Haicang District

I. Basic Profile

(I)Overview

Situated in the west side of Xiamen Island, Haicang stands at the protruding part of the Xiamen-hangzhou-Quanzhou Golden Triangle in Southern Fujian. It is an important port for expanding trade by sea in southern Fujian, only 165 nautical miles away from Kaohsiung Port. In its capacity as the closest one to the city center among all districts outside Xiamen Island, Haicang can serve as the "bridgehead" in deepening exchanges and cooperation with Taiwan, promoting the urban integration of Xiamen, Zhangzhou and Quanzhou, and realizing cross-island development. It is an important area to transfer core functions of the island and to radiate southwest Fujian. Located to the west of Xiamen Island, Haicang has a coverage area of 186.82 sq.km, a current population of 660,000, 4 subdistricts (Haicang, Songyu, Xinyang, Dongfu) and 37 villagers (neighborhood) committees.

(II) History

"Haicang" is named after the Cang River. It became a seaside settlement called "Haikou" in the Tang Dynasty. It was renamed "Haicang" by using one Chinese Character respectively from Haikou and Cang River together during the Jiajing Period of the Ming Dynasty. Upon approval of the State Council in May 1989, Haicang became the largest national Taiwanese investment zone of the Chinese Mainland. Its advantages lie in ownership of "integrated six zones", i.e. special economic zone, Taiwanese investment zone, pilot free trade zone, pioneer zone of Maritime Silk Road Economic Belt, bonded port zone and export processing zone.

(III)Development Goals

To build a high-caliber modern industrial cluster area, a high-level cross-island development benchmark area, a beautiful ecological civilization demonstration area, a high-leverage pilot area for deepening reform, and a high-quality livelihood and well-being model area.

(IV) Economic Development Achievements

2021 saw a year-on-year rise of 11.9% to 93.824 billion yuan in Haicang District's GDP; 25.6% to 23.726 billion yuan in total fiscal revenue; 4.014 billion yuan in district-level fiscal revenue; 15.1% in investment in fixed assets (including high-speed rail); 180.925 billion yuan in output value of industrial enterprises above designated size; 23.7% to 57.621 billion yuan in added value of industrial enterprises above designated size; 10.1% to 61,664 yuan in per capita disposable income of urban residents; and 12.7% to 36,948 yuan in per capita disposable income of rural residents.

 II. Industrial Orientation

Industrial Layout of Haicang District  

 (I) Integrated Circuit

Development path: Have "talent+" as the development strategy, increase cooperation with the industrial platforms of key domestic cities and strengthen interfacing and merger with the IC industry of Taiwan in order to develop a domestically and even world-leading concentration zone of IC industry primarily comprising industries of design, packaging & testing and featured technology products.

Development goals: Strive to exceed 50 billion yuan in the scale of the integrated circuit industry by 2025, drive the scale of related industries to surpass 100 billion yuan, and become a major town with international influence in the integrated circuit industry.

IC design: Focus on the critical chips in key sectors, including memory, 5G/4G, intelligent manufacturing, IoT, new-energy auto, network communication, safety monitoring and optical communication.

IC packaging and testing: Highlight support for domestic and foreign equipment and materials enterprises to carry out research and development of FOPLP mass production technology; encourage the establishment of a research and development center or cooperative research and development in Haicang; and promote the development of special equipment for integrated circuits.

IC equipment and materials: Preferentially support domestic and international equipment and material enterprises to engage in R&D of FOPLP mass production technology; encourage them to set up R&D centers or engage in cooperative R&D in Haicang; develop research and production of special-purpose IC equipment.

 (II) Biopharma

Development goals: To build an internationally renowned biomedical industry cluster.

Development path: In 2020, Xiamen Biomedical Port took the 12th place in the comprehensive competitiveness list of national biomedical industrial parks released by China National Center for Biotechnology Development, and also ranked 8th in the list of leading competitiveness. In 2021, the development of industrial clustering in the park was commended in a notification by the General Office of the State Council. Moreover, it was also successfully included in the third batch of national demonstration bases for mass entrepreneurship and innovation (lean startup). Xiamen Biomedical Innovation and Entrepreneurship Base got recognized again by the Ministry of Industry and Information Technology as a national demonstration base for entrepreneurship and innovation of small and micro enterprises, and was rated excellent in the evaluation of the network operation of Xiamen Public Service Platform for Small and Medium-sized Enterprises. Xiamen Biomedical Incubator was rated as an excellent (Class A) national science and technology business incubator in the evaluation conducted by the Torch High Technology Industry Development Center of the Ministry of Science and Technology. As of 2021, Haicang District was home to 405 biopharmaceutical enterprises, with an industry size of 32.794 billion yuan.

