Recently, Xiamen and Quanzhou were officially approved to launch the first batch of pilot programs for international cooperation in the national data sector, making Fujian the first province in the country to implement simultaneous pilot programs in "two cities within one province." This pilot program focuses on systematically advancing three key areas: the construction of cross-border data infrastructure, the alignment of data standards and regulations, and the expansion of digital cooperation scenarios. At the same time, it aims to improve platforms for international cooperation, the cross-border service ecosystem, and communication and dialogue mechanisms, thereby exploring and establishing replicable and scalable local experience for international cooperation in the data sector nationwide. In terms of infrastructure development, Xiamen will focus on building the "Two Centers, Two Platforms" infrastructure for cross-border data flow services, establishing a secure and controllable technical foundation and compliance service system for cross-border data flow; In terms of aligning standards and regulations, Xiamen is actively benchmarking against high-standard international trade and economic rules such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA). Leveraging the BRICS cooperation mechanism, it is promoting regulatory alignment and mutual recognition of standards with countries such as Brazil in areas like smart logistics; Regarding the development of digital cooperation scenarios, Xiamen is focusing on key areas such as smart transportation, smart healthcare, and smart seaports to jointly develop in-depth scenario-based solutions, while expanding into fields such as public safety and smart agriculture.
