions paid Taiwan compatriots to their personal housing provident fund and social security accounts may be withdrawn at one time by filing an application prior to departure from Mainland China.

4. Hong Kong, Macao and Taiwan residents who have partaken in local social insurance schemes in their home cities and continue to retain social insurance concerns are not required to partake in Mainland China’s endowment and unemployment insurance schemes if they can produce proof of existing insurance from the relevant authorized institutions.
