On November 12, 2025, during Xiamen's semiconductor industry supply chain innovation conference in Haicang District, the Haicang Semiconductor Industry Innovation Alliance was established. Nineteen companies jointly unveiled cutting-edge achievements in semiconductors, such as high-end substrates and filters. Key among these was the launch of the next phase of the 12-inch high-end analog integrated circuit chip manufacturing line project by Silan Microelectronics, which involves a total investment of RMB 20 billion. Haicang has already gathered over 70 upstream and downstream enterprises and projects in the integrated circuit industry chain. During the 14th Five-Year Plan period, the average annual growth rate of its output value reached 87.1%. Consequently, the district has established a dedicated semiconductor fund model, accumulating government funding of RMB 8 billion and mobilizing RMB 16 billion in private investment to advance 29 projects. Xiamen persists in promoting the deep integration of semiconductor innovation chain, industrial chain, capital chain and talent chain to drive the construction of specialized integrated circuit industrial cluster zones.
