Established on October 19, 2003, Xiang'an District covers a total land area of 420 sqkm and a sea area of 134 sqkm, with seven streets and two towns under its jurisdiction. Housing 90 community resident committees and 30 village committees, with a total registered population of about 350,000 and a temporary population of nearly 220,000, it is the youngest and most dynamic administrative district with development potential in Xiamen.
I. Distinct Geographic Advantages
Xiang'an stands in the core area of Southern Fujian Golden Quadrangle of Xiamen, Zhangzhou, Quanzhou and Jinmen, bordering Quanzhou on the northeast and Tong'an District on the west, and facing Jinmen Island across the sea on the south, making it a bridgehead toward Taiwan. It has an exploitable land area of 200 sqkm and a shoreline of 80 km.
Relying on its unique location, Xiang'an District has built up a convenient three-dimensional transportation pattern by sea, land and air, comprising the Second Eastern Passageway, Xiamen Xiang'an Airport, Xiang'an Tunnel, National Highway 324, Shenyang-Haikou Expressway, and Fuzhou-xiamen High-speed Railway, which constitutes a convenient traffic network outwards. In particular, the successful opening of the Xiang'an Tunnel in 2010 enables access to major transportation hubs such as Xiamen Airport, Dongdu Port and Railway Station within 30 minutes.
With the highest density of rail transit in Xiamen
The dense area of rail service in the Transportation Hub on the Western Coast of Taiwan Strait: As shown in the Xiamen metro line planning scheme, there will be several intra-city and inter-city rail lines running through Xiang'an in the future, making it the district with the densest layout of rail lines among the districts outside the island. The rail transit construction will give wings to Xiang'an to soar in development.
Among them, Line #3 connects two city centers, i.e. Xiamen Island and Xiang'an, and runs from Xiamen Railway Station in the south to Xiamen (Xiang'an) International Airport in the east, with 26 stations in a length of 36.73 km. It is expected to be opened to traffic in 2021.
Line #4 connects four districts outside Xiamen Island and bridges three transportation hubs, i.e. the port, Xiamen North Railway Station and Xiamen (Xiang'an) International Airport. It serves as the backbone of Xiamen's round-bay trunk fast line off Xiamen Island and is expected to open to traffic in 2022.
Transportation Hub on the Western Coast of Taiwan Strait: Xiamen (Xiang'an) International Airport
Functional positioning: It is an important international airport, a regional hub airport, an international cargo airport, and a portal airport for cross-strait exchange in China. It will become an important cross-strait transportation hub airport in the future, thus facilitating the internationalization pace of Xiang'an District.
Construction planning: With a planned area of 25.64 sq km, it will comprise 4 high-grade runways and 3 terminal buildings with an annual passenger throughput of 85 million. The Phase I project comprises construction of 2 north-south runways and Terminal Building T1, with an expected capacity to handle 45 million passengers per year and accommodate 750,000 tons of cargo and mail per year, the project is expected to be completed in 2024 and open to traffic in 2025.
II. Solid Industrial Foundation
Through continuous advancement over the past 17 years, Xiang'an has initially realized "three transformations" from the weak economic area with the latest start to the urban area with faster economic development, from the traditional agricultural area to the urban area dominated by advanced manufacturing industry, and from the rural town to the eco-friendly coastal city.
2021 saw a year-on-year rise of 7.3% to 78.179 billion yuan in Xiang'an District's GDP; 8.4% to 169.958 billion yuan in the gross output value of industrial enterprises above-designated size; 15.9% to 9.345 billion yuan in total fiscal revenue; 56.8% to 952,400 yuan in contracted foreign investment; 13.7% to 77.765 billion yuan in investment in fixed assets (excluding rural households); 7.7%; to 12.982 billion yuan in total retail sales of consumer goods; 60.6% to 147.847 billion yuan in sales of wholesale and retail enterprises above designated size; and 10.1% to 400,062 yuan in per capita disposable income of all residents.

Taking the "double 100 billion projects" as driving force, Xiang'an adheres to the general idea of "one body, two lines and two wings" and spares no effort to build a modern international district with high quality development and sound ecological conservation through the construction of new urban area, new airport, new economy and new countryside.
Riding the momentum of the layout and construction of major projects such as Xiamen (Xiang'an) International Airport, Eastern New Town of Sports, Conference & Exhibition, the Second Eastern Passageway, Rail Transit and Xiang'an High-tech Industrial New City, Xiang'an, planned as the future eastern city center of Xiamen, shows increasingly prominent functional orientation and broad development prospects.
IV. Rich Industrial Platform
Relying on its own edges for development, Xiang'an will build a modern industrial system of "5+6+N". "5" refers to the five industrial development platforms, namely Xiamen Science and Technology Park, Xiamen Marine High-tech Industrial Park, Tongxiang High-tech Industrial Base, the Eastern New Town of Sports, Conference & Exhibition, and Xiang'an Aviation New Town; "6" refers to the six leading industrial chain groups of electronic information, airport industry, new energy and new materials, marine high-tech, biomedicine and health, and cultural & tourism exhibition; "N" refers to numerous future industries and new economy industries.
