Recently, under Xiamen Customs supervision, a BF50 large passenger vehicle completed export clearance procedures via Xiangyu Comprehensive Bonded Zone before being shipped to Cambodia. This milestone signifies the formal launch of used vehicle export operations at Xiangyu Comprehensive Bonded Zone and simultaneously constitutes Xiamen's first used vehicle export transaction processed through a comprehensive bonded zone. Compared with conventional port export models, enterprises conducting used vehicle exports through bonded zones can leverage the tax refund upon entry policy to accelerate capital recovery, reduce the cost of capital employed, and utilize warehousing advantages for flexible pre-export vehicle storage, thereby enhancing supply chain responsiveness. To operationalize this model, Xiamen Customs implemented the innovative "AEO + Overseas Warehouse" framework, establishing green channels for AEO-certified enterprises with dedicated counters. This enables one-stop processing of used vehicle export license verification, expedited customs declaration clearance, and certificate-of-origin applications.