 (III) New materials and new energy

Development goals: Achieve a new-material industrial output of 20 billion Yuan by 2020 and 30 billion Yuan by 2025.

Development achievements: Developed Xiamen Tungsten, Xiashun, Changsu, Jinyoung and other enterprises; ternary cathode material and graphene paste projects have been launched into production smoothly; the 10,000t vehicular lithium-ion cathode material project of Xiamen Tungsten is in operation.The projects of Xiamen Tungsten New Material Industrial Park and Cemented Carbide Industrial Park are under construction, which can yield an annual output value of over 22 billion yuan after reaching design capacity.

 

 (IV)Smart home

Development achievements: Haicang District enjoys a favorable overall development trend of smart home, and has gathered a number of industry leading enterprises such as Solex, R&T, WDI, Intretech, and Cowell. In 2021, Haicang District achieved an output value of 10.04 billion yuan in the sanitary ware industry, up 23% year-on-year.

Industrial advantages: Increasing strength has been seen in leading enterprises. Solex, R&T, Cowell, Spectrum and Intretech have all reached an annual output value of over 1 billion yuan. In particular, there has been a certain industrial clustering of enterprises in the field of water-saving sanitary ware in Haicang. For example, Solex is one of the leading professional manufacturers of shower heads, shower systems, faucets and other bathroom accessories in the domestic market. R&T is one of the largest enterprises in the field of flushing components manufacturing in China.


(V) Auto and spare parts

Development achievements: The nearly 3 decades of development has made Haicang a gathering of leading enterprises such as Golden Dragon, JTEKT, CST, Hongfa, Faratronic, Shye Fu Koyo, and Cascade. In 2021, the output value of Haicang District's auto and spare parts industry was 16.86 billion yuan, up 12.4% year-on-year.

Industrial advantages: A relatively complete industrial chain of auto and spare parts has been formed, featuring automobile assembly, heavy machinery manufacturing and chassis, connectors, automobile electronics, steering systems, automobile tires, rubber and plastics, and automobile fuses. Priority is given to the layout of new automobile products. The driverless quasi-L4 vehicle model of Golden Dragon was successfully tested in Israel, becoming the first Chinese driverless bus to go abroad for road test. Xiamen Yueba, China's first 5G micro-circulation ride-hailing bus, was launched in Xiamen. The development of Silan and Tongfu of the integrated circuit industry and other associated industries provides effective support for the advancement of smart vehicles under the 5G ecosystem.


(VI) Financial service

Industrial base: Haicang District currently houses 19 banks and 27 local financial institutions, and has gathered a number of key enterprises, such as Xiamen Asset Management Co., Ltd., Golden Trust Sinopac Fund Management Co., Ltd., Strait Energy Industry Fund Management (Xiamen) Co., Ltd., and Xiamen Hengxin Small Loan Co., Ltd.

Development path: Haicang District is making efforts to forge a regionally distinctive financial gathering center to attract the presence of various financial industries and guide the cooperation between commercial banks and policy and development banks, so as to provide financial convenience and financial services for enterprises under its jurisdiction.

Investment promotion focus: Banks, securities, asset management, financial leasing and other financial enterprises.


(VII) Film, television and cultural creativity

Industrial base: Haicang District is now home to 1,626 cultural enterprises, including 56 above designated size. Famous film and television artists such as Tang Guoqiang, Liu Jin, Song Yeming and Ma Xiaowei have successively set up their studios in Haicang, and 20 film and television enterprises have been identified. Yaoda Film and Television Industrial Park has been put into operation and has attracted many film and television companies to settle in, including Hualu Cultural Industry, Story Box, Crazy Savage, and Xinxiya. Haicang Oil Painting Street is one of the three major commercial oil painting export bases in China, and the Dongpu Agate Village in Haicang is the largest agate production base and agate raw stone trading center in China.

 

(VIII) Modern tourism

Industrial base: Haicang District is blessed with natural and cultural tourism resources in terms of ecotourism, recreation and fitness. The ecotourism resources include Tianzhu Mountain, Caijianwei Mountain, Daping Mountain, Haicang Lake, Tianzhu Lake, Haoyue Lake and Huoshaoyu Island. The cultural tourism resources include Xin’an Red Brick Alley, Liantang Villa, Kaitai Cultural Park, Qingjiao Ciji Palace and Shishi Academy. The recreation and fitness resources include Riyuegu, Tang'an and other hot springs. Among them, there are two 4A-level scenic spots, i.e. Riyuegu Hotsprings Resort and Tianzhu Mountain National Forest Park, and seven high-end hotels that form the hotel cluster in the south of Haicang Bay. Also, Haicang has successively held cultural tourism festivals and events such as the Cross-Straits (Xiamen Haicang) Baosheng Ciji Cultural Tourism Festival, China Women's Open Golf Tournament, Xiamen (Haicang) International Half Marathon, and Tianzhu Mountain Hiking Competition.

