Ministry of Commerce releases 15 new measures to stabilize and optimize foreign investment utilization

On June 22, the Ministry of Commerce and other departments released an action plan to stabilize and optimize the utilization of foreign capital. It puts forward 15 measures in five areas: expanding market access, enhancing convenience for foreign investment, improving investment promotion, strengthening the service and guarantee system for foreign investment, and optimizing foreign capital management. The plan focuses on expanding market access in sectors such as services, finance, and pharmaceuticals. It also addresses hot topics including foreign mergers and acquisitions, cross-border data flows, and reinvestment of foreign capital in China, stepping up efforts to improve the ease of foreign investment. Additionally, the plan outlines a series of specific measures, such as promoting the "Invest in China" brand campaign, coordinating standardized efforts to attract foreign-invested projects, fully implementing national treatment for foreign-invested enterprises, supporting these enterprises to participate in consumption-boosting initiatives, and strengthening service guarantees for major and key foreign-invested projects.
