Xiamen, in its capacity as one of the earliest special economic zones established in China and an export-oriented port city, has an early start in foreign trade. With a good foundation, Xiamen has nurtured numerous foreign trade enterprises with exceptional international market development capabilities and a pool of skilled foreign trade professionals. Xiamen accounts for 48.1% of the province's import and export volume, ranks 7th among China's top 100 cities in comprehensive competitiveness of foreign trade, and has a high foreign trade dependence rate of 126%. "Made in Xiamen" products can be found in all countries and regions around the world.
II. Investment Priorities
1. To enhance investment promotion for foreign trade business entities, and precisely attract investment for key links in Xiamen's key industries such as integrated circuit, flat panel display and new materials;
2. To push well-known overseas circulation enterprises to expand their business in Xiamen;
3. To attract multinational companies and internationally renowned traders to set up regional headquarters, procurement centers and marketing settlement centers in Xiamen;
4. To promote well-known e-commerce platforms at home and abroad or set up branches in Xiamen;
5. To boost the financial leasing development in sectors such as aircraft, ship, medical equipment, and other high-end production equipment.

I. Development Foundation
Xiamen is a pilot city for comprehensively deepening the innovative development of trade in services, as well as a demonstration city in China's service outsourcing industry. It has been identified as a national export base for cultural services, digital services, traditional Chinese medicine services, language services and other specialized services, forming a pattern of innovative development of trade in services featuring "one pilot city", "one demonstration city" and "multiple bases". In recent years, the trade in services of Xiamen has experienced a remarkable surge. In 2022, the import and export value of Xiamen's trade in services amassed 78.52 billion yuan, an increase of 11.3% year-on-year. Representative enterprises include STATCO, Xiamen International Book, Mechanist Games, Xiamen meituzhijia, Bojue Photography, Huaqiao University, and Xiamen Hospital of T.C.M. In the identification of national key enterprises and projects for cultural export in 2021-2022, Xiamen ranks among the top in the country with 17 enterprises and 3 projects on the list.

(I) National Cultural Export Base
In June 2018, the Ministry of Commerce identified the Xiamen Area of China (Fujian) Pilot Free Trade Zone as a national cultural export base. In 2022, the National Culture Export Base of Xiamen Area secured the top position among functional area bases in the comprehensive evaluation.
(II) National Digital Service Export Base
In April 2020, the Ministry of Commerce identified Xiamen Software Park as a national digital service export base.
