(I) Housing for High-Level Talents
High-level talents (Categories A+, A, B and C) enjoy substantially improved housing security, and they can now rent or purchase housing or receive free housing or supplemental housing.
1. Talents in category A+ who are newly recruited to work in Xiamen are eligible for rent-free talent housing of up to 200 sq. m for 10 years on a case-by-case basis. Those who have worked in Xiamen for 10 years and have made outstanding contributions can possess the rented housing permanently or receive RMB 10 million after validation by the Bureau of Human Resources and Social Security.
2. High-level talents in categories A, B and C are eligible for a home purchasing subsidy of RMB 2 million, RMB 1.6 million and RMB 1.3 million. which will be paid over a 10-year period), as well as a monthly housing rent subsidy of RMB 10,000, RMB 8,000 and RMB 6,000 for up to five years. They can purchase housing of 150 sq. m, 120 sq. m and 100 sq. m, respectively.
(II) Housing Security for Backbone Talents
Qualified key professionals are entitled to the purchase of affordable housing to fulfill their housing needs in Xiamen. Currently, key professionals are eligible for preferential benefits related to affordable housing, with the maximum permissible floor area increased to 95 square meters. Additionally, key professionals with non-local household registration are also eligible for these benefits.
(III) Housing Security for Backbone Employees at Enterprises in Multiplication Plan
According to the comprehensive contribution of enterprises, a certain quota of indemnificatory commercialized apartments will be arranged, which will be allocated to backbone employees by enterprises in the Advanced Manufacturing Industry Multiplication Plan. For enterprises with an industrial output value or main business income of over RMB 5 billion and an annual growth rate of over 5% in the previous year, 30 suites will be arranged; for those with an industrial output value or main business income of RMB 1 billion to 5 billion and an annual growth rate of over 10%, 20 suites will be arranged; for those with an industrial output value or main business income of RMB 100 million to 1 billion and an annual growth rate of over 20%, 10 suites will be arranged; for those with an industrial output value of over RMB 500 million (inclusive) in the previous year, 10 suites will be arranged. Employees must meet the requirements of certain salary income, educational background (professional title), and working years.
(IV) Rental Housing Security for Newly Employed College Graduates and Other Groups of Young People
College graduates under 30 years of age and with bachelor’s or higher degrees from full-time programs of study who have come to Xiamen for employment or entrepreneurial activities are entitled to the preferential rental housing policy of “50% discount of rents for five years”. This policy is also applicable to technical backbone talents not more than 30 years of age and with bachelor’s or higher degrees from full-time programs of study, who are recognized by each district (administrative committee) to meet the needs of industrial development.