Having progressed for 18 years, Xiang'an has formed key industrial clusters of optoelectronic industry, integrated circuits, flat panel displays, semiconductor lighting, machinery industry and food industry, laying a solid industrial foundation. It also reserves a wide development room and has rich industrial platforms.
1. Xiamen Science and Technology Park
Centered on scientific breakthroughs and technological innovation, the 34.12-sq.km-planned Xiamen Science and Technology Park spotlights key scientific fields and key technologies such as information, life, material and aviation, and aims to build a "Science Bay Area, City of the Future" that is international, intelligent, intensive, specialized and distinctive.
With a land area of about 7.12 sq.km, the Lianhe area of Xiamen Science and Technology Park mainly carries such functions as original innovation in science and technology, the transformation of achievements and acceleration of industry by leveraging the resources and platforms such as Xiamen University Xiang'an Campus and Xiamen University National Science Park to facilitate the transformation and implementation of scientific and technological achievements, and cultivate future industries such as innovative drugs, synthetic biology, aerospace development and energy materials.
2. Xiamen Marine High-tech Industrial Park
Lying within the Liuwudan Port Area of Jinhai Street and the existing Oucuo Fishing Port, Xiamen Marine Hi-tech Industrial Park covers a total land area of about 12.9 sq.km and a total coastline of about 10 kilometers. It is dominated by three major industries of marine shipping, marine high technology, and marine cultural tourism, and is composed of 4 clusters: modern fishery and recreational tourism cluster; modern shipping logistics cluster; marine high-tech industry cluster; supporting service cluster.
The park is now home to key projects such as the Haixiang Terminal, Strait Modern City, Capital Outlets Complex, Southern Oceanographic Center, Third Institute of Oceanography, Coastal Romantic Line Phase III, and Oucuo Community Four-Unified Housing (Unified Planning, Unified Construction, Unified Distribution and Unified Management).
3. Xiamen Tongxiang High-tech Industrial Base
It is located in the area that borders Tong'an District in the central and northern part of Xiang’an District. Covering a total planned area of 46.8 sqkm, it is not only a new carrier for strategic emerging industries in Xiamen, but also a new space to accommodate key projects of Xiamen and Fujian.
Standing in the center of Xiang'an District, the Xiang'an Area of the base measures 10.68 sq.km in the total area planned and is positioned for high-tech industries such as integrated circuits, display panels, LEDs and microelectronics.
4. Xiamen Eastern New Town of Sports, Conference & Exhibition
Located in Liuwudian in the coastal area of Xiang'an District with a planned area of 6.58 sq.km, it stands as the eastward bridgehead for Xiamen's cross-island development. Riding on the two development engines of the new sports center and the new conference & exhibition center in the future, it will be built into a new coastal town and a benchmark of "industry-city-people" integration comprising such composite functions as sports events, tourism exhibition, business office, culture and entertainment, interactive experience and high-end residence.
Positioned as the main venue for international major sports events and the main venue for national activities, the new sports center covers a land area of 66.6 hectares and a gross floor area of 560,000 sqm. It is planned with a 60,000-seat main stadium, an 18,000-seat gymnasium and a 5,000-seat natatorium, as well as supporting facilities such as round-bay commercial and outdoor sports field. It will host the Asian Cup, the biggest and most influential football tournament in Asia, in 2023.
The new conference & exhibition center is positioned as an international large-scale exhibition center with international high-end business and conference functions, occupying a land area of 84.7 hectares and a gross floor area of about 1,060,000 sqm. It will comprise an indoor exhibition area of 300,000 sqm and an outdoor exhibition area of 100,000 sqm. Located in the vicinity of complete conference, hotel, office, commerce and other supporting facilities, it will be built into a conference and exhibition industry highland integrating exhibition commerce, bonded logistics, accommodation and catering, transportation hub and headquarters of convention and exhibition enterprises, and become the main venue of international major exhibitions such as China International Fair for Investment & Trade, Industry Exposition and World Seafood Congress.
5. Xiang'an Aviation New Town
The new town covers a total area of 53.11 sq.km, comprising Caicuo Area, Lianhe Area, Dadeng North Area and Airport Core Area. It will capitalize on the capacity of Xiang'an International Airport as the regional transportation hub to aggressively develop air bonded logistics, aircraft financing and leasing, port operation, bonded aviation material storage and transportation, bonded trade and display and other airport industries to build an airport industrial chain.
6. Xiang'an Digital Economy Industrial Park
Situated at the west of Xiang'an Avenue, the park has a total land area of 190,900 sqm and a planned floor area of 485,500 sqm, with a total of 307,500 sqm already completed in Phase I and Phase II. Phase III is currently under schematic design, with a land area of 69,000 sqm and an above-ground floor area of 17.83 sqm.
Great efforts are now made to build the park into a smart park integrating artificial intelligence, medical big data, intelligent manufacturing, integrated circuits, software technology, the Internet of Things, cloud computing, network communication, information security, virtual reality, satellite application technology, and industrial ecological services. One of the core clusters, the "Healthy Xiang'an Smart Valley", is an important carrier and platform for the development and incubation of the health care industry by actively establishing the ecosystem of big health data industry.