As for the sports industry, there are 438 sports entities district-wide, producing 2.36 billion yuan in output in 2021.



(IX) Commerce and trade services

Industrial base: In 2021, Haicang achieved a year-on-year rise of 69.7% to 426.747 billion yuan in the cumulative sales of wholesale and retail; 4% to 30.09 billion yuan in the total retail sales of consumer goods; and 4% to 9.21 billion yuan in the retail sales of automobile enterprises above designated size. Through several years of clustering, Haicang International Automobile City, an automobile business circle consisting of auto 4S stores mainly on Maqing Road and parallel imported car sales showrooms in the Free Trade Zone, has initially formed. It has currently gathered 70 auto sales enterprises, including over 40 auto brands that basically cover all mainstream brands, and housed stores in a number accounting for about 40% of the city. In 2021, the sales of automobiles were 11.279-billion-yuan, accounting for about 70% of Haicang's index of total retail sales of consumer goods. The auto sales industry has gradually grown into a shining name card of Haicang’s trade and commerce industry, and Haicang has become the largest regional auto sales center outside Xiamen Island and radiates to southwest Fujian.

Existing important enterprises: Bida International Trade (bulk trade); Fook (brick-and-mortar retail); Zoda Group (live streaming e-commerce).


(X) Centrally-administered SOEs and headquarters

Industrial base: Haicang District is home to a number of centrally-administered state-owned enterprises (and their subsidiaries), including CNPC, COSCO, Sinotrans, CNOOC, China Communications Construction Group, COFCO and Sinograin, involving industries such as petroleum, transportation and grain. It has also attracted a group of headquarters enterprises to settle in, including Huaxia International Power Development, Kingdomway, CST, Tongda, Double Medical, Intretech, Zhonggu Shipping, and BlueFocus.


(XI) Construction industry

Industrial base: There are 160 construction enterprises in Haicang District, producing an output value of 19.776 billion yuan from January to September 2021. Enterprises with large output value include China Construction Third Engineering Bureau, Zhuxin Construction, Julong Construction, Zhongjian Mintai, Mingfeng Construction, Haitou Engineering, etc. Among them, China Construction Third Engineering Bureau is an excellent front-runner of China State Construction, the world's largest investment and construction group and ranking 13th among Fortune Global 500.


(XII) Port logistics industry

Development path: Haicang will actively integrate into the building of strategic pivot cities of the Maritime Silk Road, strengthen the operation and development of China-Europe Train and trains to Central Asia, and exert the strategic role of the new national logistics channel. Moreover, Haicang will optimize the layout of ports, make better integration of resources, scientifically map out industrial space, and develop port industries such as modern logistics, shipping headquarters, port services and port manufacturing.

Development goal: Strive to exceed 10 million TEU of container throughput in Haicang Port by 2025, with the utilization rate of shoreline and rear land area reaching the level of international first-class ports.


(XIII) Urban modern agriculture

Industrial base: Haicang District is dominated by flower and vegetable cultivation and aquaculture in terms of agriculture. In 2021, the output value of agriculture, forestry, animal husbandry and fishery district-wide was 430 million yuan. Haicang has attracted the settlement of three Fujian’s top 10 flower and nursery stock enterprises, i.e. Lvze Horticulture, Cuilv Horticulture and Ican Seed, and a number of food processing enterprises such as Anjoy Foods and Kingdomway, among which Anjoy Foods is a national leading agricultural enterprise. There are about 80 flower and nursery stock enterprises gathered in the area north of Dongfu Street and Shenyang-Haikou Expressway under the jurisdiction, forming a flower and nursery stock industrial cluster in the west of Xiamen. It produces more than half of the province's grass flowers and is the orchid breeding base with the most complete categories in South China. Also, it has the largest exports of small chrysanthemums in the country, and has a leading edge in the industry in germplasm resources of herbs and color-leafed plants.

In recent years, Haicang has introduced emerging industries through investment promotion, including the Begonia Dynasty and Benary China Breeding Center project, live streaming of Fujian plants and flowers on Taobao, etc. Adhering to the layout of "scientific research and market at home, production base aboard", Haicang focuses on the development of high-end seed industry and agricultural e-commerce, and continues to drive the transformation and upgrading of regional industries.


