Effective November 20, 2025, the online declaration of entry cards for foreign nationals has been formally implemented. According to policy requirements, foreigners visiting China must complete entry information online in advance through the National Immigration Administration's official website, government service platform, "Immigration 12367" app, WeChat/Alipay mini-programs, or by scanning entry card QR codes via mobile devices. On the first day of implementation, the Port of Xiamen welcomed its first group of foreign travelers utilizing this system. Whereas previously travelers queued to fill out paper forms, most now complete their information before boarding. Upon arrival, they proceed directly to border inspection counters for entry procedures. Concurrently, Gaoqi Branch of Xiamen General Immigration Inspection Station established on-site assistance zones for travelers without smart devices or facing operational challenges. Multilingual officers proficient in 12 languages (including English, French, German, and Vietnamese) provide real-time guidance for specific vulnerable demographics requiring assistance with online declarations. This complements the existing declaration channels via the internet, government service platforms, apps, etc. to form a comprehensive and multi-dimensional service network. Data from the Gaoqi Branch of Xiamen General Immigration Inspection Station show that by November 19, 2025, the Port of Xiamen had processed over 940,000 passenger trips, a year-on-year increase of nearly 13%.