(XIV) Platform economy

Investment promotion focus: Haicang District mainly introduces platform enterprises modeled on flexible employment and flexible management. In terms of flexible employment, it targets human resources service and marketing consulting enterprises; in terms of flexible management, it targets Internet mobile platform enterprises. Haicang also accelerates a number of leading projects that can promote industrial clustering to operate and set up headquarters or settlement headquarters in Xiamen, thus forming a certain economic scale and promoting industrial clustering.


III. Investment elements

(I) Integrated circuit

IC Manufacturing Industrial Park: The Park has a total coverage area of 8 sqkm with a core zone covering an area of 3.22 sqkm. It is a modern IC industrial park with highly integration of industrial and living infrastructures.

IC Design Industrial Park: Xiamen Center (7-30/F of Block E, 42,000 sqm)

National IC Design Shenzhen Industrial Base - Haicang Base

Haicang Semiconductor Science and Technology Park (Prepared): Construction will be conducted of two 11-floor office buildings for research and development purposes, six 6 to 8-floor pilot plants with high standards with a construction area of about 130,000 sqm.

 

(II) Biopharma

4 professional parks have been founded as the carriers, including Xiamen Biopharmaceutical Incubator, Xiamen Biopharmaceutical Pilot Production Base and Xiamen Biopharmaceutical Industrial Park; the self-constructed area for as many as 100 enterprises have also been completed. Thus an industrial development system has come into being that covers "R&D and innovation - incubation – pilot plant test - industrialization".

(III) New Materials

Fuxin Industrial Zone Planning Area is located on the west of Maluan Bay and at the border of Xiamen and Zhangzhou. With a covering area of about 138 hectares, it has new-material industry and IC industry as the prevailing industries.

(IV)Advanced manufacturing

Remaining available industrial plots: Dongfu, Xinyang and Southern Industrial Zone (excluding Fuxin Industrial Zone and Information Industrial Park and logistics plots) in a total area of about 163 hectares.

Leasable workshop: Dongfu, Xinyang and Southern Industrial Zone in a total area of about 550,000 sqm.

(V) Maluan Bay New Town

Maluan Bay Area is located in the west of Xiamen and north of Haicang District. It borders Zhangzhou Taiwanese Investment Zone (Jiaomei) on the west, Jimei District on the east, Tianzhu Mountain on the north and Caijianwei Mountain on the south with a planned area of about 37 sqkm. 

Focus is placed on the development of five industries, i.e. biopharmaceutical, health industry, intelligent science and technology, tourism industry and high-end business.

(VI) Haicang Sub-area, Xiamen Area of China (Fujian) Pilot Free Trade Zone and Port of Haicang

Haicang Subarea has a coverage area of 24.41 sq.km, or 55.76% of the total area of Xiamen Area. It has world-class deep-water container port facilities and accessory facilities and has become a modern industrial concentration zone which relies on port logistics, is characterized by bonded warehousing, focuses on high-end processing value-added and service outsourcing industries.

Haicang Port Zone is planned to have a 11,396m-long terminal shoreline with a water depth of -17m, which can accommodate 200,000-ton container vessels. Now 29 berths for 10,000 ton-class or larger ships have been built.

Haicang District has a remaining available logistics plot of about 72 hectares.

(VII) Petroleum Trading Center

In the context of China's petroleum system reform, and following the instructions of the All-China Federation of Industry and Commerce for active exploration of the petroleum trading system and the Overall Program of Comprehensive Reform in Xiamen approved by the State Council, Xiamen Petroleum Trading Center (hereinafter referred to as "Trading Center"), upon approval by the Xiamen Municipal Government, was initiated and established by Tadee Holding Group Co., Ltd., the president unit of China Chamber of Commerce for Petroleum Industry, relying on the policy of trials in Haixi. Since its inception, the Trading Center has recorded a cumulative spot turnover of about 587.5 billion yuan, with 170.3 billion yuan of spot transactions completed in 2021.


(VIII) Strait Gold and Jewelry Industrial Park

It is a regional gold industry and market center integrating gold refining and processing, cultural and creative design, trading and commercial transaction, experience consumption and financial services, etc., which is expected to become a window for China's gold market to enter the Taiwanese market and the countries and regions along the Maritime Silk Road.


(IX) Southeast Edible Bird Nest Capital

This platform is built centering on the core idea of building a new ecosystem of edible bird's nest with a whole industry chain, with a total investment of 730 million yuan. It has now become a comprehensive edible bird's nest themed industrial park that integrates "global traceable bird's nest distribution center, global traceable bird's nest raw material processing center, traceable instant bird's nest sharing factory, and bird's nest themed industrial tourism base", forming the bird's nest industrial clustering effect. By the end of 2021, the platform has imported 26.5 tons of raw-unclean edible bird's nest. The total output value of the platform reaches 603.9 million yuan.
